Name of Work: Maintenance, Servicing and operation of automated / manual pumping system of monoblock / submersible water pump motor sets installed at DAE Quarters at Chembur, Ghatkopar and CHSS Dispensary at Kharghar under Chembur Maintenance unit, Mumbai.

1) Bidders are requested to note that they should necessarily submit their financial bids in the format provided and no other format is acceptable. If the price bid has been given as a standard BoQ format with the tender document, then the same is to be downloaded and to be filled by all the bidders. Bidders are required to download the BoQ file, open it and complete the BLUE coloured (unprotected) cells with their respective financial quotes and other details (such as name of the bidder). No other cells should be changed. Once the details have been completed, the bidder should save it and submit it online, without changing the filename. If the BoQ file is found to be modified by the bidder, the bid will be rejected.
2) Bidders are advised to download this BOQ as it is and quote their offer/rates in the permitted column and upload the same in the commercial bid. Bidder shall not tamper/modify downloaded price bid template in any manner. In case if the same is found to be tempered/modified in any manner, tender will be completely rejected and EMD would be forefeited and tenderer is liable to be banned from doing business.
3) All the documents being submitted by the bidders would be encrypted using PKI encryption techniques to ensure the secrecy of the data. The data entered cannot be viewed by unauthorized persons until the time of bid opening. The confidentiality of the bids is maintained using the secured Socket Layer 128 bit encryption technology. Data storage encryption of sensitive fields is done. Any bid document that is uploaded to the server is subjected to symmetric encryption using a system generated symmetric key. Further this key is subjected to asymmetric encryption using buyers/bid opener’s public keys. Overall, the uploaded tender documents become readable only after the tender opening by the authorized bid openers.
Important Notes
1 All the specified/mandetory test shall be carried out in approved laboratories without any extra cost to the department.
2 The tenderers are advised to visit the site to acquaint themselves, about accessibility to the site etc., and quote the rates accordingly.
3 Dismantling of concrete, brick masonry etc. shall be carried out with prior written approval of the Engineer-in-charge. Safety of the existing structure shall be ensured while taking up the dismantling works .
4 The contractor shall carry out the activities including dismantling works etc. with minimum possible disturbance.
5 Suitable place shall be allocated to the contractor for storing construction materials, for placing site office etc. The contractor shall have to maintain proper co-ordination with the fellow agencies working simultaneously in the vicinity of subject work in order to avoid delays in any of the works going on in and around the premises.
6 Vehicular movement shall abide by the regulations imposed by concerned authorities. The contractor shall abide by the security rules & regulations of the Department. The approach road should be kept clean & free from obstructions for smooth functioning of the traffic.
7 The following security regulation shall be followed strictly while movement of labourers/workers/ contractor's personnel etc..
i) The contractor shall issue I-Cards to his workers deployed on regular basis.
ii) The supervisor of the contractor having photo pass can bring daily wages workers/ casual workers inside Anushaktinagar for work. He should prepare list of such workers in duplicate. The original copy shall be handed over to the representative of the Engineer in Charge at the gate and obtained endorsement on duplicate copy.
iii) The contractor personnel including daily wage workers shall be in uniform with proper identification in order to ease in identification of such persons at unauthorised places.
iv) The daily wage workers / casual workers employed by the contractor must wear florescent visi wear without fail during their presence inside Anushaktinagar premises.
v) All Security measures to be followed by the contractor, Contractor shall follow all safety rules & security procedure that are in vogue and applicable during execution of work. Contractor shall verify the character and antecedens of the persons employed by you, through local address proof issued by competent authorities such as ration card, driving license, electricity bills, gas connection document etc. The nationality of contarct labourers also needs due verification.
8 The contractor shall follow strictly the DAE safety rules and also COVID-19 SOP & standard guidelines.
9 Regarding disposal of Construction waste from site of work, the agency has to abide by the Guidelines of Construction and Demolition (C & D) waste management plan as approved by MCGM and any other regulations issued by statutory authorities in the matter from time to time and Department is not responsible in any way in this regard.
10 Tenderers to quote rates inclusive of all taxes, duties, GST etc. as applicable.

1 Part - A: Maintenance of Pumping System 'Labour Charges only for preventive and breakdown, a) Inspection and adjustment of gland packing in case of excess leakage through gland as and when required. b) Greasing of bearings once in three months. c) Inspection of alignment of pump sets, tightening the foundation nut-bolts once in a month. d) Inspection of motor's panel and checking of all the control gears installed in it like SFU ,starters, Amp/ volt meter, "on/off" switches, indicating lamps, water level controller,contactors, relayes, timers, terminal connections and repalcing the defective parts (cost will be paid seperately in relevant item). e) Checking of bearing for undue vibration, motor body temperature, Insulation and Earth resistance values quarterly. f) Cleaning motor with blower once in two months. g) Cleaning & keeping the pump house in hygienic condition weekly. h) Painting of all pump set and suction & delivery pipes, valves etc including painting other pipe line with two coats of synthetic enamel paint over a coat of metal primer of approved make & colour once in a year. i) cleaning of level sensors installed in OH/U.G. tanks to make them free of rusta and other deposited materials, once in quarter, including it's terminal. Note: 1. Cost of the spare parts will be paid under relevent section of item no. 5 seperately. 2. Consumables like grease , oil, gland packing, cotton waste etc. will be arranged by contractor at no extra payment for the same.

1.1 PART - C: Automated / manual operations of water supply pumps Providing 03 nos. of skilled pump operators cum electricians at Chembur & Ghatkopar DAE colony on daily basis as per below details: Manpower: 3 (One at Ghatkopar, Two at Chembur) Shift Schedule: ¤ 1st Shift: 6:00 to 14:00 Hrs ¤ 2nd Shift: 14:01 to 22:00 Hrs Qualifications: ¤ Skilled Electrician-cum-Pump Operators ¤. Minimum 5 years of experience in domestic pump operations or ITI with 3 years experience ¤. Knowledge of electrical installations and ability to carry out related tasks Note: The rate for staff deployed includes all statutory benefits such as PF, ESIC, etc., as admissible. Pump House Details: ¤ Chembur: 11 Pump Houses ¤ Ghatkopar: 3 Pump Houses Pump Configuration: ¤ Two Pumps: D, E, G-H, J, M-K, R-S, T ¤ Three Pumps (including Submersible): A-B, F, L-N, P-Q (Chembur); A, B, C (Ghatkopar) 18 Operations & Responsibilities: ¤ Manual/automated operation of domestic pumps ¤ Monitoring municipal water supply and informing residents in case of delays ¤ Ensure that there should not be any shortage of water in UG/OH water tanks in all the buildings of colonies. ¤ Arranging alternate water supply with necessary tools and staff (in case of emergency as directed by EIC.). ¤ Immediate response to breakdown complaints. ¤ Water supply interruptions must not exceed 1 hour ¤ Staff must carry mobile phones and essential spares. Safety & Compliance ¤ Mandatory use of safety gear: uniform, ID cards, safety shoes. ¤ Compliance with IE rules and Indian Electricity Act. ¤ Police verification certificates required for all staff. ¤ Staff must report to Chembur Maintenance Unit daily and sign attendance register. ¤ Non-compliance with safety gear will be treated as absence from duty. Maintenance & Documentation: ¤ Quarterly inspection and cleaning of electrical panels. ¤ Replacement of defective parts as needed. ¤ Maintenance of complaint log registers and pump house keys. ¤ Pre-handover system checks and defect rectification (at mutually agreed cost). Penalties for Non-Compliance: ¤ Staff Absence: No payment for the respective item in Part C ¤ Overflow Complaints (UGT/OHT): ₹600 per incident. Excess(+) Full Conversion INR
