• The Bidder should fulfill the following eligibility criteria: 1. The bidder (sole or consortium) should have carried out design/ engineering, manufacturing/supply, erection/supervision of erection, commissioning/ supervision of commissioning of any one of the following equipment in Coke Oven By-product plant of any steel plant or in chemical process industry during the past 15 years as on the date of NIT: • Ammonia Saturator • Primary Gas Cooler • Final Gas Cooler • Benzol Scrubber • Electrostatic Tar Precipitator • Benzol Distillation Column • Absorption Tower of a sulphuric acid plant • Decanter Self-attested photocopies of following documents shall be submitted by the bidder in support of the above: i) Work order/any other letter of award of work/Contract document/ Purchase order issued by the client. ii) Commissioning certificate/ Performance certificate/ Completion certificate/Final acceptance certificate/ any other documents issued by the client showing completion of the job; corresponding to 1 (i) above. The bidder should submit an affidavit stating that the eligibility documents furnished by them are genuine.
• 2. In case the bidder is in a consortium: - a. One or more of the consortium members (maximum two consortium members are permitted) can either individually or together, fulfil the criteria of Para -1 above. b. The responsibility of design/engineering and manufacturing/ supply and commissioning/supervision of commissioning should be taken up in the responsibility matrix by the respective members who fulfil the criteria as per para-1. c. For taking up the remaining jobs of para-1, the respective members should have commensurate experience in any project. d. Leader of the consortium should be the consortium member having maximum job or share of work in value terms. Bidder has to submit Notarized copy of Memorandum of Agreement and Responsibility Matrix indicating percentage of scope of work to be carried out by each member in value terms of total contract value. Self-attested photocopies of the following documents showing experience as per the responsibility matrix for each member of the consortium, as applicable, should be submitted by the bidder in support of the above: i) Work order /any other letter of award of work /Contract document /Purchase order issued by the client. ii) Commissioning certificate /Performance certificate /Completion certificate /Final acceptance certificate /any other documents issued by the client showing completion of the job; corresponding to 2(i) above. Each member of consortium should submit an affidavit stating that the eligibility documents furnished by them are genuine.
• 3. The average annual financial turnover of the bidder during any three financial years out of the last four financial years ending 2023/2024 shall be at least Rs 2.7 crores (Rupees Two crores seventy lakhs only). In case of consortium bidding, Minimum Turnover requirement for each consortium member = Rs 2.7 Crore X % of scope of work in value terms of total contract value declared in Consortium Agreement (MoA). The bidder (each member of the consortium; in case of consortium bidding) shall submit audited annual financial reports (Balance Sheets and Profit & Loss Accounts) in support of the above.
• 4. Net worth of the bidder should be positive in the latest financial year of the three financial years considered for turnover as per the Audited Annual Accounts. For consortium bidding, net worth of each member of the consortium should be positive in the latest financial year of the three financial years considered for turnover as per the Audited annual accounts.
• 5. Documents submitted in support of financial eligibility wherever certified by the CA members of ICAI (The Institute of Chartered Accounts of India) from 01.07.19 onwards, shall contain the Unique Document Identification Number (UDIN).
• 6. Bidders to submit the Eligibility Document only at the time of BID Submission. No opportunity can be given to the Bidder to supplement the eligibility documents submitted at the time of bid submission. However, clarifications on the documents submitted by the party, at the first instance, can be sought.
