Supply, Erection , Testing, synchronizing and commissioning on grid connected rooftop solar BIS certified and MNRE ALMM Regisitered, DCR Mono Crystalline PERC 144 half cut cells solar PV module/panels suitable for installation on roof tops with each panel having capacity not less than 540 Wp, complete with poly carbonate junction boxes, having sufficient number of fused incomers and outgoing terminals (positive/negative) suitable for 6 Ssqmm cables and connecting cables not less than 4.0 Sqmm copper conductor multistranded (solar cross linked poly olefin cables double insulated , UV resistant halogen free low smoke ) from panel to panel all as specified and directed. The solar modules shall confirm to the latest edition of any of following IEC/Equivalnat BIS Standards for PV module design qualilfication and type approval as per IEC 61215 Edition II, IEC 61646,IEC 62804 and IEC 61730-1,2, IS 14286, , additionaly the performance of PV modules must be tested and approved by on of the IEC/NABL accredited testing laboratories including Solar Energy Center. In additional the module must confirm to IEC 61730- Part I (A1 + A2 + A11) - requirement for construction & Part II (+A1) - requirements of testing as per IEC 60068-2-68 The solar modules shall have the following Technical specification and shall comprise of as under :-
(a) Output power (Pmax) 540 Wp or above (b). Module Efficiency: Not less than 90% (c). Number of cells: 144 half cut (d). Maximum System Voltage : 1500 Vdc (e). Application Class - A (f). Fire Class - A (g) Fire Rating Class - C (h) Junction Box: IP 67, 1.5 kV minimum 400mm length cable as per IEC 60529 & IEC 62790 : 2020
(i). Type of PV Cell : PERC Mono Crystalline Silicon (j). Module Glass transmission shall be > 93 % (k). Glass Thickness shall be min 3.2 mm (l). Bypass diode for optimizing PV out to be incorporated in each solar module (m). Module Output: MC Electronic Plug (n). Modules only with Same rating and manufacturer shall be connected. (o). Solar Module must have IV curve Test report in NABL Lab for the speciifed wattage
(p) Design including Civil work such as PCC/RCC foundation/Electrical infrastructure metricularly carried out by contractor as per the required output plant (0.5 MW) and duly vetted from govt approved authority of NIT/IIT and Approval by Garrison Engineer before execution at site. (q) The contractor shall carry out shadow analysis at the site and accordingly design strings and arrays layout considering optimal usage of space, material and labour
(r) Each PV module must have RFID TAG (this can be inside or outside the laminate, but must be able to withstand harsh environmental conditions) which contains Name of manufacture of PV module, solar cells & month and year of manufacturing,country of origin(seperately for solar cells & modules), I-V curve for module wattage, Im , Vm, FF, Unique serial No & model of the module, Name of test lab issuing IEC certificate , other relevant information on traceability of solar cells and modules as per ISO 9001 & 14001. (s) Both the cells and modules shall be made in india. (t) Manufactures has to be in ALMM (Aproved List for Models & Manufacturer) registered of MNRE. (u) Power Warranty - Minimum 90% of output of rated power(315 KWp) after 10 years and minimum 80% of output of rated power(315 KWp) after 25 years (v) All panels should be verified with Domestic content Requirement(DCR) verification portal.
Note:- (i) Pre despatch inspection shall be carried out by the authorised ref of Accepting officer before final despatch. If any devation is found from Schedule 'A' specifications shall be rejected. (ii) All Modules shall be delivered at site once the mounting structure are erected and tested. (iii) Cost of miscellaneous component such as termination kits lugs, shine boards, conduits, MC4 for connectors Adopter box and other connected accessories etc shall be deemed to be included in the cost of Modules.
(iv) Rate quoted by the contractor shall be inclusive of the Operation & Maintenance of Solar Photovoltaic power plant which would include supply of spares as required from time to time for scheduled and preventive maintenance , major overhauling of the plant, replacement of defective modules and maintaining log sheets for operation detail, complaint logging and its attending for a period of 5 years. (v) Rate quoted shall be inclusive of any items which have not been mentioned in the schedule but which are necessary for the design, supply & performance or completeness of the 315 kWp solar project shall be provided by the contractor without any extra cost and within the time schedule for efficient and smooth operation and maintenance of the SPV plant.
Material and labour for designing , installing , testing and commissioning of Data Logger with Online Monitoring Portal suitable upto 100 KWp On grid roof top solar power generating system all as specified and directed. Note - (I) Standby supply shall be provided by contractor at no any cost at the time of synchronizing with existing 11 KV system. (II) Final approval (Technical feasiblity report) shall be obtained from BESCOM before Starting work in ground. (iii) Suitable rain protection shed with structural steel members and CGI/PGI sheet top roofing shall be provided and cost of same is included in quoted rate. (iv) Any Other Component as required for efficient function of system shall be included in the above quoted rates.
Design, Supply and install prefabricated roof top solar panel mounting structure made of Hot dip galvanized mild steel angles/channels/flats including nuts/bolts and washers suitable for wind resistance upto 80 KMPH including necessary PCC/RCC foundations of grade Type B1 - 1:2:4 using 20 mm graded stone aggregate at suitable points to provide for a stable robust support all as directed at site all as specified and directed including designing of Suitable mounting structure for SPV Module and shall be provided as per design critirea considering live load, dead load, wind load and as per condition of roof slabs/ foundation of existing Bldgs etc by a approved structural Engineer and vetted by NIT/IIT and approval by Garrison Engineer before execution at site as per IS 2061-1992, IS 2062/IS 4759/AA 6063T6 all as specified and as directed.
(a) Structures shall be of flat-plate design using minimum size of C (40 X 80 X 40 x 3mm) or L (50 x 50 x 5mm) or I (60x 40x 4mm) sections or higher dimensions for respective sections. (b) Each structure with fixed tilt should have a tilt angle as per the site conditions to take maximum insolation which will be approximately equal to the latitude of the location facing true South with a North - South orientation. (c) The PV module mounting structure shall have a capacity to withstand a wind velocity of 80 KMPH unless specified for dedicated requirements. (d) The materials used for structures shall be Hot dip Galvanized Mild Steel conformed to IS 2062:1992. (e) The minimum thickness of galvanization for hot dip Galvanized Mild Steel should be at least 80 microns as per IS 4759.
(f) The Bolts, Nuts, fasteners, and clamps used for panel mounting shall be of Stainless-Steel SS 304 Grade. (g) Additional Structures/Frames for required for the installation of modules if any need to be provided by the Contractor. (h) The structures shall be designed to allow easy replacement of any module, repairing and cleaning of any module. (i) The structure shall be designed to withstand operating environmental conditions for a period of minimum 25 years and shall be free from corrosion while installation.
(j) Minimum distance between the lower level of PV Module and the ground shall be 0.5m from the ground level. k) The structures should be suitably loaded with reinforced concrete blocks of appropriate weight made out of M25 concrete mixture. (l) Photovoltaic must be mounted on a stable, durable structure that can support the array and withstand wind, rain, and other adverse conditions. The modules will be fixed on structures with fixed arrangement. (m) 100% indigenous company.
Notes for Roof Top Solar :- (1) The work involves provision of roof top panels in all maint support group complex (MSG) buildings, contractor should visit the site before quoting the tender. (2) Suitability for Grid Connected System. (3) BESCOM registration fees (PPA) of two connection points of capacity 275 KWP & 240 KWP related to commissioning should be borne by the Contractor. Details of these two connection points are as under - (a) 275 KWP (200 KWP existing & 75 KWP new) for West MRS (RR No N4HT - 5) (b) 240 KWP for East MRS (C3HT - 66) (4) Work shall be executed as per BESCOM norms. (5) All materials makes shall be approved as per MNRE. (6) No drilling is allowed on the roof slabs. Existing structures shall not be damaged, if any damage occurs during execution, same shall be rectified by contractor without any extra cost as orginal as directed.
(7) Liaisoning with BESCOM authority for obtaining any relevent documents/approved of installation solar power plant to Grid from BESCOM for smooth functioning shall be contractor's responsibility. (8) Rate quoted by contractor is inclusive of charges for feasbility clearance and Liaison work regarding the plant from starting to commissioning with BESCOM. Plant will be taken over after it is fully functional inculding Installation of Energy Reading meter and certified by BESCOM. (9) Standby supply shall be provided by contractor without any extra cost to department at the time of Synchronizing with existing 11 KV sytem. (10) Technical feasiblity report shall be obtained from BESCOM before starting work in ground.
(11) Capacity of Invertor shall be as per design criteria and approved by Garrison engineer. (12) String Inverters only to be use. (13) Supply HT net meter / Bi-directional meter with electrical fitting, fixture and solar meter (PPA) of two connection points of capacity 275 KWP & 240 KWP to deposit to BESCOM for testing and caliberation thereafter taken back to site for instalation . Details of these two connection points are as under - (a) 275 KWP (200 KWP existing & 75 KWP new) for West MRS (RR No N4HT - 5) (b) 240 KWP for East MRS (C3HT - 66) . Contractor will not be claim extra cost from department for carried out of above said process. (14) The Bidder shall carefully desgin and accommodate requisite numbers of the modules in each buildings to get the design output as per topography. Also ensure sufficient circulation/movement area on the roof top for the maintenance and cleaning purpose all around.
Supply and install minimum IP65 rated On grid string inverter, natural cooled, suitable for ambient temperature range 0 to 60 deg Celsius, 50 Hz frequency, with islanding protection features, grid frequency tolerance range +3 or more, grid volatage tolerance -20% & +15% , No Load losses <1% of rated power, THD<3% , PF > 0.8, having three phase AC output with inbuilt surge protection devices, Anti reverse power controller, fuse protection, DC/AC switches, LCD display for generating data, Wifi/GPRS data logger, multiple MPPT for optimum generation, wide input voltage range, efficiency not less than 93% etc for capacity range not less than 50 KW upto 60 KW all as specified and directed by engineer in charge . Note :- (i) Inverter will be fixed on the wall with galvanum sheet of suitable size with necessary accessories to protect from rain will be deemed to be included in quoted rate. (ii) Inverters should be tested from the MNRE approved test centres/NABL/BIS/IEC accredited testing calibration laboratories. (iii) The warranty of inverter shall be five years. (iv) Suitable rain protection shed with structural steel members and CGI/PGI sheet top roofing shall be provided and cost of same is included in quoted rate.
