(i) Railway reserves the right to order entire/bulk quantity on RCF Approved sources (RCF UVAM Item ID: 2400041012). (ii) Authorised dealers should attach Authorised Dealer ship certificate (or) tender Specific authorization certificate from OEM & proof of past supply (PO copy/R-Note) done to Zonal Railways/ Product Units)/ Government Organisations in past 5 calender years along with their bid. ( i i i ) The tenderer should attach/submit their credentials for the same item, which was supplied either to this Railway or other zonal railways by way of R.Note/CRN only will be considered for placement of order or otherwise offer will be summarily rejected and no further communication will be entertained.

( i ) Whenever tender is floated with purchase restriction from sources approved by nominated authorities and there exists a suspected cartel situation by approved sources or the rates available from approved source/sources are adjudged unreasonably high, despite fair efforts as permissible, the purchaser reserves the right to place orders on firms outside the approved vendors list,without any restrictions. (ii) In terms of Rly Board letter No.2001/RS(G)/779/7 Pt2(1) dated 06.11.2018 & Lr.No. 2021/RS(G}/779/21 dated 13.12.2021, Where there are not more than three Indian suppliers categorized as Approved Vendor for a particular item, developmental vendors can be considered for placement of bulk order without any quantity restrictions. However, while considering such vendors, factors including past performance, capacity, delivery requirements, quantity under procurement, nature of item, outstanding order load etc shall be considered in a transparent manner, subject to rates are being reasonable.

(i) The developmental firm who is having conditional approval subject to Field Trials should submit certificate for having completed field trial and up-gradation of status from developmental vendor with field trial to regular developmental vendor along with their offer to get eligible up to 20% of the net procurable quantity subject to past performance, capacity, delivery requirements, quantity under procurement, nature of item, outstanding order load, etc. shall be considered in a transparent manner and subject to rates being reasonable. (ii) If the developmental vendor with field trial fails to submit successful completion of field trial or upgradation of status to regular developmental vendor, they will be considered upto 5% of the net procurable quantity only subject to past performance, capacity, delivery requirements, quantity under procurement, nature of item, outstanding order load, etc. shall be considered in a transparent manner and subject to rates being reasonable. (iii) If the quantity is indivisible, the developmental vendors will not be considered for placement of order.
