Supply, Installation, Testing and Commissioning of Retrofit Emission Control Device (RECD) for 320 kVA Diesel Geneset Engine of Kirloskar make. Application : Reduction in particulate matter (PM 2.5), Carbon Monoxide and Hydrocarbons emitted from Diesel Engine Technology / Type : Electrostatic Precipitator (ESP), Wet Scrubbing and catalytic conversion Guaranteed Minimum specified Particulate matter (PM 2.5), Carbon Monoxide, Hydrocarbon reduction efficiency : RECD shall have Guaranteed minimum specified Particulate matter (PM 2.5), Carbon Monoxide, Hydrocarbon reduction efficiency of 70% for all DG sets TEST REPORTS Certification :- The RECD device must be 'Type Approved' in accordance with the Central Pollution Control Board's "System and Procedure for Emission Compliance Testing of Retro-fit Emission Control Devices (RECD) for Diesel Power Generating Set Engines" dated 01/02/2022 and as amended time to time. Additionally, a type testing certificate must be provided for all KVA families of the required DG Sets. Adhering to this, RECD to be ‘Type Tested’ for an equivalent kVA family of DG Sets as per the System and Procedure of CPCB from any one of the five Central Pollution Control Board, Govt, of India, recognized/approved test agencies/laboratories as given below: (a) Automotive Research Association of India (ARAI, Pune) (b) International Centre for Automotive Testing (ICAT, Manesar) (c) Indian Institute of Petroleum (IIP, Dehradun) (d) Vehicle Research Development Establishment (VRDE, Ahmednagar) (e) Indian Oil Corporation, Reasearch and Development Centre, Faridabad (Haryana) Note: Type approval certificate shall be produced before installation of the RECD for equivalent KVA family.
RECD shall be have no effect on exhaust back pressure. The back pressure shall be maintained within prescribed limit by manufacture of RECD. There should not be any back flow from RECD to engine exhaust system. Contractor shall furnish (as obtained from RECD Manufacturers) written instructions and requirements about use and maintenance of RECD system, its correct operation and maintenance, and its emission performance. General Technical Requirements (GTR) / Commissioning :- a) Emission Control retrofit device shall be complete with safety precautions to ensure no damage should be done to the DG set operations under any circumstances. The Emission Control retrofit device should be closely coupled with the DG exhaust to ensure 100% of the exhaust passes through the Emission Control retrofit device. b) Anti-Vibration mountings shall be provided for complete Emission Control retrofit device in case of flexible coupling with the diesel generator exhaust. c ) Emission Control retrofit device should have protection against under voltage, over voltage, under frequency, over frequency, low battery voltage, over current, earth-fault, short circuit, phase sequence change etc. d) The Emission Control retrofit device shall be with corrosion resistive and HR paint. e) Unloading and placement of the Emission Control retrofit device at the time of delivery is in the scope of Contractor. The consignee shall ensure that the site is located along a motorable way. f) The contractor shall provide the trial run (Testing) of Emission Control retrofit device. The contractor shall conduct trial run of the Emission Control retrofit device with the available electrical load at site. The trial run shall be for TWO hours. The electrical loading shall not be more than the rated capacity of the DG set. g) Exhaust piping, Supporting structures, any other civil work and distribution board shall be provided by the contractor (h) The contractor is required to up;oad an authorization certificate from an approved OEM of the Retrofit Emission control device to participate in this tender. This applies to those who meet the type approval certificate requirments based on the engine's KVA rating. (i) Note :- It is mandatory to upload the type approval certificate for suitable KVA ratings (Engine Family) with registration number & date (from one of the CPCB recognized approved lab in Cover-1 bid with application of tender documents. If contractor failed to upload the same in Cover-1, bid shall be rejected in Cover-1 and financial bid not to be opened.
Scope of Installation :- a) Installation of Emission Control Retrofit Device when offered by the vendor is inclusive in the scope of supply and shall be done by the contractor. b) Construction of suitable earthing station (if applicable) and necessary connections shall be done by the contractor. c) Construction of supporting structure of size as recommended by manufacturer shall be done by the contractor and no extra shall be paid on this account. (d) Warranty/Service :- 12 months (e) Number of preventive maintenance visits offered in a year during warranty period :- 2 visits DELIVERABLES, TIME SCHEDULE: Submission of approach of work/ methodology, Drawings and the details of team as per the scope of work :- 30 days Delivery of Device :- 60 days Installation, Testing, Commissioning at site of retrofit emission control device on existing DG sets :- 180 days
