Note for all LED Luminaires

(a) The LED lights / luminaires supplied should comply with the provisions laid down in IS-16101, IS-16102 Part-I & Part-II, IS-15885 Part-II, Sec 13, IS-16104, IS-16105, IS-16106, IS-16108-2012 and LM 70. (b) All LED light products must have replacement warranty of 50000 hours from the date of completion of the contract. (c) The product shall be replaced free of cost in the following cases:- (i) Manufacturing defects. (ii) Failure due to mechanical and electrical defect. (iii) Drop in lumen (or lux at 1m) below 90% of claimed values (or lux at 1m) of the LED / luminaires. (d) The firm must have All India foot print, its own R & D and should be a leading manufacturer of LED lights or luminaires. (e) The contractor shall submit the following certificates from the manufacturer for LED light fittings (both light and driver). (i) Surge protection certificate. (ii) Type test certificate LM-79, LM-80 for all luminaires alongwith detailed technical catalogue duly signed and sealed by the manufacturer. (f) Owing to continuous innovation and improvements in LED light fittings by manufacturers, the contractor shall provide latest version of the LED fittings with high lumens output and system efficacy which are available in the market during the execution of works. (g) For any change in product or change in catalogue number etc due to technological upgradation, letter has to be obtained from the lighting company on their letter head signed by an official of National level only. (h) All the LED fittings shall be identified by printing or fixing stickers duly mentioning the CA number and date of completion. (j) Sample approval must be obtained for any type of LED light fittings before incorporating in the works.

Supply, install, testing & Commissioning of LV outdoor type aluminium busduct 3000 Amps, TPN, 1000 volt, 3 phase, minimum fault rating of 65 KA for 1 Sec, made out of 3mm thick CRCA sheet , Three Phase Neutral (50% neutral) and 25 % capacity integral earth bus of aluminium bus bar with class - F insulation, 150° Centigrade vendor certified polyester mylar film, joints with silver plated aluminium, dual housing (ANSI 49 grey epoxy painted sheet steel or aluminium) fixing clips, mounting brackets wherever applicable and all necessary accessories like flanged ends, feeder bus, hangers/supports for feeder bus, aluminium flexible link, bend coupling, tee, elbow, spring hanger, cover for plug in bus including under mentioned items etc., required to support the rising busbar complete etc., as required and as approved by Engineer-in-charge. Returning and filling of trenches in two parts (i) using riddled soil obtained from excavated soil upto depth of 30cm (8cm below cable and remaining above cable) for cushioning of cable and (ii) refilling the trench of remaining depth with normal excavated soil all as specified and directed. Note: - Excavated soil shall be riddled by using sieve to separate composite particles etc as per IS 1255-1983 and refilling in trenches as in cable cushioning.

SCHEDULE `A' PART - IX SOLAR POWER PLANT is not prepriced by MES and prepriced rates indicates 0.0 under column 5 signifies this fact only. Bidder shall insert their rates in Green filed under Col-6.

Design, Supply and installation of set of Solar Module 330 Wp or above, generating power of minimum 1.5 MW (AC supply at the inverter output), mono perc crystalline Type, 72 Cell duly connected using solar DC cables 1.1 KV, 4 Sqmm alongwith miscellaneous components like termination kits, lugs, sign boards, conduits etc.(cost of these items shall be deemed to be included in the cost of the modules) comprising of following technical specification and as specified in PS complete and as directed.

Warranty:- (i) Material Warranty: The contractor should warrant the Solar Module(s) to be free from the defects and / or failures specified below for a period not less than 10 (ten) years from the date of completion of work. The contractor shall obtain similar warranty from the original manufacturer and will submit the same to the GE (AF) Thanjavur. However contractor will be responsible for the enforcement of warranty which shall include (a) Defects and / or failures due to manufacturing (b) Defects and / or failures due to quality of materials (c) Non conformity to specifications due to faulty manufacturing and / or inspection processes. The mounting structures of solar PV modules, electrical works and overall workmanship of the grid solar power plant up to inverter must be warranted for a period of minimum 05 (Five) years as detailed in Particular Specifications. If the solar Module(s) fails to conform to this warranty, the contractor/ manufacturer will repair or replace the solar module(s), at the sole discretion of GE (AF) THANJAVUR. An amount as detailed in Particular Specifications here-in-after shall be held against as security deposit.

(ii) Performance Warranty: PV modules must be warranted by the contractor for output peak wattage, which should not be less than 90% at the end of 10 years and 80% at the end of 25 years. The contractor shall obtain similar warranty from the original manufacturer and will submit the same to the department. However contractor will be responsible for the enforcement of warranty. If Module(s) fail(s) to exhibit such power output in prescribed time span, the contractor / manufacturer will be bound to either deliver additional PV Module(s) to replace the missing power output with no change in area of site used or replace the PV Module(s) without claim of no extra cost at the sole discretion of GE (AF) THANJAVUR. An amount as detailed in Particular Specifications here-in-after shall be held against as security deposit.

TESTING: The entire system should work 75% of performance ratio otherwise the solar panels alongwith connected accessories to be replaced by the contractor at his own cost.

Notes:- (1) No negative tolerance in the minimum certified module capacity is acceptable. (2) Modules only with the same rating and manufacturer shall be connected. (3) Module mounting structure and testing and commissioning of various elements of solar plant shall be measured and paid separately under relevant items of Schedule. (4) Solar module shall be inspected and tested at a factory in India in the presence of an officer detailed by the Accepting Officer before despatch to the execution site.

Design, Supply and installation of Solar Grid Connected inverter of capacity 1500 KW or nearest available capacity on higher side, 3 phase, 440 Volt, AC operated, 50 Hz, indoor type including supply and fixing of suitable String combiner box with following features complete all as specified and as directed:-

(a) For initializing the inverters from the sleep mode, it is important that there is sufficient sunlight and that the utility grid is available. Sufficient sunlight in the morning is needed to provide adequate power to the inverter so that it could start up from the over night sleep mode. Availability of the Grid is required to the inverter as it has been programmed to a logic and a pre-set window of Grid voltage and frequency. If the available Grid has all these qualities for which the inverter is designed, it would initialize the main out put contactor and couple with the Grid and start evacuating the power to the Grid it is coupled with. In case the Grid fails due to any reason, the inverter should come to idle mode till the Grid comes back again. Even during the power evacuation, if the sun light falls below the desired limit, due to clouds etc., the inverter also stops working, although the Grid is available, till it starts getting the desired solar power required to power the inverter it self.

(b) If the power evacuation goes on till the evening the inverter should keep on getting the desired solar power which is in excess of the power needed to operate the inverter itself. As soon as it attains the power which is just sufficient to run the inverter, the power evacuation stops and only the inverter keeps running till the power drops further low due to decreasing sunlight in the evening, resulting in the inverter going to sleep mode to initialize again automatically the next morning. (c) A record shall be maintained with input from inverter in the event of failure of the utility grid resulting in inverter going to sleep mode and stop generating power.

(d) The Power Grid should have the following salient features:- (i) The PCU shall be made in India. The PCU / inverters should be tested from the MNRE approved test centres / NABL / BIS / IEC accredited testing-calibration laboratories. (ii) The charge controller (if any) / MPPT units environmental testing should qualify IEC 60068-2 (1, 2, 14, 30) / Equivalent BIS standard. The junction boxes / enclosures should be IP 65 (for out door) / IP 54 (indoor) and as per IEC 529 specifications. (iii) Built-in meter and data logger to monitor plant performance through external computer shall be provided. (iv) The power conditioning units / inverters should comply with applicable IEC / equivalent BIS standard for efficiency measurements and environmental tests as per standard codes IEC 61683 / IS 61683 and IEC 60068-2 (1,2,14,30) / Equivalent BIS Standard

(l) Cost of initial oil filling with transformer oil having die electric strength not less than 70 KV at 2.5mm gap deemed to be included in the item rate.

Supply, testing & commissioning of out door type HT VCB Panel as per Manufacturer's design complete and comprising of the following:-

(A)630 Amp vaccum circuit breaker of (400 MVA, 21 KA ruputring capacity, at 11 KV rated, totally enclosed, air insulated metal clad housing, floor mounting, vertical/horizontal isolation, vermin proof, fully interlocked horizontal drawout type having double isolation features and control device complete with the following:- (i) Manually and motor operated, spring charged (release closing mechanism) trip free type, triple pole truck mounted draw out, vaccum circuit breaker, incorporating mechanical as well as electrical ON/OFF indication. Spring charge/discharge mechanical indication "OFF" push buttons for emergency trip (shrouded) test/service position limit switches with 6 No/6 NC breaker auxilliary contacts in service position, 30/24 volts DC shunt trip coil and strip heaters with thermostat switch. SCHEDULE `A' PART - X MANNING AND OPERATION is not prepriced by MES and prepriced rates indicates 0.0 under column 5 signifies this fact only. Bidder shall insert their rates in Green field under Col-6.

Operation and comprehensive maintenance of Ground SPV Plant of capacity 1.5 MW as completed in Phase -I on turnkey basis by deplyoing one ITI Qualified supervisor cum tradesman and providing all services inclusive of washing & cleaning of solar Panels / other eqpts and other maintenance schedules as per OEM of daily, monthly, half-yearly and yearly basis including Sunday and holidays. Further scope and details are as under:- (a) Supervisor cum tradesman - one No (Govt approved ITI in Electrician with 4 years experience). (b) 3 Shift of 8 hours as per timings given by Engr-in-charge. (c) The operation and maintenance of Solar Power plant shall be carried out for a period of 12 (twelve) months starting the next day after the date of completion of Phase-I. (d) Repair/replacement of solar modules, mechanical structure of solar module, electrical work and overall workmanship of grid solar power plant upto inverter is already covered under material and performance warranty of Phase-I. (e) The thermal imaging of PV Panels should be taken Once a year for checking its health including hot spots. (f) The shut down duration of Inverter should be monitored and recorded and analyzed. (g) Maintaining the visit and event logbook. A note of any event that has occurred due to which the Solar system has underperformed or had stopped shall be made in the log book. The corrective action taken and equipment or parts replaced as authorised by MES shall also be noted in the event book.

Cleaning/washing to solar panels and other eqpts. All cleaning/ washing works shall be carried out by unskilled labour deployed under Item 79 of this schedule. However monitoring and supervision of unskilled labour under item 79 shall be carried by supervisor deployed against this item. Inspection, Maintenance, cleaning, washing and other connected works are as under:-

(ii) Inverter Inverter is the heart of the Solar power system. This component shall be maintained by minimizing dust accumulation. A dry cloth will be used to wipe away any accumulated dirt/dust once in a month. A visual inspection should be done during every visit to ensure that all the indicators such as in LED lights are working and that the wires leading to and from this device are not loose and tightening of all loose cable terminals must be done once in a month.

(iii) Wiring and connections Wiring installations shall be checked for any cracks, breaks or deterioration in the insulation/conduits. Inspect panel boxes to ensure that they have not become a home for rodents and insects. Also inspect connections for any corrosion and/or burning. Switches should not spark when turned on or off. The following sections of conduit and wiring should be checked for any signs of damge:- Solar panels to the array junction box - Array Junction Box to the Inverter - Inverter to the Adopter box - If damge is found, the same shall be repaired/replaceed. All ground wires shall be checked to ensure they are not broken.

(iv) SCADA SYSTEM (aa) Monitoring system parameters like Amps, Voltages, Frequency etc of input and output components relevant to the Solar system through the PC and Data logger and also monitoring the weather system complete from the Solar module till the bidirectional meter. If any problem arises in the parameters, the same shall be rectified. (bb) Maintaining the monthly generation of the Solar PV system and Reporting to the MES personnel (cc) Inspection of the structural members used for mounting solar modules for wear and tear once in a month. (dd) Touch up if required with Zinc oxide paint to prevent Corrosion. (ee) Frequent tightening of structural member during every visit.

Maintenance and cleaning of Solar Panel, Invertor and all other eqpts of Solar Power Stn as mentioned above by deploying One unskilled labour who shall be supervised by superviser cum tradesman covered under Item No 76 above.

Note : (a) All maintenance, cleaning / washing and other works mentioned in Sl. Item 76 shall be carried out by unskilled labour and shall be measured and paid under this item. (b) Shift of 8 hours during day period as per timings given by Engr-in-charge. (c) Two unskilled labours have been assumed per day. However Engr-in-charge can increase/ decrease the persons as per ground requiremnt due to weather condition or any other reasons. However total qty of the item will not increase more than 10 % of qty mentioned in tender. (d) Approximately 300 solar panels will be cleaned by two unskilled labour per shift of 8 hours.

(d) Repair/replacement of solar modules, mechanical structure of solar module, electrical work and overall workmanship of grid solar power plant upto inverter after one year of defect liability period shall be carried out by GE. However all other warranty which are covered beyond one year are covered under this CA only and shall be carried out by contractor. (e) The thermal imaging of PV Panels should be taken Once a year for checking its health including hot spots. (f) The shut down duration of Inverter should be monitored and recorded and analyzed. (g) Maintaining the visit and event logbook. A note of any event that has occurred due to which the Solar system has underperformed or had stopped shall be made in the log book. The following sections of conduit and wiring should be checked for any signs of damage:- Solar panels to the array junction box - Array Junction Box to the Inverter - Inverter to the Adopter box - If any damage is found, the same shall be repaired/replaced. All ground wires shall be checked to ensure they are not broken.

(iv) SCADA SYSTEM (aa) Monitoring system parameters like Amps, Voltages, Frequency etc of input and output components relevant to the Solar system through the PC and Data logger and also monitoring the weather system complete from the Solar module till the bidirectional meter. If any problem arises in the parameters, the same shall be rectified. (bb) Maintaining the monthly generation of the Solar PV system and Reporting to the MES personnel (cc) Inspection of the structural members used for mounting solar modules for wear and tear once in a month. (dd) Touch up if required with Zinc oxide paint to prevent Corrosion. (ee) Frequent tightening of structural member during every visit.

Maintenance and cleaning of Solar Panel, Invertor and all other eqpts of Solar Power Station as mentioned above by deploying One unskilled labour who shall be supervised by supervisor cum tradesman covered under Item No 78 above.

Note : (a) All maintenance, cleaning / washing and other works mentioned in Sl. Item 78 shall be carried out by unskilled labour and shall be measured and paid under this item. (b) Shift of 8 hours during day period as per timings given by Engr-in-charge. (c) Two unskilled labours have been assumed per day. However Engr-in-charge can increase/ decrease the persons as per ground requirement due to weather condition or any other reasons. However total qty of the item will not increase more than 10 % of qty mentioned in tender. (d) Approximately 300 solar panels will be cleaned by two unskilled labour per shift of 8 hours.

The rate quoted for items 76 to 79 shall not be less than minimum fair wages as notified by Government of India/concerned State Government/Local Body, whichever is higher and also should include applicable rates for contribution of employer towards EPF, contribution to ESIC, contribution of Bonus and LWC. Payment will be made to the contractor only after submission of valid and authentic document in support of proof of payment.
