Work Description

Supply, installation, testing, commissioning, replacement and retrofitting of 16 Nos. 25HP, 415 V, 3 phase, 50Hz fully automatic soft starter units for Governor oil pump motors with over current, short circuit, phase loss, phase reversal, locked rotor protection along with associated contactors and components without altering the existing wiring scheme, with all the existing interlocks, protections and commissioning of the system at work site. The 25HP drive used in Soft Starters shall be of Make ABB/ Siemens / Schneider with 25HP drive of Model PSTX45-600-70 or equivalent and the supplied model should have interchangeability of parts and easy inventory management so as to suit the existing Governor oil pump starter panels. Since, the existing old star delta panels installed at SGS are equipped with contactors, fuses, isolator switching units and the same need to be replaced and retrofitted to soft starter panel. Replacement & retrofitting of 16 nos. new soft starters for 25 HP Governor oil pump motors of Make ABB/ Siemens / Schneider with 25 HP drive of Model PSTX45-600-70 or equivalent are as per Detailed Technical Specifications and Scope of Work/Supplies are as per Section-III of tender documents attached.

Eligibility Criteria

Conditional tenders will not be accepted

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Section I, II, III, Form of Bid, Self declaration and instruction to bidders are part of the Tender document

After evaluation of Technical bid and whose offer meet the PQR and technical specification of the tender, bid in complete manner will be accepted and only such bidders Financial bid will be opened

Prices should be entered in Tender schedule (Financial Bid) in the website itself and Prices will be evaluated based on the rates quoted in Financial bid of the website only.

Bidders are advised to visit the work site at Sharavathy Generating Station Jogfalls before bidding to obtain the hands on information about the quantum of work involved from the concerned division head, thorough view of location of work place, arrangements required to execute the work and safety arrangements for execution of work. Further, post tender correspondences regarding technical specification and scope of work involved will not be entertained and it is the responsibility of the bidders to get any queries cleared before bidding for subject work

The quantity of materials and work mentioned or indicated in tender may vary depending on the requirement at the time of placing of the work order

Right to accept or reject any or all the tenders without assigning any reason is reserved by the Executive Engineer(Turbine)Jog.

The KPCL estimated rates (Amount put into tender) are exclusive of GST

The bidder shall quote in Indian Rupees only. The bidder shall quote his rates excluding/exclusive of all the applicable taxes as per the latest GOK/GOI orders

KPCL reserves the right to verify the authenticity of any or all the certificates furnished by any or all the tenders from the authorities who have issued the same. If it is found that any of the agency or agencies have furnished false certificates or information, the tenders submitted by them are liable for rejection

Technical Criteria

Past Experience

The bidder shall be a regular manufacturer/supplier/contractor and shall have proven experiences in the field of supply, installation, testing & commissioning of soft starters for motor pumps of capacity 25HP and above to power utilities/ reputed organization in last five preceding financial years. In proof of the above, copy of work order and corresponding work completion certificate for at least one single order for similar type of works with the contract value not less than Rs.6.30 lakhs should be furnished.

Financial Status

The bidder in the last five financial years should have achieved in at least two financial years an average financial turnover of Rs.12.60 Lakhs. In proof of above, Annual Report / turnover certificates / profit & loss statement duly certified by chartered accountant shall be furnished.
