SUPPLY OF ONE COACH SET OF CHAIR CAR SEATS FOR MC & TC, DTC & EXECUTIVE CHAIR CAR OF TRAIN SET.

Special Eligibility Criteria

   Eligibility Criteria of Seats of Vande Bharat:- Regular/Bulk order (1) For Regular orders: 1) The manufacturers or the joint ventures with the manufacturers of seats for high speed trainsets (200 kmph or more) and who have supplied seats for more than 100 coaches. Document requirement: i) The tenderer shall submit proof for supply of seats for more than 100 coaches for high speed train-sets of 200 KMPH or more from the end user. In case of joint ventures with the manufacturers, proof of the Joint Venture and proof for supply of seats for more than 100 coaches for high speed train-sets of 200 KMPH or more from the end user shall be submitted. ii) If the documentary evidence contains the quantity of seats supplied, the no. of coaches for which seats supplied shall be derived considering 60 seating capacity /coach. iii) Document in support of the train speed for which seats are supplied shall be submitted with the offer duly authenticated by the tenderer. iv) Documents in foreign language must be accompanied with its authenticated translation in English. v) All the documentary evidences shall be submitted along with the offer failing which offer will be summarily rejected without any further reference. (OR) 2) Firms who have manufactured and supplied at least 20 coach sets of bucket type seats to Indian Railways for Air Conditioned Chair Cars type coaches and firm should also have transfer of technology/ joint venture agreement with any globally placed seat manufacturer of more than 200 kmph speed trainsets having supply credential of seats for more than 100 coaches or with global leaders in road vehicle seats industries supplying seats to OEMs of the Passenger road vehicles. Document requirement: i) The tenderer shall submit proof for supply of 20 coach sets of bucket type seats to Indian Railways for Air Conditioned Chair Cars type coaches, proof for having ToT or JV with the globally placed seat manufacturer, proof for supply of seats for more than 100 coaches for high speed train-sets of 200 KMPH or more from end user.    v) All the documentary evidences should be submitted along with the offer failing which offer will be summarily rejected without any further reference. (OR) 3) Seat manufacturers who have supplied complete set of seats for at least 100000 Cars/SUVs to OEMs of Car/SUVs or complete set of seats for 200 buses to the OEMs of buses for use in luxury long distance travel and firm should also have ToT/JV agreement with any globally placed seat manufacturer of more than 200 kmph speed trainsets having supply credential of more than 100 coaches or with global leaders in road vehicle seats industries supplying seats to OEMs of the passenger road vehicles. Document requirement: i) The tenderer shall submit proof for supply of complete set of seats for at least 100000 Cars/SUVs or complete set of seats for 200 buses to OEMs, proof for having ToT or JV with the globally placed seat manufacturer, proof for supply of seats for more than 100 coaches for high speed train-sets of 200 KMPH or more from end user. In case the credentials of the associate/subsidy/group company of the globally placed seat manufacturer is used for the requirement of the eligibility criteria, a tender specific authorization by the associate/subsidy/group company for using their credential and also proof of their relationship with the globally placed seat manufacturer is to be submitted. ii) In case of trainsets, if the documentary evidence contains the

   quantity of seats supplied, the no. of coaches for which seats supplied shall be derived considering 60 single seats/coach. iii) Document in support of the train speed for which seats are supplied shall be submitted with the offer duly authenticated by the tenderer. iv) In case of road vehicles, if the documentary evidence contains the quantity end user shall be submitted indicating the use of seats for luxury long distance bus travels. In case of ambiguity in arriving at the number of complete set of seats, the no. of cars for which seats supplied shall be derived considering 4 seats/car,6 seats / SUV and the no. of buses for which seats supplied shall be of seats supplied, it should be clearly indicated whether the seats are for cars or buses. Further in case of credentials for supply to buses a certificate from derived considering 60 seats/bus. v) Documents in foreign language must be accompanied with its authenticated translation in English.. vi) All the documentary evidences should be submitted along with the offer failing which offer will be summarily rejected without any further reference. Necessary document proof in support of claim of having supplied above item such as PO copies along with receipt notes / inspection certificates/delivery challan, certificate from the coach manufacturer/end user of seats for high speed trainsets, certificate from the OEM of Car/SUVs/luxury long distance buses etc. shall be submitted along with the offer failing which offer will be summarily rejected without any further reference. 2.Prototype approval is required before bulk Supply. Developmental Order: Firms who had supplied more than 10 coach sets of seats to Indian Railways LHB Air Conditioned Chair Cars type of coaches including LHB special chair car type coaches and export air conditioned coaches. (OR) Seat manufacturers who have supplied complete set of seats for at least 50000 cars/SUVs to OEMs of Car/SUVs or complete set of seats for 100 buses to the OEMs of buses for use in luxury long distance travel.

5. I . If the documentary evidence contains the quantity of seats supplied, it should be clearly indicated whether the seats are for cars or buses. In case of ambiguity in arriving at the number of complete set of seats, the no. of cars for which seats supplied shall be derived considering 4 seats/car ,6 seats / SUV and the no. of buses for which seats supplied shall be derived considering 60 seats/bus. Further in case of credentials for supply to buses a certificate from end user shall be submitted indicating the use of seats for luxury long distance bus travels. I I . Necessary document proof in support of claim of having supplied above item such as PO copies along with receipt notes / inspection certificates/delivery challan, certificate from the OEM of Car/SUVs/luxury long distance buses etc. shall be submitted along with the offer failing which offer will be summarily rejected without any further reference.    Note: Bidders are advised to go through the list of major defects observed in Seats of Vande Bharat coaches presently in service enclosed with tender as per letter No.MD47131 dated 26.12.2024 and ensure to take preventive actions to address the defects in advance, before making supplies.
