| 1 | Supplying, erecting, installing, testing and commissioning of Grid connected Rooftop Solar PV (generation) plant of total capacity 440 KW at Lalgarh Jattan Mil station (i.e. Building wise plant capacity: 60 KW + 46 KW + 40 KW + 38 KW + 26.5 KW + 25 KW + 20 KW + 15 KW + 9.5 KW = 440 KW) , each comprising of SPV array, Module Mounting Structure, Power Conditioning Unit (PCU), Inverter consisting of Maximum Power Point Tracker (MPPT), and Controls & Protections, interconnect cables, Junction boxes, Distribution boxes, meters and switches etc. , all as per latest guidelines of MNRE and BIS/IEC latest amendments and should generate average minimum output of 1760 units (KWHr)/ day
Note- Design of solar plant shall be got vetted from any one of the approved MNRE consultants. The solar PV cells and modules must be DCR compliant and the manufacturer must be listed under the Approved List of Models and Manufacturers (ALMM) as issued by MNRE (Latest ALMM List I for Solar PV Modules issued vide MNRE OM No 283/41/2024-Grid Solar dated 16 Sep 2026 and List II for Solar PV Cells issued vide MNRE OM No 283/51/2025-Grid Solar dated 22 July 2026).
(I) PV MODULES: Solar PV modules shall consist of required number of Crystalline PV modules conforming to the latest edition of IEC/ equivalent BIS Standards for PV module design qualification and type approval. Peak power rating of the module shall not be less than 500 Wp. The module efficiency shall be more than 20% at standard test condition and the cell should have minimum fill factor of 0.8 with anti-reflective coating. It shall be made of high transmissivity glass & front surface shall give high encapsulation gain. Crystalline Silicon Solar Cell Modules shall be confirming to IEC: 61215/ IS: 14286. In addition, the modules must conform to
(a) IEC 61701 Salt mist corrosion testing,
(b) IEC 62804- Certification for PID resistance,
(c) IEC 61730 Part 1-requirements for construction & Part 2-requirements for ascertaining Photovoltaic (PV) Module Safety Qualification.
(d) PV modules must be tested from IEC/NABL accredited laboratory as per relevant IEC standard. | 1 | Each Job | - | - |

(e) The rated output power of any supplied module shall have tolerance of Plus/Minus 3% and shall have provision for surge protection.
(II) Each PV module must use a RF identification tag (RFID), which must contain the following information:
(a) Name of the manufacturer of PV Module
(b) Name of the Manufacturer of Solar cells
(c) Month and year of the manufacture (separately for solar cells and module)
(d) Country of origin (separately for solar cells and module)
(e) I-V curve for the module(vi) Peak Wattage, Im, Vm and FF for the module
(f) Unique Serial No and Model No of the module
(g) Date and year of obtaining IEC PV module qualification certificate
(h) Name of the test lab issuing IEC certificate
(i) Other relevant information on traceability of module as per ISO 9000 series.
Note: RFID shall be mandatorily placed inside the module laminate.
(III) Material warranty and Performance warranty: The predicted electrical degradation of PV modules shall not exceed 20% of the minimum rated power over the period of 25 years and not more than 10% of the full rated original output after 10 years period. Also the modules shall carry a warranty of 5 years against any defects and/or failures due to manufacturing or quality of materials.

(IV) The module frame or mounting array structure will be made of hot dip galvanised (Mild Steel) or Aluminium having angle of inclination to achieve the specified performance ratio, designed to withstand harsh climate conditions and wind speed not less than 150 Km / Hr or as per local conditions whichever is higher. The mounting structure shall be as per IS 2062 - 1992, galvanised material shall confirm to latest IS 4759. The fasteners used shall be made up of stainless steel and the minimum clearance of the structure from the roof level should be 300 mm, for RCC type roof.
(V) The module shall be provided with a junction box with either provision of external screw terminal connection or sealed type and with arrangement for provision of by-pass diode. The box shall have hinged, weather proof lid with captive screws and cable gland entry points or may be of sealed type and IP65 rated and IEC 62208.
(VI) BALANCE OF SYSTEM (BOS) ITEMS/ COMPONENTS: The BOS items/components of the SPV power plants/systems to be installed must conform to the latest edition of IEC or equivalent BIS Standards and Latest MNRE specifications as brought out here-in-after
(VII) INVERTER/ PCU: Supply, Installation, Testing & commissioning Power Conditioning Unit (PCU) consisting of hybrid solar inverter electronic type, MPPT (Maximum Power Point Tracker) along with associated control and protective devices of suitable capacity for each Plant and having following specifications with remote monitoring system:
(a) Ambient temp : 4°C to 60°C
(b) Relative humidity : 0-95% non-condensing
(c) Environmental condition: outdoor, Hot / wet location
(d) Protection degree : IP-65
(e) Pollution degree : IV
(f) Safety class: class I metal enclosure
(g) Nominal output: 415 V,
(h) Output Frequency: 50 Hz
(i) Total Harmonic distortion shall be less than 3%

(k) Inverter Efficiency less than 93% (In case of 10 KW or above) and less than 90% (In case of less than 10 KW)
(l) External communication: Built-in meter and data logger to monitor plant performance through external computer
(m) Grid frequency Tolerance range +3 or more
(n) No load losses less than 1%
(o) Protection against DG set run & grid isolation
(p) Protection features- Inverter should have following protections:
(i) Islanding Protection
(ii) Over voltage protection
(iii) Over current protection
(iv) Over temperature protection
(v) Reverse polarity Protection
(vi) Surge protection
(vii) Short Circuit
(viii) Frequency
Note:-
(a) Inverter/PCU shall be capable of synchronisation with grid supply and DG Set supply shall be capable of complete automatic operation including wake-up, synchronization & shutdown. The PCU/ Inverter shall be 3 Phase for plants of capacity 10 KW or more, and single Phase in case of capacity less than 10 KW.
(b) The inverter shall be conforming to IEC 62109-1 Part 1 (Part 1: General requirements and Safety of power converters for use in photovoltaic power systems) and Part 2 (Part 2: Particular requirements for inverters. Safety compliance), IEC 60068-2 / IEC 62093 (Environmental Testing of PV System – Power Conditioners and Inverters) and other relevant IEC standards. | - | - | - | - |

(c) The combined wattage of all inverters should not be less than rated capacity of power plant under STC.
(d) Maximum power point tracker shall be integrated in the PCU/inverter to maximize energy drawn from the array.
(VIII) Data Acquisition system shall be shall be provided with each plant measure
(a) Solar Irradiance an integrating sensor (Pyranometer) mounted in the plane of the array.
(b) Wind Speed: An integrated wind speed measurement unit be provided
(c) Temperature Sensor: Integrated temp sensors for measuring the module surface temp., inverter inside enclosure temperature and ambient temperature shall be provided.
Note- SCADA system for monitoring of following data through web based application with cloud storage of minimum 6 months:
(a) Solar irradiance
(b) Wind speed,
(c) Ambient temperature
(d) Module surface temp
(e) Generation data KWh (per inverter and cumulative)
(f) Instantaneous generation in KW (Each invertor and cumulative)
(g) Suitable HMI/Graphs depicting above data shall be readily available for a period through this application.
Note: (i) Specification for Pyranometer, Surge arresting device and anemometer should be selected as per OEM recommendation.
(IX) DC DISTRIBUTION BOARD: The DC DBs shall has MCBs/MCCBs for controlling DC Power output to the Inverter/ PCU with necessary Surge Protection Devices (SPDs). The Panel shall have IP 65 Degree of Protection and shall have Copper Busbars of suitable capacity. | - | - | - | - |

(X) AC DISTRIBUTION BOARD: The AC DBs shall has MCBs/MCCBs for controlling AC Power output from the Inverter/ PCU with necessary Surge Protection Devices (SPDs). The Panel shall have IP 65 Degree of Protection and shall have Copper Busbars of suitable capacity.
(XI) Cables and wires
(a) The cables and wires used for wiring shall be conforming to IEC-60227/ IS 694, IEC 60502-IS 1554
(b) For the DC cabling, XLPE insulated and sheathed, UV-stabilized single core flexible copper cables shall be used; Multi-core cables shall not be used.
(c) For the AC cabling, XLPE insulated and PVC sheathed single or, multi-core flexible Aluminium cables shall be used; Outdoor AC cables shall have a UV-stabilized outer sheath.
(d) The total voltage drop on the cable segments from the solar PV modules to the solar grid inverter shall not exceed 2.0%
(e)The total voltage drop on the cable segments from the solar grid inverter to the building distribution board shall not exceed 1%
(f)All DC and AC cables from the SPV module and Inverter shall run through a protective Rigid PVC conduit
(g) Cables and wires used for the interconnection of solar PV modules shall be provided with solar PV connectors (MC4) and couplers.
(h) All cable raceways shall be clamped to the rooftop, walls and ceilings with clamps at intervals not exceeding 50 cm
(XII) Lightning protection- Each plant shall be provided with lightening arrestors conforming IEC 62305 standard for lightening and overvoltage protection due to lightening etc. along with necessary earthing. | - | - | - | - |

(XIII) EARTHING PROTECTION- Proper Earthing protection shall be provided for earthing each PV Array structure as IS 3043. Besides separate earthing shall be provided for Lightening Arrestors. Besides PCU, AC DBs and DC DBs shall also be properly earthed. Earth resistance of each earthing shall not be more 5 Ohms
(XIV) METERING ARRANGEMENTS: A suitable Bi-directional electronic meters conforming to IS 16444 or as specified by the DISCOM shall be provided for net metering at each plant and recording parameters like KW, KWh, KVAR, voltage, current, PF etc. to determine efficiency and efficacy of the system. Besides a meter to record generation details of the solar plant shall also be provided with each plant. | - | - | - | - |
| 2 | Operation including making good of all kind of defects by repair/replacement of required spare parts as the case may be, for the following solar plants: -
(a) 440 KWp at Lalgarh Jattan Mil Stn should generate minimum output of 1760 units (KWHr)/ day all as specified and directed for period of the first year of defects liability period.
Note: - Spare parts including maintenance shall be included in the scope of this item during the first year of defect liability period and shall be done without any extra cost to the department.
Scope of work: - (a) Operation shall include washing / cleaning of Solar PV Modules fortnightly. (b) Checking Electrical Parameter of the installed power plant. (c) The scope of this item shall also include to train the MES personnel for operation and maintenance of Solar plant. (d) Minimum Performance ratio shall not be less than 80 % on quarterly basis according to the data obtained from SCADA (e) The contractor shall submit SPV generation data along with the radiation data in Excel sheet format on quarterly basis. (f) The module cleaning must be done on fortnightly basis as per direction of the Engineer-in-Charge. | 1 | Each Job | - | - |
| 3 | Operation including making good of all kind of defects by repair/replacement of required spare parts as the case may be, for the following solar plants:-
(a) 440 KWp at Bathinda Mil Stn should generate minimum output of 1747 units (KWHr)/ day all as specified and directed for period of the second year of defect liability period.
Note: - Spare parts including maintenance shall be included in the scope of this item during the second year of defect liability period and shall be done without any extra cost to the department.
Scope of work: - (a) Operation shall include washing / cleaning of Solar PV Modules fortnightly. (b) Checking Electrical Parameter of the installed power plant. (c) The scope of this item shall also include to train the MES personnel for operation and maintenance of Solar plant. (d) Minimum Performance ratio shall not be less than 80 % on quarterly basis according to the data obtained from SCADA (e) The contractor shall submit SPV generation data along with the radiation data in Excel sheet format on quarterly basis. | 4 | Operation and Comprehensive Maintenance including making good of all kind of defects by repair/replacement of required spare parts as the case may be, for the following solar plants: - (a) 440 KWp at Lalgarh Jattan Mil Stn should generate minimum output of 1734 units (KWHr)/ day all as specified and directed for period of the third year after date of completion.
Scope of work: (a) Operation and maintenance shall include washing / cleaning of Solar PV Modules fortnightly, replacement of spare parts, maintenance of plant including electrical equipment. (b) Checking Electrical Parameter of the installed power plant. (c) Minimum Performance ratio shall not be less than 80 % on quarterly basis according to the data obtained from SCADA (d) The contractor shall submit SPV generation data along with the radiation data in Excel sheet format on quarterly basis. (e) The module cleaning must be done on fortnightly basis as per direction of the Engineer-in-Charge. | 1 | Each Job | - | - |
