PART I: Design, Engineering & Commissioning the 1MW (Output) solar plant including providing fabrication and working drawings required for clear and smooth installation and working of solar plant shall be prepared by the Contractor and got approved by the Garrison engineer before erection. The design, construction, manufacture and performance of equipment shall confirm to latest applicable standards and comply with all currently applicable statutes, regulations and safety codes in the locality where the equipment will be installed. NOTE: (a) Contractor should submit the SPV Plant design duly vetted by any one of the following approved agencies: (i) National Institute of Solar Energy (ii) Solar Energy Corporation of India (iii) The Indian Renewable Energy Development Agency. (b) The design of mounting structure and foundation is to be vetted by Govt. Engineering College. (c)The required soil investigation( duly vetted by govt. engg college) and necessary survey shall be the responsibility of contractor and nothing extra shall be permissible to to the contractor.
Supply , installation, testing and commissioning of Mono Crystalline silicon solar power module, antiglare type with minimum 550 Wp with minimum efficiency of 21.3%, 144 Cell Mono-PERC Half Cut, MNRE approved manufactured in India and should be under the indigenous/ DCR (Domestic content requirement) category as per latest MNRE guidelines with IEC 61215 & IEC 61730 Part 1&2, BIS etc. including module mounting structure and all uPVC/HDPE conduit, Earthing protection,Accessories Required for HDPE Conduit (T, Bend & Socket etc.),HDGI Cable Tray Perforated for cable & conduit support,MC4 Connectors ,Saddle, Lugs, Bullets, Screw, Ferrule, Cable Tie, Route Marker, Other Accessories specified and as directed by Engr-in-Charge. Note- Mounting structure along with foundation will be measured and paid seperately under relevant item complete all as specified and as directed.Note :- (i) Each PV module used in this work shall have RF identification tag. (ii) Solar PV Modules: Modules shall be warranted for a minimum period of 25 years. PV modules shall be warranted for their output peak watt capacity, which shall not be less than 90% at the end of 10 years and 80% at the end of 25 years. PV modules shall be warranted for any manufacturing defect or bad workmanship for a period of 25 years from the date of completion of Phase-I of the work. The contractor shall submit necessary warranty certificate for 25 years to GE. (iii) Modules should be in conformity of latest technical specification issued by MNRE from time to time and makes as approved by MNRE. (iv) During the period of warranty the contractor shall remain liable to replace any defective parts that become defective in the plant, under the conditions provided for by the contract and arising solely from faulty materials or workmanship, provided such defective parts are not repairable at site.
Supply and fixing of six channels string combing box / DCDB Box/Array junction box not less than 16 in 1 out, with CRCA sheet metal and CPRI approved, outdoor cubicle type, free floor mounted front and back openable, made out of 3.15mm thick CRCA MS sheet vermin proof, dust proof, supported on and including ISMC 75 X 40 mm powder coated steel frame and totally powder coated with epoxy siemen grey colour from inside and outside with locking arrangement and fixing arrangement i.e nuts, bolts, washers, clamps etc, UV resistant, glass fibre reinforced plastic, self extinguishing, halogen free, IP-65 (IEC 60529), Voltage grade 650V with earthing stud with self locking door handle, for mounting on rail or cage clamp type suitable for conductor sizes 2.5,4,6,10,16,32,64,100,120,240 mm² with suitable no. of MC4 connector & cable inlet and outlet as per requirement. Facility for providing fuses for individual circuites, surge arresters & blocking diodes as required complete all as specified and as directed.
Supply and fixing of outdoor type inverter of 125 KW and panel made of 3.15 mm CRCA sheet, cubical floor mounted with double hinged doors with locking arrangment, bus bars with bus bar chambers, cable chambers, provisions for cable entry an exist , pre foundation etc including PCC work , suitable for Inverter to convert assembled DC power in to AC 3 phase 415/440 V, 50 Hz and mounted on base frame made of angle section 50x50x6 mm frame with front & back openable by keys complete comprising of following :- (a) Incomer (i) MCCBs of suitable capacity as per OEM recommendations and design for receiving supply from string box / DCDB box of suitable for DC Voltage. (ii) Insulated painted high conductivity copper bus bar 4 strip of suitable current carring capacity for 3 phase and for neutral and suitable termination of DC supply from string boxes to MCCB.
(b) Outgoing (i) MPPT Central inverter 125 kW ( capacity of inverter) with associated control and protection devices integrated to convert DC Power into 3 Phase AC voltage, along with grid synchronizing facility - voltages 400 Volt AC 3 Phase 50 Hz, Peak Effficiency > 98%, THD < 3% , Temp range -10°C to +55°C including all measuring meters complete - 01 Set (ii) Complete wiring of the panel carried out with appropriate size of copper conductor PVC insulated multistranded cable. (iii) Air cooling system complete with blower motor etc of suitable Nos &capacity as per mfg designs. Note- All the Equipments and accossories installed in panel should be in seperate compartment.
Supply and fixing of outdoor type Inverter Interfacing (8 IN 1 OUT) LT panel made of 3.15 mm CRCA sheet, cubical floor mounted with double hinged doors with locking arrangment,suitable size copper bus bars with bus bar chambers, cable chambers, provisions for cable entry an exist , pre foundation etc including PCC work. (i) LT ACB,2500 Amps capacity, 4 pole, 50 KA, 440 Volt 50 HZ draw out type breaking capacity 50 KA MICROPROCESSOR protection based with overlead , short circuit, earth fault and instantaneous over current protection unit complete with digital meters all as per (LSING + Current Metering) - 01 Nos. (ii) Digital Amp & Volt meter with ASS and VSS and CTs for measuring the Current,Voltage, etc complete for ACB - 01 No (iii) Indicating lamps LED type, 230 volt for RYB including all necessary arrangments-03 Nos (iv) Complete wiring of the panel carried out with appropriate size of copper conductor PVC insulated multistranded cable and all the connection between Inverter and LT ACB will be done with suitable size of single core PVC insulated with multi stranded copper cable (v) AC SPD 4P Type 1+2 - Qty 1 Set
Supply and laying cable in trenches or fixed on structure on wall, floor, ceiling etc of power cables single core double insulated solar DC cable with fine copper wire multistranded, single core 6 Sqmm 1.1 kV Grade XLPO,ozone and hydrolysis-resistant including all accessories and fixing arrangment complete all as specified and as directed. (in Solar Panels series connection) NOTE: HDPE DWC pipe of required length and size as directed by GE is deemed to be included in this item.It will be used to guide the cable underground from one row module to the other row of module in trenches.

Supply, installation, testing & commissioning Zero export device/ reverse protection relay with remote monitoring system(RMS), SCADA & MPPT level monitoring for solar power plant complete with all electronic and electrical parts and all necessary software and hardware etc to make fully functional connected to monitor with complete plant parameters as required and operate the system from remote and other accessories. The system will be controlled from the main control room where all the data from different parts of the plant will be received, analyzed and action taken either manually or on auto as per the system design.The SCADA should have remote monitoring capability comprising with the following Items :- (a) Main SCADA control wall mounting panel complete with fixing arragnment like nut bolt, washers of suitable size (b) LED Moniter with mouse, key board, CPU, key pad and single phase UPS 10 KVA with 12 Volt battery, 14400 Ah battery bank with rack and required battery backup should not be less than 4 Hrs.

Report to be submitted to MES for record.
Supply and fix weather monitoring equipments suitable for Solar Power Plant all items should have IP-65 provison, including all mounting arrangments like, pipe/ pole, clamps, MS sheet, Nuts, Bolts, Washers necessary cable of suitable size etc and output of the equipments are compatible to connecting output to remote monitoring system consists of follwing items: (a) WIND DIRECTION SENSOR with wind vane and sensing vain coupled to linear endlsess potentio meter IP 67, range 0-357degrees, operating temperature -40 to +60 degrees celsius with brass housing and stainless stell shaft and aluminium vane complete with all fixing arrangement and necessary civil work complete all as specified and as directed. (b) AIR TEMPERATURE SENSOR with RTD sensing element PT100 mounted inside a weather shield duly coated with weather proof reflective white paint , range -40 degree to +60 degree celsius with nylon body housing with weather shield and brass stem to mount the sensor, including power requirment 5 Volt DC complete with all fixing arrangment and necessary civil work complete all as specified and as directed. (c) MODULE TEMPERATURE SENSOR Model PT 1000 measuring range -40 Degree to + 80 Degree Celsius with suitable ouput as required and directed on site and mounting on RTD encapsulated in suitable housing including connecting cables as required complete all as specified and as directed.
(d) Tipping bucket rain gauge with magnet and red switch type sensing, rim diameter 203 mm and collecting are 335 MM SQ, Rain gauge shall be made up of FRP bucket and mounting made up of stainless steel SS316 and unlimited capacity, including connecting cables as required complete with all fixing arrangment and necessary civil work complete all as specified and as directed. (e) SOLAR Radition sensor ARN8101 with 72 element thermo pile sensor and spectral range 0.3 to 3 Micro Mtrs and sensitivity 20 Micro Volt/ W/M² , range 0 to 1500 W/SQM & output 0 to 25 milli Volt and operating temp -10 to 70 Degree Celsius including connecting cables as required complete with all fixing arrangment and necessary civil work complete all as specified and as directed Note :- The quoted rate includes cost for all accessories, fitting and fixtures for making fully operational & functional of weather monitoring equipments as mentioned above.
Supply installing, connecting, testing charging commissioning ABT Electric meter, Trivactor meter CPRI/FRDA tested 0.2 class secure complete with MES 0.25 class 20/5 CT Ratio suitable for the system and barden 10VA meter connecting accessories, optical fiber cable with antenna and accessories, open protocol conforming to IS-15959 as check meter and billing meter for the purpose of energy acounting providing data to SLDC and integrated with AM having static IP address as provided by SLDC, fixed on poles with sheet enclosure weather proof IP 65 made of 3mm thick CRL sheet with provision for cable entry and exit, opening covered with glass cover for easy meter reading, fixed with clamps made up of GI strips of 32mm dia, bolts nuts etc. The meter should be suitable for 33 KV power Generated by 1 MW solar power plant injected to West Bengal Electric system. Surface excavation not exceeding 30 cm deep and averaging 15 cm deep and getting out in soft/loose soil complete all as specified and directed.

PART II MAINTENANCE AND MANNING AND OPERATION
M&L for annual maintanance including manning and operation of complete solar power plant including providing manpower for 01 shift (09:00 hrs to 17:00 hrs) comprising of one Electrician (skilled) and one Electrician(mate) with all working tools and plants for trouble free operation, cleaning of panels, cutting bushes & shrubs to achieve optimum solar power including operation of remote monitoring system (MPPT level monitoring) and various safety eqpts/accessories installed for 1MW solar power plant in all working days including sunday & holidays for the newly installed 1MW solar power plant at Hasimara for period of 03 years after expiry of defects liability period as shown below and all as specified and directed by GE. NOTE: The item rate quoted by the bidded is deemed to be inclusive of maintenance/ repair/ replacement of any minor/ major parts including solar panels, inverters, transformer, DCDB boxes, SCADA etc. for 03 years after defect liability period and no additional payment will be made for repairing/ replacement of any equipment during the same period.
