Railway reserves the right to place bulk order on firms which have executed supply of tendered item/similar item to any Railway/PSU/Govt. agencies for which firm should upload proof of execution. It is to be noted that Purchase Order copies cannot be considered as proof of execution. In case authorized dealer participates in the tender, the past performance of their principal firm i.e, OEM will be considered. Whenever the authorized dealer is bidding on the basis of the OEM credentials, an undertaking by the OEM to ensure the execution of the work as per the terms and conditions of the tender must be enclosed along with offer. Here similar is defined as cable of any dimension with tendered specification.

Firm should have a valid BIS Licence and should be uploaded while participating in the bid without which the offer will summarily rejected.

Bidders should upload type test certificate of the tendered item or similar cable of any dimension of tendered specification from any NABL/CPRI accredited labs without which offer will not be considered. If type test report submitted is of different cable size, then certification from OEM stating that -they are manufacturing the demanded cable also with the same process and using same materials and there is no deviation in manufacturing process-to be furnished.

Are you coming under MSE status given as per guidelines issued by Railway Board for purchase preference vide letter No. 2010-RS [G] -363-1 Dt. 05.07.2012 or latest.

If yes, have you attached valid documents towards being MSE?

Have you submitted authenticated copy of the document authorizing the signatory to submit offer and commit on behalf of tenderers. Other conditions will be as per attached tender document.

Have you quoted delivery period correctly and precisely?

To be delivered at concerned destination. Delivery at single point is not acceptable. In case, tenderer quote for delivery of entire tendered quantity to one consignee against Railway%u2019s requirements of delivery to multiple consignees, such offer shall be considered valid only for quantity required as per tender schedule by the consignee to whom delivery is offered by the tenderer and it shall be considered that there is no offer for remaining consignees.

Have you quoted Mode of dispatch on FOR destination basis for free delivery at destination with rate structure clearly indicating the basic rate, GST and freight etc, up to destination [consignees premises].

Have you quoted the discount if any in the specified column only in IREPS?

Have you furnished Bank account details such as Name of the Bank and address, account no., MICR, IFSC code and type of account to facilitate EFT payment?

The bidder confirms that Rates and other financial terms quoted in relevant columns of financial bid will only be ruling terms for acceptance, and such terms quoted anywhere else should be ignored. [Denial of this condition not recommended]

Bidders should confirm following certificate for Compliance. (a) I have read the clause 13.8.3 of Instructions to tenderers and general conditions of tenders for supply contract attached with the tender regarding restrictions on procurement from a bidder of a country which shares a land border with India and on sub-contracting to contractors from such countries. (b) I certify that this bidder is not from such a country and will not subcontract any work to a contractor from such countries unless such contractor is registered with the Competent Authority. I also certify that this bidder will not offer any products/services of entity from such countries unless such entity is registered with the Competent Authority. (c) I hereby certify that this bidder fulfills all requirements in this regard and is eligible to be considered. (d) I hereby acknowledge that in the event of acceptance of my bid on above certificate and if the certificate is found to be false at any stage, the false certificate would be a ground for immediate termination of contract and further legal action in accordance with the Law.
