Composite Works (Civil and Electrical/Gen.)) in connection with 1. Construction of additional building besides combined crew lobby, BMY in Raipur Division. 2. Construction of additional 10 rooms at Running Room, BMY in Raipur Division. 3. Construction of new building consisting of crew lobby and 10 rooms Running Room at RSD. 4. Development of facilities for practical training on three phase locomotives for loco pilots at BMY.

The tenderer must have minimum average annual contractual turnover of V/N or V, whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of total contractual payments in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.

Each page of the copy of documents/certificates in support of Special Financial Criteria, submitted by the tenderer, shall be self attested/ digitally signed by the tenderer or authorized representative of the tendering firm. Self attestation shall include signature, stamp and date (on each page).

Credentials if submitted in foreign currency shall be converted into Indian currency i.e., Indian Rupee as per clause 10.5 of Indian Railways Standard General Conditions of Contract- April- 2022.

The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i) Three similar works each costing not less than the amount equal to 30% of advertised value of each component of tender, or (ii) Two similar works each costing not less than the amount equal to 40% of advertised value of each component of tender, or (iii) One similar work each costing not less than the amount equal to 60% of advertised value of each component of tender.

Similar nature of work : for civil engineering work. Cost Component : Rs.10,92,52,114/- Construction of any civil engineering work comprising of building works.

for Electrical(Gen) work. Cost Component : Rs.21939263/- 1. Electrification of service building or Staff quarters or Offices or Road and Colony Lighting or Circulating Area Lighting or Washing Pits or Sheds or Workshops or UTS/PRS or UPS or Battery charging facilities or Pre-cooling facilities on platforms and Yards etc. 2. Erection and Commissioning of LT, HT up to 33KV Overhead Lines or Electrical Sub-station or LT/HT UG power cables. 3. Annual Electrical Maintenance contract of Service building or staff quarters or Electrical sub-station or DG set or Train lighting and/or Air conditioning coaches excluding RMPU units of AC Coaches. 4. Erection and commissioning of any type and capacity of Electrical Pumping set. 5. Electrification of ON Grid connected or Off-Grid connected solar power plant. 6. Electrification of advanced Energy metering system or Smart Energy metering system or Prepaid Energy meters. 7. Erection and commissioning or AMC/CMC of Window/Split ACs/Water Coolers/Refrigerators/Ductable package system of air conditioning/Centralized Air-Cooling unit/Centralized air conditioning unit or hiring of desert coolers/Air coolers. 8. Any above work or combination of (1) to (7) above. The above work must have been carried out in any of the following organization: (1) Central Government Department or State Government Department. (2) Central Government PSUs or State Government PSUs.

The tenderer in support of his/their claim of qualifying the laid down "Technical Eligibility Criteria" must submit Experience Certificate as per format prescribed in Annexure "W" duly self attested/digitally signed on each page (Self Attestation shall include signature, date & stamp of the tenderer.

Each page of the copy of the documents/ certificates in support of Special Technical Criteria, submitted by the tenderer, shall be duly self attested/digitally signed by the tenderer (Self Attestation shall include signature, date & stamp of the tenderer).

Tenderer has to submit details of Employment/partnership etc of Retired Railway Employees as per Indian Railways Standard General Conditions of Contract- April- 2022 (GCC-April-2022) with all correction slips up to date and as given in para 24.1 of "General instructions to tenderer" attached with tender document. Tender without the information above referred to or a statement to the effect that no such retired engineer or retired Gazetted Officer is so associated with the tenderer, as the case may be, shall be rejected. Format given in Annexure-J in attached documents.

Tenderer has to submit an undertaking in proscribed format (Annexure 'M') that he is not blacklisted or debarred by Railways or any other Ministry / Department of Govt. of India from participation in tender on the date of opening of bids, either in individual capacity or as a member of the partnership firm or JV in which he was / is a partner/member. Concealment / wrong information in regard to above shall make the contract liable for determination under Clause 62 of the General Conditions of Contract.

In case of Sole Proprietorship Concern firm has to submit Affidavit certifying the sole Proprietorship of the firm. This affidavit shall be notarized. Or In case of a Partnership Firm, Firm has to submit (a) Notary certified copy of the Partnership Deed. (b) A copy of power of Attorney firm has to submit (duly registered as per prevailing Law) in favour of an individual to tender for the work, sign the agreement etc., and create liability against the Firm. Or In case Tenderer is a Company registered under Companies Act-2013. The tenderer shall submit: (a)The copies of MOA (Memorandum of Association)/AOA (Articles of Association) of the company.(b) A copy of Certificate of Incorporation. (c) A copy of authorization/ Power of Attorney issued by the Company (backed by the resolution of Board of Directors) in favour of the individual to sign the tender on behalf of company and create liability against the company. Or In case Tenderer is LLP (Limited Liability Partnership); If the tender is submitted on behalf of a LLP registered under LLP Act-2008, the Tenderer shall submit along with tender: (a) A copy of LLP Agreement (b) A copy of Certificate of Incorporation (c) A copy of Power of Attorney/Authorization issued by the LLP in favour of the individual to sign the tender on behalf of the LLP and create liability against the LLP. Or In case of a tenderer is registered Society and Registered trust. The tenderer shall submit: (a) A copy of certificate of registration. (b) A copy of Memorandum of Association of Society/Trust Deed (c)A copy of Power of Attorney in favour of the individual to sign the tender documents and create liability against the society/ Trust.
