Supply installation and commissioning of Upgraded instrumentation set-up for Confirmatory Oscillograph Car Run ( COCR ) to lower set-up times with one Complete Customized Software

Special Eligibility Criteria

   The below detailed instructions are to be necessarily followed complied with. Failure to comply with ANY of the following would render the offer to be treated as Incomplete Technically not- suitable. Bidders should, hence, FULLY ensure compliance & include the detailed documentary evidences in conformance of the following: 1.Tenderers shall either be OEM having capacity and capability to manufacture the tendered items or an authorized dealer of OEM. The tenderer shall attach documentary proof of being manufacturer [OEM] along with their e-offer. The tenderer quoting as an authorized dealer of OEM shall upload/attach authorization letter from the manufacturer, specific to this e-tender, besides attaching documentary proof of their principal being manufacturer [OEM] along with their e- offer 2. Tenderers shall upload/attach clause by clause technical compliance statement of technical document and Special conditions of tender. Deviations, if any, with reason should be clearly indicated in the statement. 3.The Bidder (OEM or Authorized representative) should have successfully supplied at least one Data acquisition system with minimum 10 Analog or digital sensor channels and sampling rate of up to 1000 sample/sec (separate system or as a part of complete instrumentation unit) in the last Five Financial years, including current Financial year up to date of opening of tender to any Government (State or Central) Unit/ Ministry OR to Public Sector Units (PSU's) OR Government (State or Centre) undertakings OR Government (State or Centre) Testing Labs/ Agencies or Central/ State Universities/ Research Institutes OR any Public listed/private company/trusts having annual turnover of Rs. 500 crore and above. (The bidders to submit necessary certificate issued from head office of Public listed/private company/trusts by a person of the company duly enclosing his authorization by the management for issuing such credentials). Purchase Order / Contact Agreement and successful commissioning/acceptance proof along with Contact details of firm (e-mail &/ contact no.). must be attached with this certificate & the filled-in details should be as per enclosed PO/ Agreement/ Contract documents Past Supply/ Experience Certificate to be submitted as per Annexure A Complete Documentary evidence of the Bidder meeting (or exceeding) the above eligibility criterion should be enclosed with the Offer.

Commercial-Compliance

   Earnest Money Deposit :- Earnest Money Deposit (EMD) Clause :- Tenderers are required to deposit Earnest Money (EMD) equivalent to the amount mentioned in the tender document, on-line, only through payment gateway as available in IREPS. Bidders exempted from submission of EMD (pl. refer Para 0402 of INSTRUCTIONS TO TENDERERS FOR ELECTRONIC TENDERS AND GENERAL CONDITIONS OF TENDER)shall be required to sign the Bid Securing Declaration as follows:---- " I/we hereby understand and accept that if I/we withdraw or modify my/ our bids during the period of validity, or if I/we are awarded the contract and on being called upon to submit the performance security/ Security Deposit, fail to submit the performance security/ Security Deposit before the deadline defined in the request for bid document Notice Inviting Tender, I/we shall be debarred from exemption of submitting Bid Security/ Earnest Money Deposit and performance security/ Security Deposit for a period of 6 (six) months, from the date I/we are declared disqualified from exemption from submission of EMD/SD, for all tenders for procurement of goods issued by any unit of Indian Railways published during this period."
