(b) Diesel Engine Generating set of capacity 50 KVA – 01 No with control panel complete. (c) Transformer 400 KVA - 01 No (d) Transformer 150 KVA - 01 No (e) HT VCB Panel - 01 No (f) LT Panel Power factor control etc installed at the installation (g) Change over switches (h) Servo voltage stabilizer 125 KVA - 01 No (j) Centrifugal Pump 10 HP (at PH –02 Nos)

(C) DPDO Gurgaon:- (i) Equipment /VCB/ LT panel transformer upto 415 KVA/DG set up to 200 KVA (i) Total No. of locations = 03 Nos (ii) Electrician (Skilled) required for each location = 03 Nos (iii) Total Nos of Electrician required = 3x3 = 09 Nos Notes :- (i) The electricians shall report to the JE E/M in charge of the concerned MES Service centre on all days including Sunday and Holidays as per the timing given to the respective area.
Item No. 1.00 Contd....... Notes :- (ii) They will report to respective complaints cells for receiving complaints slips from the JE E/M in charge of the area and will report back to the complaints cell of the area immediately on completion of the complaints. The complaints slip shall be pasted with counter folio of complaint book. (iii) Manpower is required for break down/cleaning of installations during inspections/visits, the contractor will provide the services to upkeep the installations operational with immediate effect and no extra payments shall be made for the same by the Deptt. Attending minor repairs to make the system operational is the contractors responsibility. In case of failure of attending breakdown, recovery shall be made as per CA provisions. (iv) The stores required for the complaints shall be issued by the concerned JE E/M of the respective areas. (v) In absence of JE E/M the electrician shall note down the complaints and proceed to attend the complaints. (vi) Weekly off shall be given to all the persons engaged for Manning and Operation of the service centre for which provision of reliever shall made by the contractor and nothing extra shall be paid by the deptt for the same. (vii) Daily log sheet shall be maintained as per prescribed proforma.
Item No. 1.00 Contd....... Notes :- (viii) The contractor should maintain suitable ladder and safety gear for attending street light complaints. (ix) Megger, multimeter, tong tester shall be maintained by the contractor. 01 Set of the same shall be deposited before commencement of contract. Failing Rs 2000/ per month shall be recovered as penalty against the same. (x) The operator on respective shifts shall move by Cycle or any suitable vehicle as arranged by the contractor for manning or attending repairs for all areas mentioned above. Nothing extra shall be admissible on this account. Minimum 3 Cycles shall be procured before commencement of contract. Failing Rs. 2000/- PM per cycle will be recovered as penalty. (xi) Rectify and fix fitted or loose cross arms, pin insulators, disk insulators/clamps, top pin clamps, tighten all nuts by inserting washers where necessary. Check all stay poles and their fixing clamps. Check all the insulators periodically and replace which are chipped off or broken. Check all loose and broken including of conductor at the shackle points. Tighten all loose jumpers and raise the jumpers to be clear off from poles, cross arms, insulator straps and other earthed parts and live parts on other phases. (xii) The DG set operator/Electrician/Pump operator/Plumber/AC operator deployed on the work shall possess qualification i.e 10th pass with 2 years experience/ITI in respective field.

Item No. 2.00 Contd... Notes:- (i) The Pump House operator in each shift shall maintain the adequate water in the UG reservoir in order to fill the overhead tanks by operating the bore well pump. In case of any break down or non availability of water in the existing system, the operator shall operate the bore well pumps of other areas in the ring main system as directed. Nothing extra payment shall be given to the contractor on this account. (ii) The unit rate quoted includes for cleaning the Pump House rooms & DG set room and all connecting machineries including DG sets installed including cleaning the surrounding areas of the pump Houses all as specified. (iii) The operator on respective shifts shall move by Cycle or any suitable vehicle as arranged by the contractor for manning or attending repairs for all areas mentioned above. Nothing extra shall be admissible on this account. Minimum 3 Cycles shall be procured before commencement of contract. Failing Rs. 2000/- PM per cycle will be recovered as penalty. (iv) The operator shall run the Stand by DG sets installed as instructed by the EIC/JE E/M . (v) The contractor shall maintain daily log sheet on the prescribed proforma duly signed by the contractor/authorized agent, operator. Nothing extra shall be admissible on this account.
Item No. 2.00 Contd... Notes:- (vi) All the complaints/ repair works received /assign on a particular day will be addressed and completed preferably on that particular day only (upto 1700 hrs) or within 36 hrs from time of receiving the complaints. If, contractor or his tradesmen fails to attend and complete all the complains/ repair works on the same day or within 36 hrs from time of receiving the complaints, the compensation/ penalty of Rs. 500.00 (Rupees five hundred only) per complaint/repair work shall be recovered from the contractor's dues. (vii) In case of any accident occurs during operation of operator /helper /indl, the contractor shall pay compensation as decided by the competent auth Dept will not responsible for the same. (viii) The contractor shall provide sufficient T&P for the Pump Operator. No extra payment shall be given to the contractor on this account. (ix) The Pump Operator shall report to the JE E/M complaint cell every day. The Pump Operator shall collect their daily complaints as instructed by the concerned JE E/M and will return their complaints slips (duly signed by the Users) after rectification. (x) The Pump Operator will have sufficient knowledge about the water supply pipe line system in DI, CI & GI system including knowledge of different pipe line joints, Valves etc (xi) The contractor shall provide extra labour in case of any major break down of water supply in the distribution pipe line system for rectification and no extra payment shall be given on this account.

Notes for item No. 1.00 & 2.00:- (i) The quoted rate shall inclusive of all stationary like running log book, break down and shut down register, duty rosters, attendance register etc all as directed. (ii) Any abnormal functioning , variations in performance of any machinery / electrical panel etc noticed the same shall be reported immediately to the department. (iii) All statutory deduction from payment and employees contribution like ESIC and EPF shall be done through period of contract and declaration by the firm along with proof shall be submitted before clamming of payment. (iv) Payment to the tradesmen employed shall be disbursed only through AAdhar linked bank account and proof of the same shall be submitted every month to the department, without such proof no part bill/final bill will be allowed. (v) The rate quoted shall be inclusive of providing uniform, protective clothing and arranging required tools, instruments for normal maintenance of electric supply / distribution system. Each operator shall be wearing neat, clean and ironed uniform comprising of Sky Blue colour Shirt/Top bearing MES logo and words "Military Engineer Services" displayed on the front pocket. Trouser/Bottom shall be Navy Blue colour. The operator shall also wear his name plate.
Item No. 3.00 Contd... (vi) The contractor shall make necessary arrangement for employing the required tradesmen continuously without any period of absent. If any Tradesman/Helper is found absent on any day, a double recovery of Rs 1050/- per day/Per shifts for Electrician, Pump operator, Plumber, AC operator and Rs 810/- Per day/Per shifts for helper will be imposed on the Contractor and will be recovered from the payment due to Contractor. (vii) Unless otherwise directed by Engineers-in-Charge, shift hours shall be 0600 hrs to 1400 Hrs (First Shift) and 1400 Hrs to 2200 Hrs (second Shift) in case of two shifts and 0600 Hrs to 1400 Hrs (first shift), 1400 Hrs to 2200 Hrs (second Shift) and 2200 Hrs to 0600 Hrs (Third Shift) in case of three shifts. (viii) The rate quoted shall not be less then minimum wages as notified by govt of India/State Govt/Local body whichever is higher including all statutory provision such as EPF, ESIC, bonus, Taxes etc and rate of GST as applicable on the last due date of bid submission. (ix) In such case the lowest tender shall be determine by the lowest amount amongst valid/bonafide bids only. (x) NIL or Zero quoting against OH & Profit shall be render the bids as Non bonafide. (xi) Contractor is required to quote upto two digit after decimal place or otherwise it will be considered by rounding off to two digits after decimal place.
Item No. 3.00 Contd....... (xii) In case of tie amongst bidders, following criteria shall be applied to decide the lowest bidder for acceptance. (aa) When tie is amongst MES enlisted firms, order of acceptance shall be as given below:- (i) Bidder of highest class will be considered for acceptance. (bb) In MES in case of tie between two or more same class bidder. (i) Highest class bidders having average marks in the performance reports stage II of last 5 Completed works. (Contractor to be submitted affidavit, Work Order, completion certificate as & when required) (ii) Bidder having highest amount of working capital. (cc) When tie involves unlisted firms also. (i) Bidder having highest amount of working capital.
