f) TRAINING (i) The contractor before finally handing over the plants to GE i.e after Defects Liability period of 02 years, shall be responsible for training MES Department personnel deputed by the GE in proper operation, periodical maintenance and trouble shooting of all the plants. (ii) After STP plants are taken over by the GE i.e. after Defects liability period of 02 years, the contractor's technical representative shall remain available at all STP sites for a period of eight (08) weeks to instruct and assist the aforsaid personnel in the actual operation, maintenance and trouble shooting of the plants. g) GUARANTEE (i) The contractor shall guarantee all STP plants for a period of 24 months. The guarantee period shall commence from the date of satisfactory completion of Phase I work and taken over the plants by GE. During this guarantee period of 24 months, the contractor shall be responsible for any defect of damage which, in the opinion of the GE is not due to fair wear and tear,In case of difference of opinion between the GE and the contractor as to whether a particular defect/damage is caused due to fair,wear and tear or otherwise, the matter shall be referred to the accepting officer whose decision shall be final and binding. (ii) The contractor shall guarantee vigin PP media which is deposited in MBBR tank for a period of minimum 10 years. h) RE-COMMISSIONING: Re-commissioning of the STP plants including MBBR reactor are covered under DLP of 02 yrs whenever required.BOQ rates deemed to include for re-commissioning of STP plants,whenever required to be necessiated due to negligence or worng operation of installation on the part of the operator. Notes for BOQ item Nos - 9.00 to 17.00 (For Phase IIA & IIB work) : a) As per Govt policy, adequate amount of insurance of all the workers shall be made against any accident before commencement of the work without extra cost to the department.
b) The work order of outsourcing for Manning and operation during Defects Liability Period (DLP) and Maintenance and operation for eight yrears after defects Liability Period shall be placed by GE at appropriate time & no price adjustment during whole period due to change in minimum fair wages shall be admissible.
c) The STP will be operated for round the clock in three shifts per day unless otherwise specified by the Engineer-in-Charge / GE. Necessery recovery will be made for non operation of plants per shift at propotional rate and the same shall be final and binding.
d)The operator being deployed in the work shall have minimum qualification of ITI with 02 years experience in the relevent field for FGM and Helper should be 10th pass with minimum 02 years experiance in relevent field. Necessary qualification certificate and experiance certificate shall be produced for verification of Engineer-in-Charge & get the approval before deploying for works.
e) Proper and efficient functioning of the plant must be ensured through regular inspection by qualified Engineer bi-monthly preferably by OEM or by his authorised agency.
f) The contractor shall carry out routine maintenance as per procedure mentioned in the PS.
g) Staff deployed by the contractor shall carry out daily careful cleaning of the inside installation, greasing of pump, motors, panel boards, DG sets and internal portion of pump house building , 3m external portion , 3m in radius for outdoor panel boards and maintain installations in presentable condition all time all as specified and as directed.
h) The contractor shall carryout routine check and maintain check sheet daily, weekly, monthly and upkeep the installation , rectify normal trouble shooting.,
j) Contractor will maintain log sheet daily and submit to department duly completed along with attendance sheet and payment register.
k) No T & P will be issued by the department for doing the above work, it shall be arranged and provided by the contractor like PH testing kit, chlorine test kit, turbidity test kit, pipe wrench, screw drivers, sluice valve opening /closing kit, cutting plier, digging tools etc.
l) The contractor shall check and implement all the labour laws/precautions for health and safety of labour /OEM operator working in hygenic conditions.
n) The contractor shall not employ same tradesmen continuously for more than 11 months.
o) The contractor shall pay the wages to the operators through e payment i.e Aadhar linked bank accounts(Credit to their bank account). Engr-in-Charge shall ensure that e-payment made to operators and their wages shall not be less than minimum wages fixed by state Govt or central Govt whichever is more. Monthly e-banking statement shall be furnished by the contractor to the Engineer-in-Charge and the same shall be kept in record duly verified.
r) The rates quoted by the contractor shall be inclusive of proper uniform, safety equipments for technician/operator as directed by GE.
s) Salvage materials/sludge obtained after treatment shall be disposed off outside defence land as per local civil authorities laid down rules.
t) The contractor shall also be responsible for periodical cleaning of screens removal and disposal of screens material to a place outside defence land.
u) All consumables/chemicals like Sodium Hypo Chlorite, Dewatering Poly Electrolyte and Aerobic type bioculture powder for development of bacteria shall be paid separately as ‘Supply only items’ as mentioned in BOQ here-in-after on required/consumption basis as certified by Engineer-in-charge/GE.
Supply only Sodium Hypo Chlorite @6% concentration complete all as specified and as diretced.
Supply only Dewatering Poly Electrolyte @100% concentration complete all as specified and as diretced.
Supply only Aerobic type Bioculture powder (Becta cult bio-culture powder, aerobic type including acclimatized microbes packed in aluminium foil bag) for development of bacteria and reduces BOD and COD, suppresses foul odour from STP complete all as specified and as diretced.
Note for Item No 19 to 21:- (a)The above quantities of consumable to be incorporated during outsourcing for Manning, maintenance and operation of STPs for ten years period. The rates for these items are aplicable for total period of ten years after successful copletion of Phase I work. No claims for any change in rates shall be admissible for these items during this period. The procurement schedules of these items shall be as decided by the Engineer-in-Charge/GE. (b) The contractor shall supply these chemicals for one month at a time and fifteen days reserve stock shall be kept at site keeping in mind the expiry date of material.
