Design, supplying, erecting, installing, testing and commissioning including topographical survey of Grid connected Rooftop Solar Photo-voltaic ( PV) plant of 40 KWp at Location A-1 (Rooftoop of Auditorium, Admin & Training Block of TAG) under AGE E/M Cab Sectt. PV output at STC comprising of following sub-components and meeting the specifications as given here-in-after (1.01 to 1.31):- Note-Number of inverters should as per site requirement or OEM Design. Design of structural drawings of module mounting structure alongwith design calculations shall be submited by the contractor duly vetted from MNRE approved organisation/ NIT/ IIT / Govt Research Institute. The cost of same shall be deemed to be included in this item
Minimal technical requirements/standards for SPV systems/plants to be deployed as per MNRE are mandatorily to be complied within the design.Some of these are narrated here-in-after.For other details website of MNRE may be reffered. Bidder must visit the site before quoting the tender.
Photo Voltaic (PV) Modules :- The PV modules must conform to the latest edition of any of the following IEC/equivalent BIS Standards for PV module design qualification and type approval: Mono Crystalline Silicon Terrestrial PV Modules:IEC61215/IS14286/ Equivalent IS (if available as on last date of receipt of tender) In addition,the modules must conform to IEC 61701 Salt mist corrosion testing, IEC 62804- Certification for PID resistance ,IEC61730Part1-requirements for construction &Part2-requirements for testing,for safety qualification or Equivalent IS(if available as on last date of receipt of tender)
Each PV module must use a RF identification tag(RFID),which must contain the following information:(i) Name of the manufacturer of PV Module (ii) Name of the Manufacturer of Solar cells(iii) Month and year of the manufacture(separately for solar cells and module) (iv) Country of origin (separately for solar cells and module)(v) I-V curve for the module(vi) Peak Wattage, Im, Vm and FF for the module(vii) Unique Serial No and Model No of the module(viii)Date and year of obtaining IEC PV module qualification certificate (ix) Name of the test lab issuing IEC certificate (x) Other relevant information on traceability of module as per ISO 9000 series.Note:RFID shall be mandatorily placed inside the module laminate.
Authorized testing laboratories /centre: PV modules must qualify (enclose test reports/certificate from IEC/NABL accredited laboratory) as per relevant IEC standard.Qualification certificate from IEC/NABL accredited laboratory as per relevant standard for any of the higher wattage regular module should be acompanied with the STC report/certificate. For details of Test Labs refer Ministry of New And Renewable Energy website. The report submitted should not be older than 1 year.
PV modules used in solar power plants/ systems must be designed for their output peak watt capacity, which should not be less than 90% at the end of 10 years and 80% at the end of 25 years. PV modules shall have product warranty of 10 years after completion of work. Constrator shall obtain the warranty certificate from the manufacturer and will submit the same to the Eng-in-charge b the contractor.
Silicon Mono Crystalline SPV cells shall be used in the Solar Photo voltaic module. SPV modules should be essentially indigenously manufactured(manufactured in India) irrespective of any other provisions in this tender.The make of SPV shall be Vikram Solar/Indo Solar/Warree/Tata Solar/Adani
Peak power rating of the module shall not be less than 330 Wp.
The module efficiency shall be more than 16% at standard test condition and the cell should have minimum fill factor of 0.7 with anti reflective coating. It shall be made of high transmittivity glass & front surface shall give high encapsulation gain. Note:- Anti dust coating on PV modules shall be done at site.
All materials used shall have a proven history of reliability and stable operation in external applications.It shall perform satisfactorily in relative humidity upto100% with ambient temperatures between -4°C and +60°C and shall withstand wind gust upto 180km/h on the surface of the panel. Each and every SPV module shall be checked for conformity with relevant standard and no negative tolerance shall be accepted.
The interconnected cells shall be laminated in vacuum to withstand adverse environmental conditions
The module frame will be made of corrosion resistant materials having aluminium anodized finish.
The bidder shall carefully design & accommodate requisite numbers of the modules in the available area (refer topographical survey) to achieve the rated power in his bid. Note-: Shadow analysis report of the site has to be submitted along with topographical survey . The same shall be incorporated in designing in designing of solar plant in PV syst/PV sol/ NREL software.This report has to be vetted from MNRE approved organisation/ NIT / IIT / Govt Research Institute and submitted to Eng-in-chare by the Contractor.
The modules must be compatible with Inverter MPPT range.
The module shall be provided with a junction box with either provision of external screw terminal connection or sealed type and with arrangement for provision of by-pass diode. The box shall have hinged, weather proof lid with captive screws and cable gland entry points or may be of sealed type and IP67 rated.
Balance of system (BOS) items/components: The BOS items/components of the SPV power plants/systems deployed under this project must conform to the latest edition of IEC or equivalent BIS Standards /MNRE specifications / as specified para 1.01 of minimal technical requirements/standards for SPV system/plants to be deployed during this financial year under the programmes of MNRE available on MNRE website as on last date of quoting of tender.
Mounting structure :- (a) Mild steel structure, Hot Dip Galvanised of 80 micron thick, corrosion resistant and electrolytically compatible with material used in modular frame mounting Structure Shall be used. Galvanization shall conform to IS-2629, 4759 & 4736 as applicable. (b) On Galvalume Sheet Roof, The fasteners shall be of stainless steel to fix the module mounting strucuture to the continous Rails. The continous Rails shall be mounted to Purlins only using L cleats in order to avoid any load on Galvalume Sheet. L cleats shall be mounted using SDS Screws of Minimum 68 mm height. EPDM tape shall be used to provide water leakage protection. Walkway of HDG material shall be provided at every 04 mtrs in lateral direction and across the whole perimeter of roof. Walkway shall be mounted on continous Rails. The contractor shall submit the design, length, section, detailed layout etc. of the structure and walkway and will be approved and finalised by Garrison Engineer. Module mounting structure shall require to be customize with respect to the site availability.Test certificate of galvanization shall be submitted by contractor. (c) The contractor shall submit structural design on Stad- Pro based on Wind load of 180 kmph, live load and dead load of structure with solar panel & seismic zone of Delhi. Any deflection to the mounting structure shall be as per IS 800:2007 . Note- Design structural drawings of module mounting structure alongwith design calculations shall be submited by the contractor duly vetted from MNRE approved organisation/ NIT / IIT / Govt Research Institute. The cost of same shall be deemed to be included in this item.
The Structure shall be of Fixed type and the design of mounting strucutre shall be as per IS code.
Minimum module ground clearance should be 300mm and Tilt angle of PV module shall not be less than 22 degrees.
All fasteners shall be of Stainless steel-SS 304 Nut & bolts, supporting structures including module Mounting Structures shall have to be adequately protected against all climatic condition.
Any damage done to water proofing/roof structure/ Galvalume Sheet during installation shall be made good by the contractor at no extra cost.
Grid Tied Inverter:- Supply, Installation, Testing & commissioning Grid connected solar inverter of suitable capacity as per the system design having following specifications (i)Ambient temp : 4° C to 60° C (ii)Relative humidity : 0-100 % non condensing (iii)Environmental condition: outdoor, wet location (iv)Protection degree : IP-65 (v)Pollution degree : IV (vi)Safety class : class I metal enclosure (vii)MPP Tracker 2MPP trackers (viii)No. of inputs minimum 4 nos MC4 (ix)Frequency rated : 50 Hz (x)Total Harmonic distortion shall be less than 3% (xi)Power factor shall be more than 90% at any load (xii) Inverter Efficiency >93% (In case of 10 KW or above with inbuilt galvanic isolation) >97% (In case of 10 KW or above without inbuilt galvanic isolation) >90% (In case of less than10 KW) (xiii) External communication: RS-485 Modbus Port (xiv) Grid frequency Tolerance range +3 or more (xv) No load losses less than 1% (xvi) Protection against DG set run & grid isolation Note:- Inverter shall be capable of synchronisation with grid supply and DG Set supply. (Make-DELTA,STRUDER, Schnider,ABB). DG set synchronisation of Solar System shall be done by installing DG set synchroniser.
Protection features :- Inverter should have following protections :- (i) Anti islanding. (ii) Over voltage protection. (iii) Over current protection (iv) Over temperature protection. (v) Reverse polarity Protection. (vi) Surge protection. (vii) Short Circuit. (viii) Frequency.
A data logging system for plant shall be provided for a plant capacity of more than 100 kWp -To measure the Solar Irradiance an integrating sensor (Pyranometer) mounted in the plane of the array. Read out should be integrated with data logging system.-Wind Speed:An integrated wind speed measurement unit be provided.-Temperature Sensor : Integrated temp, sensors for measuring the module surface temp., inverter inside enclosure temp,and ambient temp to be provided complete with read outs integrated with the data logging system. Note-SCADA system for monitoring of following data through web based application with cloud storage minimum 6 months: (i) Solar irradiance (ii) Wind speed, (iii) Amb temperature (iv) Module surface temp (v) Generation data KWh (per inverter and cumulative) (vi) Instantaneous generation in KW (Each invertor and cummulative) Suitable HMI/Graphs depicting above data shall be readily available for a period through this application. Note: (i) Some of the maintenance of grid tied inverter integrate the above system with the inverter.This shall be acceptable. (ii) Specification for Pyranometer, Surge arresting device and anemometer are as per Appx 'I' of PS
Supply, installation, configuration and testing of LTE router/modem, IP-67 rated, made of aluminium alloy for retrieving metering data from meter on RS485 Modbus / RS232 and transmitting the metering to Central data control centre on IEC 104 protocol shall be provided for a plant capacity of less than 100 KWpand having following configuration as minimum:- (a) CPU 580 MHz (b) Flash memory 32 MB (c) RAM (DDR2) 128 MB, Built-in 64 KB cache (d) Communication Protocols - Modbus RTU to TCP support, Modbus master (e) Ethernet port RJ45, RS 232 (f) Security - Zone based firewall, VLAN, DMZ, HTTPS local and remote connection, SIM PIN (g) Routing - DHCP, static routing, port forwarding, traffic routing, static / dynamic DNS, DNS proxy, NAT, STP (h) Operating Voltage Range 24 V DC, +/- 15% (j) Operating Temperature range -40°C to 60°C, up to 95% RH (k) Dual 5½ U / 1¾ U Din Rail mountable (l) Dual SIM (one standby) via two mini-SIM held in trays Make: Maestro, Lantronix, Phoenix Contact Note- This system shall fetch the data from solar plant site to Central data control centres via web based application system.
Combiner boxes :- Supply and fixing , testing and commissioning DCDB ( DC Distribution board) panel made up of polycarbonate with dust , water and vermin proof arrangement( IP67) suitable for operation of three phase/ single phase , of capacity as per Solar Design with suitable No. of inputs and outputs with fuses, connectors,isolators and surge protection device type - II category conforming to IEC 60947, part - I , II and III complete all as specified and directed. Make : HAVELLS /L&T/Mersen/Phoenix/Hensel. Supply and fixing , testing and commissioning ACDB ( AC Distribution board) panel made up of powder coated CRCA sheet 3.15 mm thick dust , water and vermin proof arrangement (IP67) cubical type suitable for operation of three phase/ single phase , of capacity as per Solar Design with suitable No. of inputs and outputs with fuses, connectors,isolators and surge protection device type - II category conforming to IEC 60947, part - I , II and III complete all as specified and directed. Make : DELTA/HAVELLS /L&T/SCHNEIDER/POLYCAB Note- Incoming and outgoing MCCBs should be 1.25 times the rated current capacity of Inverter.
Lightening protection:- There shall be the required number of suitable Early Streamer Emission (ESE) lightning arrestors installed (As per Design to be submitted by sucessfull bidder) .The air terminal is Early Streamer Emission(E.S.E.) type which shall be fixed at the top of a stainless steel pole with base be atleast 4 meters above the structure to be protected.Its height above roof level would be dependent on the level of protection and the protection radii required.The air terminal should be working on the principle of early streamer emission using non-radio active technology,needing no external power source.The air terminal should be capable of tracking the lightning stroke 60 micro seconds earlier as compare to passive lightning rod. The air terminal is of stainless steel and it has qualified diameter to resist high values of lightning currents .Roof connection pipe should be capable of withstand in lightning strikes having dimension 60mm OD and thickness of 5 mm. Note- ESE type lightening arrester shall be provided for solar plant of capacity more than 50 kWp. For solar plants less than or equal to 50 kWp, Conventional Spike Lightening arresters shall be used having a minimum ball dia of 62mm, pipe length of 1200mm, Pipe outer diameter 25 mm, Pipe SWG Spike of 22mm, and spike of minimum 45mm.
Earthing Protection:- M&L for Copper bonded maintenance free chemical earthing using 17.2mm copper Bonded Rod of copper coating thickness not less than 250 microns having a length 3 mtr with 25 x 3mm GI Strip and with copper plate and chemical compound not less than 20 Kilogram for each earthing as per IS 3043 /1987 complete all as specified under :- (a) Excavation and earth work for drilling hole for electrode in any type of soil. (b) PCC pit in cement concrete 1:2:4 type B-1. (c) Precast RCC cover with suitable handle 40 mm thick in PCC 1:2:4 type B-1, reinforced with welded steel wire fabric weighing not less than 1.87 Kg/Sqm. (d) Funnel with watering pipe of GI 20 mm nominal bore light grade and copper lugs etc complete all as specified and as directed by Engr-in-Charge. (e) 40 mm nominal bore light grade GI protection pipe 7.5 mtr long for protection of earthing lead from mechanical injury or tempering. (f) Requisite quantity of common salt and charcoal. (g) Testing of earthing. Note : On testing after completion of earthing, if the desired earth resistance (less than 5 Ohms) is not obtained, the earthing will be re-done by the contractor at his own risk and cost to the entire satisfaction of the Engineer-in-Charge.The earthing shall be done independently / separately for Mounting Structure, Inverter, lightening arrestor etc.
Metering arrangements:- (A) Suitable dual metering arrangements with recording facility shall be provided.The metering arrangements must have feature to measure and record, (i)Parameters of KW,KWh,KVAR,voltage,current,PF and any other metering required to determine efficiency and efficacy of the system. (B)LT 3 Phase 4 Wire Electronic Tri vector Meter with CT ratio should be as per capacity of SPV plant. (i) Standard: IS 13779:1999 / CBIP 88 (ii) Accuracy: Class 0.5 (iii) Reference Voltage - 3x240 V (iv) Basic Current (Ib) - 5 A (v) Maximum continuous current (Imax) - 10 A (vi) Rated Frequency (variation) - 50Hz (±5%) (vii) Power consumption:- Voltage circuit: Less than 1.5 W and 10 VA per Phase at reference voltage, reference temperature and reference frequency Current circuit: Less than 1 VA per phase at basic current, reference frequency and reference temperature (viii) Display type: 8 digit 7 segment backlit LCD display, not less than10 mm character height (ix) Display in the event of Power Failure: Internal battery back-up for LCD display (x)Communication port: Galvanically isolated Optical Communication port for data transfer through either CMRI or remote device or both is provided with RS 485 for DLMS protocol (xi) Energy recording – Unidirectional
(C) CT/VT operated bidirectional energy meter with following features (i) True four quadrant metering (ii) Import/ export metering and forwarded metering option for LT/HT systems (iii) Time and day metering with maximum demand registration and automatic billing (iv) LCD display with announciators for various critical events (v) Scroll lock feature for continuous display of a desired parameter on display (vi) High resolution energy display mode for dial test (vii) DLMS protocol for meter reading, with option to remote reading port. (viii) Advanced event detection features for voltage, current and magnetic influence (ix) Meter reading in absence of mains, using internal battery.
S & F PVC-U, type A as per IS 13592: 2013 single socketed water pipes of suitable length to cover the whole plant area with provision of nozzles outlet every 10m in order to clean the pv modules complete all as specified and directed by Engineer- in- charge. The cleaning system shall be connected to the water source available at site.The cost of supplying, insttallation and testing of washing and cleaning system of PV modules is deemed to be included in quoted rate. Note- Water and cleaning system shall be provided for plant cpacity of more than 100kWp. For small capacity plants, battery operated water spraying machine of capacity 16 L having battery of 12V 8AH shall be used manually by operator.

Operation and Comprehensive Maintenance incluiding making good of all kind of defects by repair/replacement of required spare parts as the case may be,for Rooftop Solar Power plants installed at various sites against item No. 1 to 9 above complete all as specified and directed during first year commencing next day after completion of Phase-I Scope of work (a) Operation and maintenance shall include washing / cleaning of Solar PV Modules on weekly basis. (b) Checking Electrical Parameter of the installed power plant. (c) The washing and cleaning of PV modules to be done by using spray nozzles cleaning system. Note:- Cost of all spare parts for Comprehensive maintenance in the first year shall be covered in defects liability period of Phase-I (Two year after completion of Phase-I). The contractor is deemed to have accounted for the same while quoting rate for this item.

Note:- Cost of all spare parts for Comprehensive maintenance in the fifth year is deemed to be included in this item quoted rate. The contractor is deemed to have accounted for the same while quoting rate for this item. Note for phase-II : (i) Minimum Performance ratio during the period of Operation and maintenance shall not be less than 75% on quarterly basis according to the data obtained from SCADA (ii) The contractor shall submit SPV generation data along with the radiation data in Excel sheet format on quarterly basis.
