HILL AND NH-326 CROSSING AT CH. 124 Km (by HDD Method)
Complete work for Installation of carrier pipeline of size 12" NB, 7.1 mm wall thickness, API 5L Gr. X- 70 & CS Conduit pipe size 6" NB, 6.4 mm thk., IS 3589, Fe 410 for HDPE Duct/OFC across Hill and NH-326 by HDD method (between the limits as defined in drawing - detailed construction drawings shall be prepared by the contractor duly approved by GAIL/MECON) including design, preparation of design basis report, detail execution philosophy, risk mitigation philosophy, detail engineering as per specification, approved procedures & applicable approved drawings. The job includes execution of the complete crossing and associated works, but not limited to following works in accordance with specifications, scope of work and instruction of EIC and as per provision of Contract document.
Mobilization & demobilization as per contractor's scope of supply of all materials and consumables, HDD machine & other associated equipment, manpower and other resources to work site including handling, loading, unloading, aligning, etc. Acquiring the required land by Contractor for storage, fabrication, site preparation and develop temporary approach access to work site for transportation of pipes and other construction equipments etc. for execution of the works.
Geotechnical survey data is enclosed in bid document to the extent available for reference pupose . The strata mainly consists of Hard rock/ disintegrated rock/ boulders/ cobles/ gravels. Bidder/Contractor may ascertain the bore hole data by taking random samples if they feel the necessity. However MECON/GAIL shall not be held responsible for the change of strata if found to be variable. Carry out all other additional surveys, if required, for collecting data relevant to design & construction of crossing, engineering & design calculation, preparation of all necessary construction drawing duly approved by owner / concerned authority.
Work/construction permit for the Hill and NH crossing as well as utility crossings (if any) encountered during the crossing prior to start of the execution work from respective concerned authority/ Engineer In Charge.
Drilling to the required depth including maintenance of drill hole in all types of soil strata (including soft or hard rock/boulders/cobbles/gravles), all depth to accommodate the pipeline and CS conduit at all conditions of the Hill and NH crossing by HDD method.
Installation of the proposed pipeline along with CS conduit at an approx. depth of 160 m below the hill top and approx. depth of 75 m below NH or as per approved profile or as desired by concerned authority / as per instruction of EIC (whichever is more/stringent) by HDD method to the correct profile as per approved drawings.
Supply of 40 mm, permanently lubricated HDPE Telecom DUCT (quantity of HDPE Duct shall be two times the approved HDD profile length + 80 mtrs) (if the HDD Profile length changes, accordingly the HDPE duct length shall be changed), Factory Acceptance Testing as per specification, Supply of spare HDPE accessories like End Plugs (EP), Cable Sealing Plugs (CSP), End Caps (EC) etc. complete in all respect as per specification and as per direction of EIC). For Laying 2 runs of HDPE Duct, separate drums of HDPE Duct shall be supplied. The HDPE Duct must be procured after approval of HDD profile during detail engineering. Accordingly, quantity of HDPE Duct shall be two times the approved HDD profile length + 80 mtrs
Supply of 24 fibre composite Optical fibre cable as per the TS No. MEC/TS/05/E5/T/096, (24 Fibre G-652D) (quantity of OFC shall be two times the approved HDD profile length + 100 mtrs)(if the HDD Profile length changes, accordingly the OFC length shall be changed), Factory Acceptance Testing as per specification, etc. complete in all respect as per specification and as per direction of EIC). OFC shall be laid in both the run of HDPE duct. If the HDD Profile length changes, accordingly the OFC drum length shall be changed. The OFC must be procured after approval of HDD profile during detail engineering. Accordingly, quantity of OFC shall be two times the approved HDD profile length + 100 mtrs
Installation of 40mm OD, permanently lubricated HDPE Telecom ducts (2 Runs), in HDD section through CS conduit in all type of soil & terrain, excavation & work for HDD as required, cleaning and sealing of ducts at the end of laid lengths, Duct Integrity Testing of supplied 2 runs of 40 mm OD permanently lubricated HDPE Telecom Duct, jointing (wherever deemed necessary by EIC) of HDPE conduit, supply and installation of HDPE Duct accessories (HDPE accessories required including Fusion Couplers, End Plugs, Cable Sealing Plugs, End Caps, etc. suitable & sufficient for supplied Duct.),Testing of laid permanently lubricated HDPE ducts, rectification / modification if required, cleaning and sealing of ducts at the end of laid lengths,preparation of report all complete as per tender & as per direction of EIC. For payment purpose running HDD length (for each run of duct) shall be considered. Jointing of HDPE Ducts shall be avoided as much as possible.
All activities pertaining to Blowing / Laying of optical fiber cable in each of the laid 40 mm HDPE telecom duct (after testing of OFC drum at site), Blowing/Laying of OFC cable to be done in both the ducts installed in CS conduit, testing of OFC before Blowing/laying, cable sealing etc. using all materials required complete as per specifications and drawing provided in the bid document & as per direction of EIC. (spare loop of 10 Meter at Blowing Pit, 20 Meter at Jointing Pit shall be provided).
Testing of the laid OFC (including OTDR Test of the laid OFC and end to end Power Testing of laid OFC), Identification of the fault, Rectification, preparation of reports, reconciliation of OFC etc., all testing reports in the format provided in the tender, CD of all fibre OTDR traces, work complete in all respect with all necessary accessories for all location, final acceptance / Handing over of the OFC to other contractor, all works complete as per the tender and as per the direction of Engineer in charge. For Testing details, Refer tender .
Supply and installation of OFC Jointing pit (RCC pit as per MECON dwg) at both ends of the HDD, including complete sand filling etc all complete as per spec, drawing provided in the bid document. The Jointing pit shall be provided 2 nos. each at each end of the HDD (1 each at each end for each run of HDPE duct with OFC) and 1 no. at each planned/ unplanned joint location. Supply and installation of OFC Joint Marker at every location of OFC Jointing Pit. Scope also includes supply of Jointing Closure (24F) for each Joint Pit. The Joint closure shall be handed over to other contractor for Jointing of Laid OFC. In addition, if Jointing is done by the bidder, supply and installation of Jointing Closure (24F) for each OFC joint done by the bidder is included in scope of the bidder.
Supply, Installation & Commissioning of Electronic Marker System as per specification , test certificate and documents etc. consisting of Electronic Markers (To be buried underground along with each OFC Jointing Pit at each ends) and Electronic Maker Locator. The electronic marker shall be provided for each Jointing pit supplied by bidder and 1 no. Electronic Marker Locator shall be provided.
Carrying out cleaning, gauging and post installation hydrostatic testing of complete pipeline section laid by HDD method as approved by Owner to specified test pressure (1.5 times the design pressure, not exceeding 95% of SMYS at any location) for minimum 24 hours holding period; providing all equipment, pumps, test headers, fittings, instruments, dead weight tester, pressure recorder, etc., and services, supervision, labour, consumables, water including supply of corrosion inhibitor, air, etc. as required for successful completion of hydrotesting of pipeline to acceptance criteria defined in the specifications; complete dewatering and swabbing of the pipeline.
Supply and providing end seal at both ends of CS conduit.
Backfilling of the ditch / trench including restoration, clean-up of area, disposal of drilling fluid & waste, etc. to the satisfaction of Owner / Concerned Authority and getting NOC from concerned authority.
Preparation and submission of as built drawings & other drawings, etc. duly approved by Owner.
Hill and NH-326 Crossing at minimum cover mentioned as above at chainage 124 Km ( Approx.) (Ref. Alignment sheets/Crossing Detail Drawing enclosed in bid document)
Crossing of Hill and NH-326 alongwith adjacent road / asphalted road / drain / nala, if any, for carrier pipeline of size 12" NB, 7.1 mm wall thickness, API 5L Gr. X- 70, CS conduit for HDPE Duct/OFC, HDPE Duct & OFC
Notes: (i) As per available survey report enclosed in the bid document, sub-soil strata mainly consists of Hard rock/ disintegrated rock/ boulders/cobles/ gravels. Surrounding consists of highly undulated terrain with steep valley and forest area. Elevation difference between entry and exit points is around 190m. Crossing width and soil strata indicated in the bid document may vary as per site condition. Bidders are advised to visit the site and carry out confirmatory bore-logs if felt necessary, before quoting, for actual assessment of extent of crossing, quantum of work, site condition, soil strata and to assess the extent of cover which may have to be provided. Actual string length for HDD shall be as per design calculations so that pipe is not under stress as permitted by codes/ specifications. Final length of string shall be decided after decision of minimum cover requirement by concerned Authority/ Engineer-in-charge.
(ii) The Bidder has to quote for X-ing alongwith 6" CS conduit. It is sole discretion of the Contractor to do HDD crossing of mainline pipe as well as CS conduit pipe either by suitabily strapping together both the carrier pipe & CS conduit and pulled through the same drill hole or making separate HDD for 6" CS conduit for OFC laying at minimum 4m distance apart from centreline of HDD of mainline either side. No separate payment for HDD for 6" CS conduit shall be paid in any of the two cases.
(iii) Payment shall be made only for the tied-in carrier pipeline length as per approved profile or actual executed profile whichever is less. The payment for same item rate is inclusive of blowing of OFC inside 2 nos. HDPE duct in CS conduit, which is laid by HDD method and no separate payments shall be made under any other clause mentioned elsewhere.
(iv) Geo-technical investigation & topographical survey data reports to the extent available are attached with the tender document. Contractor, if required, may verify the authenticity of the data provided during execution at no additional cost to Owner. However, any additional geotechnical investigation at new location (min. 50 m away from the existing borehole location) carried out as per PJS/TS and instruction of EIC shall be paid separtely as per relevant SOR item available elsewhere.The contractor shall submit design calculation and all construction (profile) drawings, survey data for GAIL / PMC approval. Work shall start only after approval of the above.
(v) Contractor shall not be entilted for any extra payment due to change of strata, location / area constraint, higher capacity of rig, etc.
(vi) Preparation of pipeline & CS conduit string including welding, coating and pre-testing of carrier pipe and making the pipeline ready for installation by HDD method are exclusive of above item number and their payment shall be made under other item number mentioned elsewhere in SOR. (vii) Void (viii) The above works is excluding supply of required length of CS conduit which is covered elsewhere in the SOR.
TCP WORK
Supply, packing, transportation to site, storage, installation, testing & commissioning of the Temporary Cathodic Protection system using Mg (Min 5.0 Kg Each) galvanic anodes to protect the external surface of 3LPE Coated pipe at Hill and NH crossing by HDD against corrosion for a design life of minimum 2 years as per standard specification No.- MEC/S/05/E9/016A for temporary cathodic protection system, Scope of work/PJS, Data Sheets & tender drawings. Scope shall also include but not limited to the following for completion of jobs:
Sacrificial anodes- Pre packed Mg anodes
Prepacked Magnesium anodes for Carrier Pipe protection (Min 5.0 Kg Each) as per tender specification (1/2/3/4 Nos. of anodes) at both side of HDD crossing. (02 nos. on each side)
Supply, laying, termination, Glanding and ferruling TCP-Cables--The Cables shall be annealed high conductivity, stranded copper conductor, 650/1100V grade, XLPE Insulated & PVC Sheathed in new/existing test stations.

PIPELINE STRING PREPARATION & PRE-TESTING FOR CROSSING BY HDD METHOD
"Receiving and taking-over" as defined in the specification, handling, loading, transportation and unloading of Owner supplied externally corrosion coated line pipes and other Owner supplied materials from Owner's designated place(s) of issue/ dump site(s) to Contractor's own stock-yard(s)/ Work Shop(s)/ work-site(s) including stringing of line pipes on the desired alignment required for pulling of pipeline string during HDD operation, preparation of pipeline string of coated linepipe, associated fittings and accessories, etc. of following sizes given below, including executing all works; arrangement of all additional land or working space required for string preparation/during pulling (if required), Contractor's storage, fabrication, access for construction; supply of all materials (except Owner supplied materials), consumables, labour and other incidental works; return of the surplus pipes to the Owner's designated stockyard(s); carrying out all temporary, ancillary, auxiliary works required to make the pipeline ready for insertion by HDD method as per drawings, specifications, scope of work indicated in SCC and other provisions of Contract document and instructions of Owner, including but not limited to carrying out the following works:
Carrying out repairs of pipe defects/ replacement in case of irreparable defects and repairs of defects of pipe coating not attributable to Owner including defects/ damages occurring during transportation/ handling after taking over from Owner by Contractor including management of their own dump site, if required.
Stringing of line pipes along the desired & approved alignment required for pulling of pipeline string during HDD operation including providing straw/ sand/ soft soil bags, soft padding/ sand padding.
Aligning, bending, cutting and bevelling (as required) of pipes for welding and field adjustments, welding, carrying out destructive/ non-destructive testing of welds as required as per specification including 100% radiography by X-Ray and providng all requisite equipment, labour, supervision, materials, films, consumables all facilities and personnel to process, develop, examine and interpret radiographs and other tests, as required, carrying out repairs of weld joints found defective by Owner, carrying out re-radiography and other tests such as ultrasonic etc. as required on repaired joints etc. as mentioned in SCC & particular job specification.
Supply of special type "Dirax" or equivalent heat shrink sleeves coating materials for all field joints including special type coating repair patch material as per specifications compatible with 3-Layer PE Coating as per tender specifications with prior approval of Owner.
Coating of all field weld joints.
Carrying out cleaning through pigging, gauging, water filling, pre-hydrotesting, of complete pipeline in one section/ test sections as approved by Owner to specified test pressure (1.5 times of the design pressure) for minimum 6 (six) hours holding period; providing all equipment, pumps, test headers, fittings, pressure & temperature instruments etc., and services, supervision, labour, consumables, water, air, etc. as required; detection of leaks, if any occurred during pre-hydrotesting, attributable to Contractor and rectification of defects, re-testing after rectification with due approval of Owner, successful completion of pre-hydrotesting including dewatering of pipeline to acceptance criteria defined in the specifications.
(Note : Leak detection, its rectification and successfully re-hydrotesting shall be carried out by Contractor with a view that completion of all activity for successful pre-hydrotesting is not inordinately extended, which will hamper the overall project schedule. Further, no extra payment claim shall be entertained for re-hydrotesting, leak detection and their rectifications if defects found attributable to Contractor.)
Final clean-up and restoration of additional land / right of use / corridor including obtaining NOC from respective land owners & statutory authorities if required, and disposal of debris and returning surplus material to Owner's designated disposal area(s)/ stockyard(s) as directed by Owner.
Preparation of pipe-book and other records as specified in the specifications
All welded joints of pipeline string shall be 100% radiographically tested by X-ray.

CS CONDUIT SUPPLY AND STRING PREPARATION FOR CROSSING BY HDD METHOD
Complete work of Supply of CS conduit pipes including all taxes, duties, transportation and inspection charges and Transportation including loading, unloading, handling of CS conduit pipe from Contractor's storage point to work at site, including stringing of CS conduit pipes on the desired alignment required for pulling of pipeline string during HDD operation, preparation of string of CS conduit at approved crossing length including all accessories, etc. of required sizes including executing all works; arrangement of all additional land required for Contractor's storage, fabrication, access for construction; supply of all materials, if any, consumables, labour and other incidental works; carrying out all temporary, ancillary, auxiliary works required to make the pipeline ready for insertion by HDD method as per drawings, relevant specifications, scope of work indicated in SCC, specification and instructions of Engineer-in-charge and other provisions of Contract document and instructions of Owner, including but not limited to carrying out the following works:

Supply & string preparation of CS Conduit pipe 6'' NB, 6.4 mm thk., IS 3589, Fe410 or equivalent for HDPE duct / OFC
Coating of CS conduit with coal tar epoxy coating of minimum 600 microns (after proper cleaning) including supply of coating material, consumables etc.
Notes: (i) Payment for above item shall be made only for the length of final pulled length or as per approved drawing whichever is less. Installation of CS conduit pipeline string by HDD method is exclusive of above item and payment for the same shall be made under other SOR item mentioned elsewhere in SOR.
REPAIR OF DEFECTS IN LINE PIPE AND PIPE COATING (ATTRIBUTABLE TO OWNER)
Repair of Owner supplied line pipe and external corrosion coating of all thicknesses noted at the time of taking delivery by Contractor, including performing all works as per specifications and directions of Owner.
Repair of coating defects in 3-Layer PE Coating
Repair of Holiday in Coating
Supply of all coating repair materials as per specification to be compatible with line pipe coating material and as per the requirements of the relevant specifications, supply of all consumables, utilities, equipment, and all manpower required, pipe cleaning and surface preparation repairing of coating defects (resulting in holiday in coating) and testing including all handling, transportation, etc. for line pipes, performing all works necessary for the completion of the works strictly in accordance with the relevant specification and instructions of Owner. This rate shall be applicable per sq.cm of the exposed steel area.
Repair of Defects in Pipes of all sizes and thickness
Cutting and rebevelling of each end of pipe(dents / damage in bevels exceeding 3mm in depth)
Jack out (dents in bevels ranging between 1mm and 3mm in depth)
LEAKS/ BURSTS (ATTRIBUTABLE TO OWNER)
Major Leak/ Bursts which can be located by visual observation occured during pre-hydrotesting. All works for locating & detection of leak/ burst including necessary repairing/ replacing defective pipe lengths, including cutting out and removing the defective pipe, pretesting the replacement pipe, welding into pipeline string subjected for re-testing and NDT of welds, clean-up, retesting the full test section of pipeline including providing all labour, materials, consumables and inputs other than Owner supplied materials and performing all works as per drawings, specifications enclosed with the tender/ contract document and directions of Owner.

Note: (1) This rate is applicable for manufacturing defects in Owner supplied material only.
(2) Leak detection, its rectification and successfully re-hydrotesting shall be carried out as per approved procedure by Contractor with a view that completion of all activity for successful hydrotesting is not inordinalely extended which will hamper the overall project schedule.
IDLE TIME PRESERVATION
Preservation of complete HDD pipeline section (installed by Contractor) and its maintenance upto (01) one month by filling and pressurising the pipeline section with nitrogen to a positive pressure of 2 bars (g). Supply and maintenance of nitrogen at required pressure, including supply of all consumables, nitrogen, all equipment, manpower, etc., complete as per requirement of specifications, other provisions of contract document and instruction of Engineer In-charge.
Preservation and maintenance of pipeline at positive pressure of 2 (two) bars(g) beyond 1 month
Notes: i) Arrangement required for idle time preservation i.e. all required fabrication works for blanking at both ends, providing the provision for filling & venting of nitrogen and all necessary arrangement as required shall be done by the contractor as per instruction of EIC. ii) If month is partially completed, payment shall be made on pro-rata basis. iii) Contractor have to take prior permission from EIC for preservation & maintenance of HDD section.
VIDEOGRAPHY & PHOTOGRAPHY
Carrying out the videography and photography of all the HDD construction activities.i.e. Stringing, Welding, Radiography, Pre-hydrotesting, Joint Coating, all HDD activities, tie in, post hydrotesting, restoration etc performing all works as per specification of EIC and other provision of contract document.
ROUTE SURVEY & GEO-TECHNICAL SURVEY WORK
DETAILED ROUTE SURVEY
Carrying out detailed route survey in cross country location (plain areas and hilly terrain) for execution of HDD of hydrocarcarbon pipeline as per scope of Work, including providing all manpower, tools, tackles, materials, equipments, other support facilities (including mobilization and demobilization) necessary for the survey and associated work etc. in accordance with the Technical Specification, drawings and other provisions of the Tender Document and instructions of the Engineer-in-charge.
GEOTECHNICAL/ SOIL INVESTIGATION
Carrying out additional Geotechnical/Soil Investigation for the depth specified and as specified for various locations along the Detail survey Route in Cross country (plain areas and hilly terrain) as listed in detail in the scope of work, including providing all manpower, tools, tackles, materials, soil testing equipment, other equipment, other support facilities necessary for the geotechnical investigation and associated work along with submission of Final Geotechnical Report, Drawings, Data etc. (in One Lot) in an approved format in accordance with the Technical Specification, drawings, approved QAP, implementation schedule and other provisions of the Tender Document and instructions of the Engineer-in-charge. (Minimum no. of Boreholes shall be 3 Nos.)
Boring of minimum 150 mm dia boreholes at all location & depths as specified in scope of work at any terrain through all kinds of soil excluding rock/boulder.
Drilling through rock/boulder strata (where SPT value is greater than 100) with minimum Nx size bit at all location & depths as specified in scope of work at any terrain and as per instruction of Engineer-in-charge.

Magnetic Cleaning and Electronic Geometry Pigging
Mobilisation/demobilisation of pigging tools, tackles, consumables, accessories and personnel by contractor at work site including but not limited to magnet pig, electronic geometry pigs and pig tracking device, temporary launcher and receiver as per specification and other provision of the bid document including supply of material, equipment, manpower, etc. as required for geometry inspection and magnet cleaning including calibration of magnetic and caliper tools at works site, running of adequate no. of magnet pigs and electronic geometry pigs (caliper) including pig tracking for successful completion of work, preparation of site report on pipeline, data analysis at Contractors facility as per specification and provisions of the Bid Document.
(i) The bidder must indicate currency(ies) against each quoted item of the SOR.
(ii) The total amount shall also be given by the bidder in the quoted currency(ies). (iii) Contractor shall be responsible for successul execution of the work tendered. Failure of activities i.e.; Pulling, Gauging, Post Hydro testing etc. shall be responsibility of Contractor and no payment on account of any such activity shall be payable to contractor; moreover, earlier successive payments made through RA bills shall also be recovered. Loss of free issue material occurred due to failure shall be treated in line with the provision of reconciliation of free issue material.

HILL AND RIVER CROSSING AT CH. 152 Km (by HDD Method)
Complete work for Installation of carrier pipeline of size 12" NB, 7.1 mm wall thickness, API 5L Gr. X- 70 & CS Conduit pipe size 6" NB, 6.4 mm thk., IS 3589, Fe 410 for HDPE Duct/OFC across Hill and River by HDD method (between the limits as defined in drawing - detailed construction drawings shall be prepared by the contractor duly approved by GAIL/MECON) including design, preparation of design basis report, detail execution philosophy, risk mitigation philosophy, detail engineering as per specification, approved procedures & applicable approved drawings. The job includes execution of the complete crossing and associated works, but not limited to following works in accordance with specifications, scope of work and instruction of EIC and as per provision of Contract document.
Mobilization & demobilization as per contractor's scope of supply of all materials and consumables, HDD machine & other associated equipment, manpower and other resources to work site including handling, loading, unloading, aligning, etc. Acquiring the required land by Contractor for storage, fabrication, site preparation and develop temporary approach access to work site for transportation of pipes and other construction equipments etc. for execution of the works.
Geotechnical and Hydrological survey data is enclosed in bid document to the extent available for reference purpose. The soil strata mainly consists of Hard rock/ disintegrated rock/ boulders/ cobles/ gravels. Bidder/Contractor may ascertain the bore hole data by taking random samples if they feel the necessity. However MECON/GAIL shall not be held responsible for the change of strata if found to be variable. Carry out all other additional surveys, if required, for collecting data relevant to design & construction of crossing, engineering & design calculation, preparation of all necessary construction drawing duly approved by owner / concerned authority.
Work/construction permit for the Hill and River crossing as well as utility crossings (if any) encountered during the crossing prior to start of the execution work from respective concerned authority/ Engineer In Charge.
Drilling to the required depth including maintenance of drill hole in all types of soil strata (including soft or hard rock/boulders/cobbles/gravles), all depth to accommodate the pipeline and CS conduit at all conditions of the Hill and River crossing by HDD method.
Installation of the proposed pipeline along with CS conduit at an approx. depth of 90 m below the hill top and approx. depth of 10 m below River LBL or as per approved profile or as desired by concerned authority / as per instruction of EIC (whichever is more/stringent) by HDD method to the correct profile as per approved drawings.
Supply of 40 mm, permanently lubricated HDPE Telecom DUCT (quantity of HDPE Duct shall be two times the approved HDD profile length + 80 mtrs) (if the HDD Profile length changes, accordingly the HDPE duct length shall be changed), Factory Acceptance Testing as per specification, Supply of spare HDPE accessories like End Plugs (EP), Cable Sealing Plugs (CSP), End Caps (EC) etc. complete in all respect as per specification and as per direction of EIC). For Laying 2 runs of HDPE Duct, separate drums of HDPE Duct shall be supplied. The HDPE Duct must be procured after approval of HDD profile during detail engineering. Accordingly, quantity of HDPE Duct shall be two times the approved HDD profile length + 80 mtrs
Supply of 24 fibre composite Optical fibre cable as per the TS No. MEC/TS/05/E5/T/096, (24 Fibre G-652D) (quantity of OFC shall be two times the approved HDD profile length + 100 mtrs)(if the HDD Profile length changes, accordingly the OFC length shall be changed), Factory Acceptance Testing as per specification, etc. complete in all respect as per specification and as per direction of EIC). OFC shall be laid in both the run of HDPE duct. If the HDD Profile length changes, accordingly the OFC drum length shall be changed. The OFC must be procured after approval of HDD profile during detail engineering. Accordingly, quantity of OFC shall be two times the approved HDD profile length + 100 mtrs
Installation of 40mm OD, permanently lubricated HDPE Telecom ducts (2 Runs), in HDD section through CS conduit in all type of soil & terrain, excavation & work for HDD as required, cleaning and sealing of ducts at the end of laid lengths, Duct Integrity Testing of supplied 2 runs of 40 mm OD permanently lubricated HDPE Telecom Duct, jointing (wherever deemed necessary by EIC) of HDPE conduit, supply and installation of HDPE Duct accessories (HDPE accessories required including Fusion Couplers, End Plugs, Cable Sealing Plugs, End Caps, etc. suitable & sufficient for supplied Duct.),Testing of laid permanently lubricated HDPE ducts, rectification / modification if required, cleaning and sealing of ducts at the end of laid lengths,preparation of report all complete as per tender & as per direction of EIC. For payment purpose running HDD length (for each run of duct) shall be considered. Jointing of HDPE Ducts shall be avoided as much as possible.
All activities pertaining to Blowing / Laying of optical fiber cable in each of the laid 40 mm HDPE telecom duct (after testing of OFC drum at site), Blowing/Laying of OFC cable to be done in both the ducts installed in CS conduit, testing of OFC before Blowing/laying, cable sealing etc. using all materials required complete as per specifications and drawing provided in the bid document & as per direction of EIC. (spare loop of 10 Meter at Blowing Pit, 20 Meter at Jointing Pit shall be provided).
Testing of the laid OFC (including OTDR Test of the laid OFC and end to end Power Testing of laid OFC), Identification of the fault, Rectification, preparation of reports, reconciliation of OFC etc., all testing reports in the format provided in the tender, CD of all fibre OTDR traces, work complete in all respect with all necessary accessories for all location, final acceptance / Handing over of the OFC to other contractor, all works complete as per the tender and as per the direction of Engineer in charge. For Testing details, Refer tender .
Supply and installation of OFC Jointing pit (RCC pit as per MECON dwg) at both ends of the HDD, including complete sand filling etc all complete as per spec, drawing provided in the bid document. The Jointing pit shall be provided 2 nos. each at each end of the HDD (1 each at each end for each run of HDPE duct with OFC) and 1 no. at each planned/ unplanned joint location. Supply and installation of OFC Joint Marker at every location of OFC Jointing Pit. Scope also includes supply of Jointing Closure (24F) for each Joint Pit. The Joint closure shall be handed over to other contractor for Jointing of Laid OFC. In addition, if Jointing is done by the bidder, supply and installation of Jointing Closure (24F) for each OFC joint done by the bidder is included in scope of the bidder.
Supply, Installation & Commissioning of Electronic Marker System as per specification , test certificate and documents etc. consisting of Electronic Markers (To be buried underground along with each OFC Jointing Pit at each ends) and Electronic Maker Locator. The electronic marker shall be provided for each Jointing pit supplied by bidder and 1 no. Electronic Marker Locator shall be provided.
Carrying out cleaning, gauging and post installation hydrostatic testing of complete pipeline section laid by HDD method as approved by Owner to specified test pressure (1.5 times the design pressure, not exceeding 95% of SMYS at any location) for minimum 24 hours holding period; providing all equipment, pumps, test headers, fittings, instruments, dead weight tester, pressure recorder, etc., and services, supervision, labour, consumables, water including supply of corrosion inhibitor, air, etc. as required for successful completion of hydrotesting of pipeline to acceptance criteria defined in the specifications; complete dewatering and swabbing of the pipeline.
Supply and providing end seal at both ends.
Backfilling of the ditch / trench including restoration, clean-up of area, disposal of drilling fluid & waste, etc. to the satisfaction of Owner / Concerned Authority and getting NOC from concerned authority.
Preparation and submission of as built drawings & other drawings, etc. duly approved by Owner.
Hill and River Crossing at minimum cover mentioned as above at chainage 152 Km ( Approx.) (Ref. Alignment sheets/Crossing Detail Drawing enclosed in bid document)
Crossing of Hill and River alongwith adjacent road / asphalted road / drain / nala, if any, for carrier pipeline of size 12" NB, 7.1 mm wall thickness, API 5L Gr. X- 70, CS conduit for HDPE Duct/OFC, HDPE Duct & OFC
Notes: (i) As per available survey report enclosed in the bid document, sub-soil strata mainly consists of Hard rock/ disintegrated rock/ boulders/ gravels. Surrounding consists of highly undulated terrain with forest area. Crossing width and soil strata indicated in the bid document may vary as per site condition. Bidders are advised to visit the site and carry out confirmatory bore-logs if felt necessary, before quoting, for actual assessment of extent of crossing, quantum of work, site condition, soil strata and to assess the extent of cover which may have to be provided. Actual string length for HDD shall be as per design calculations so that pipe is not under stress as permitted by codes/ specifications. Final length of string shall be decided after decision of minimum cover requirement by concerned Authority/ Engineer-in-charge.
(ii) The Bidder has to quote for X-ing alongwith 6" CS conduit. It is sole discretion of the Contractor to do HDD crossing of mainline pipe as well as CS conduit pipe either by suitabily strapping together both the carrier pipe & CS conduit and pulled through the same drill hole or making separate HDD for 6" CS conduit for OFC laying at minimum 4m distance apart from centreline of HDD of mainline either side. No separate payment for HDD for 6" CS conduit shall be paid in any of the two cases.
(iii) Payment shall be made only for the tied-in carrier pipeline length as per approved profile or actual executed profile whichever is less. The payment for same item rate is inclusive of blowing of OFC inside 2 nos. HDPE duct in CS conduit, which is laid by HDD method and no separate payments shall be made under any other clause mentioned elsewhere.
(iv) Geo-technical investigation and hydrological survey data reports to the extent available are attached with the tender document. Contractor, if required, may verify the authenticity of the data provided during execution at no additional cost to Owner. However, any additional geotechnical investigation at new location (min. 50 m away from the existing borehole location) carried out as per PJS/TS and instruction of EIC shall be paid separtely as per relevant SOR item available elsewhere. The contractor shall submit design calculation and all construction (profile) drawings, survey data for GAIL / PMC approval. Work shall start only after approval of the above.
(v) Contractor shall not be entilted for any extra payment due to change of strata, location / area constraint, higher capacity of rig, etc.
(vi) Preparation of pipeline & CS conduit string including welding, coating and pre-testing of carrier pipe and making the pipeline ready for installation by HDD method are exclusive of above item number and their payment shall be made under other item number mentioned elsewhere in SOR. (vii) Void (viii) The above works excludes supply of required length of CS conduit which is covered elsewhere in the SOR.
TCP WORK
Supply, packing, transportation to site, storage, installation, testing & commissioning of the Temporary Cathodic Protection system using Mg (Min 5.0 Kg Each) galvanic anodes to protect the external surface of 3LPE Coated pipe at Hill and River crossing by HDD against corrosion for a design life of minimum 2 years as per standard specification No.- MEC/S/05/E9/016A for temporary cathodic protection system, Scope of work/PJS, Data Sheets & tender drawings. Scope shall also include but not limited to the following for completion of jobs:

Prepacked Magnesium anodes for Carrier Pipe protection (Min 5.0 Kg Each) as per tender specification (1/2/3/4 Nos. of anodes) at both side of HDD crossing. (02 nos. on each side)

PIPELINE STRING PREPARATION & THEIR PRE-TESTING FOR CROSSING BY HDD METHOD
"Receiving and taking-over" as defined in the specification, handling, loading, transportation and unloading of Owner supplied externally corrosion coated line pipes and other Owner supplied materials from Owner's designated place(s) of issue/ dump site(s) to Contractor's own stock-yard(s)/ Work Shop(s)/ work-site(s) including stringing of line pipes on the desired alignment required for pulling of pipeline string during HDD operation, preparation of pipeline string of coated linepipe, associated fittings and accessories, etc. of following sizes given below, including executing all works; arrangement of all additional land or working space required for string prepartion/during pulling (if required), Contractor's storage, fabrication, access for construction; supply of all materials (except Owner supplied materials), consumables, labour and other incidental works; return of the surplus pipes to the Owner's designated stockyard(s); carrying out all temporary, ancillary, auxiliary works required to make the pipeline ready for insertion by HDD method as per drawings, specifications, scope of work indicated in SCC and other provisions of Contract document and instructions of Owner, including but not limited to carrying out the following works:
Carrying out repairs of pipe defects/ replacement in case of irreparable defects and repairs of defects of pipe coating not attributable to Owner including defects/ damages occurring during transportation/ handling after taking over from Owner by Contractor including management of their own dump site, if required.
Stringing of line pipes along the desired & approved alignment required for pulling of pipeline string during HDD operation including providing straw/ sand/ soft soil bags, soft padding/ sand padding.
Aligning, bending, cutting and bevelling (as required) of pipes for welding and field adjustments, welding, carrying out destructive/ non-destructive testing of welds as required as per specification including 100% radiography by X-Ray and providng all requisite equipment, labour, supervision, materials, films, consumables all facilities and personnel to process, develop, examine and interpret radiographs and other tests, as required, carrying out repairs of weld joints found defective by Owner, carrying out re-radiography and other tests such as ultrasonic etc. as required on repaired joints etc. as mentioned in SCC & particular job specification.
Supply of special type "Dirax" or equivalent heat shrink sleeves coating materials for all field joints including special type coating repair patch material as per specifications compatible with 3-Layer PE Coating as per tender specifications with prior approval of Owner.
Coating of all field weld joints.
Carrying out cleaning through pigging, gauging, water filling, pre-hydrotesting, of complete pipeline in one section/ test sections as approved by Owner to specified test pressure (1.5 times of the design pressure) for minimum 6 (six) hours holding period; providing all equipment, pumps, test headers, fittings, pressure & temperature instruments etc., and services, supervision, labour, consumables, water, air, etc. as required; detection of leaks, if any occurred during pre-hydrotesting, attributable to Contractor and rectification of defects, re-testing after rectification with due approval of Owner, successful completion of pre-hydrotesting including dewatering of pipeline to acceptance criteria defined in the specifications.
(Note : Leak detection, its rectification and successfully re-hydrotesting shall be carried out by Contractor with a view that completion of all activity for successful pre-hydrotesting is not inordinately extended, which will hamper the overall project schedule. Further, no extra payment claim shall be entertained for re-hydrotesting, leak detection and their rectifications if defects found attributable to Contractor.)
Final clean-up and restoration of additional land / right of use / corridor including obtaining NOC from respective land owners & statutory authorities if required, and disposal of debris and returning surplus material to Owner's designated disposal area(s)/ stockyard(s) as directed by Owner.

Supply of all coating repair materials as per specification to be compatible with line pipe coating material and as per the requirements of the relevant specifications, supply of all consumables, utilities, equipment, and all manpower required, pipe cleaning and surface preparation repairing of coating defects (resulting in holiday in coating) and testing including all handling, transportation, etc. for line pipes, performing all works necessary for the completion of the works strictly in accordance with the relevant specification and instructions of Owner. This rate shall be applicable per sq.cm of the exposed steel area.

All works for locating & detection of leak/ burst including necessary repairing/ replacing defective pipe lengths, including cutting out and removing the defective pipe, pretesting the replacement pipe, welding into pipeline string subjected for re-testing and NDT of welds, clean-up, retesting the full test section of pipeline including providing all labour, materials, consumables and inputs other than Owner supplied materials and performing all works as per drawings, specifications enclosed with the tender/ contract document and directions of Owner.

Note: (1) This rate is applicable for manufacturing defects in Owner supplied material only.
(2) Leak detection, its rectification and successfully re-hydrotesting shall be carried out as per approved procedure by Contractor with a view that completion of all activity for successful hydrotesting is not inordinalely extended which will hamper the overall project schedule.
Idle Time Preservation
Preservation of complete HDD pipeline section (installed by Contractor) and its maintenance upto (01) one month by filling and pressurising the pipeline section with nitrogen to a positive pressure of 2 bars (g). Supply and maintenance of nitrogen at required pressure, including supply of all consumables, nitrogen, all equipment, manpower, etc., complete as per requirement of specifications, other provisions of contract document and instruction of Engineer In-charge.
Preservation and maintenance of pipeline at positive pressure of 2 (two) bars(g) beyond 1 month
Note: i) Arrangement required for idle time preservation i.e. all required fabrication works for blanking at both ends, providing the provision for filling & venting of nitrogen and all necessary arrangement as required shall be done by the contractor as per instruction of EIC. ii) If month is partially completed, payment shall be made on pro-rata basis. iii) Contractor have to take prior permission from EIC for preservation & maintenance of HDD section.

Carrying out the videography and photography of all the HDD construction activities.i.e. Stringing, Welding, Radiography,Pre hydrotesting, Joint Coating, all HDD activities, tie in, post hydrotesting, restoration etc performing all works as per specification of EIC and other provision of contract document.
ROUTE SURVEY & GEO-TECHNICAL SURVEY WORK
DETAILED ROUTE SURVEY
Carrying out detailed route survey in cross country location (plain areas,rivers and hilly terrain) for execution of HDD of hydrocarcarbon pipeline as per scope of Work, including providing all manpower, tools, tackles, materials, equipments, other support facilities (including mobilization and demobilization) necessary for the survey and associated work etc. in accordance with the Technical Specification, drawings and other provisions of the Tender Document and instructions of the Engineer-in-charge.
GEOTECHNICAL/ SOIL INVESTIGATION
Carrying out additional Geotechnical/Soil Investigation for the depth specified and as specified for various locations along the Detail survey Route in Cross country (plain areas, rivers and hilly terrain) as listed in detail in the scope of work, including providing all manpower, tools, tackles, materials, soil testing equipment, other equipment, other support facilities necessary for the geotechnical investigation and associated work along with submission of Final Geotechnical Report, Drawings, Data etc. (in One Lot) in an approved format in accordance with the Technical Specification, drawings, approved QAP, implementation schedule and other provisions of the Tender Document and instructions of the Engineer-in-charge. Magnetic Cleaning and Electronic Geometry Pigging
Mobilisation/demobilisation of pigging tools, tackles, consumables, accessories and personnel by contractor at work site including but not limited to magnet pig, electronic geometry pigs and pig tracking device, temporary launcher and receiver as per specification and other provision of the bid document including supply of material, equipment, manpower, etc. as required for geometry inspection and magnet cleaning including calibration of magnetic and caliper tools at works site, running of adequate no. of magnet pigs and electronic geometry pigs (caliper) including pig tracking for successful completion of work, preparation of site report on pipeline, data analysis at Contractors facility as per specification and provisions of the Bid Document.
(i) The bidder must indicate currency(ies) against each quoted item of the SOR.
(ii) The total amount shall also be given by the bidder in the quoted currency(ies). (iii) Contractor shall be responsible for successul execution of the work tendered. Failure of activities i.e.; Pulling, Gauging, Post Hydro testing etc. shall be responsibility of Contractor and no payment on account of any such activity shall be payable to contractor; moreover, earlier successive payments made through RA bills shall also be recovered. Loss of free issue material occurred due to failure shall be treated in line with the provision of reconciliation of free issue material.

HILL, RIVER AND ROAD CROSSING AT CH. 166.4 Km (by HDD Method)
Complete work for Installation of carrier pipeline of size 12" NB, 7.1 mm wall thickness, API 5L Gr. X- 70 & CS Conduit pipe size 6" NB, 6.4 mm thk., IS 3589, Fe 410 for HDPE Duct/OFC across Hill, River and Road crossing by HDD method (between the limits as defined in drawing - detailed construction drawings shall be prepared by the contractor duly approved by GAIL/MECON) including design, preparation of design basis report, detail execution philosophy, risk mitigation philosophy, detail engineering as per specification, approved procedures & applicable approved drawings. The job includes execution of the complete crossing and associated works, but not limited to following works in accordance with specifications, scope of work and instruction of EIC and as per provision of Contract document.
Mobilization & demobilization as per contractor's scope of supply of all materials and consumables, HDD machine & other associated equipment, manpower and other resources to work site including handling, loading, unloading, aligning, etc. Acquiring the required land by Contractor for storage, fabrication, site preparation and develop temporary approach access to work site for transportation of pipes and other construction equipments etc. for execution of the works.
Geotechnical survey data is enclosed in bid document to the extent available for reference. The strata mainly consists of Hard rock/ disintegrated rock/ boulders/ cobles/ gravels. Bidder/Contractor may ascertain the bore hole data by taking random samples if they feel the necessity. However MECON/GAIL shall not be held responsible for the change of strata if found to be variable. Carry out all other additional surveys, if required, for collecting data relevant to design & construction of crossing, engineering & design calculation, preparation of all necessary construction drawing duly approved by owner / concerned authority.
Work/construction permit for the Hill, River and Road crossing as well as utility crossings (if any) encountered during the crossing prior to start of the execution work from respective concerned authority/ Engineer In Charge.
Drilling to the required depth including maintenance of drill hole in all types of soil strata (including soft or hard rock/boulders/cobbles/gravels), all depth to accommodate the pipeline and CS conduit at all conditions of the Hill, River and Road crossing by HDD method.
Installation of the proposed pipeline along with CS conduit at an approx. depth of 50 m below the hill top and approx. depth of 10 m below River LBL or as per approved profile or as desired by concerned authority / as per instruction of EIC (whichever is more/stringent) by HDD method to the correct profile as per approved drawings.
Supply of 40 mm, permanently lubricated HDPE Telecom DUCT (quantity of HDPE Duct shall be two times the approved HDD profile length + 80 mtrs) (if the HDD Profile length changes, accordingly the HDPE duct length shall be changed), Factory Acceptance Testing as per specification, Supply of spare HDPE accessories like End Plugs (EP), Cable Sealing Plugs (CSP), End Caps (EC) etc. complete in all respect as per specification and as per direction of EIC). For Laying 2 runs of HDPE Duct, separate drums of HDPE Duct shall be supplied. The HDPE Duct must be procured after approval of HDD profile during detail engineering. Accordingly, quantity of HDPE Duct shall be two times the approved HDD profile length + 80 mtrs
Supply of 24 fibre composite Optical fibre cable as per the TS No. MEC/TS/05/E5/T/096, (24 Fibre G-652D) (quantity of OFC shall be two times the approved HDD profile length + 100 mtrs)(if the HDD Profile length changes, accordingly the OFC length shall be changed), Factory Acceptance Testing as per specification, etc. complete in all respect as per specification and as per direction of EIC). OFC shall be laid in both the run of HDPE duct. If the HDD Profile length changes, accordingly the OFC drum length shall be changed. The OFC must be procured after approval of HDD profile during detail engineering. Accordingly, quantity of OFC shall be two times the approved HDD profile length + 100 mtrs
Installation of 40mm OD, permanently lubricated HDPE Telecom ducts (2 Runs), in HDD section through CS conduit in all type of soil & terrain, excavation & work for HDD as required, cleaning and sealing of ducts at the end of laid lengths, Duct Integrity Testing of supplied 2 runs of 40 mm OD permanently lubricated HDPE Telecom Duct, jointing (wherever deemed necessary by EIC) of HDPE conduit, supply and installation of HDPE Duct accessories (HDPE accessories required including Fusion Couplers, End Plugs, Cable Sealing Plugs, End Caps, etc. suitable & sufficient for supplied Duct.),Testing of laid permanently lubricated HDPE ducts, rectification / modification if required, cleaning and sealing of ducts at the end of laid lengths,preparation of report all complete as per tender & as per direction of EIC. For payment purpose running HDD length (for each run of duct) shall be considered. Jointing of HDPE Ducts shall be avoided as much as possible.
All activities pertaining to Blowing / Laying of optical fiber cable in each of the laid 40 mm HDPE telecom duct (after testing of OFC drum at site), Blowing/Laying of OFC cable to be done in both the ducts installed in CS conduit, testing of OFC before Blowing/laying, cable sealing etc. using all materials required complete as per specifications and drawing provided in the bid document & as per direction of EIC. (spare loop of 10 Meter at Blowing Pit, 20 Meter at Jointing Pit shall be provided).
Testing of the laid OFC (including OTDR Test of the laid OFC and end to end Power Testing of laid OFC), Identification of the fault, Rectification, preparation of reports, reconciliation of OFC etc., all testing reports in the format provided in the tender, CD of all fibre OTDR traces, work complete in all respect with all necessary accessories for all location, final acceptance / Handing over of the OFC to other contractor, all works complete as per the tender and as per the direction of Engineer in charge. Supply and installation of OFC Jointing pit (RCC pit as per MECON dwg) at both ends of the HDD, including complete sand filling etc all complete as per spec, drawing provided in the bid document. The Jointing pit shall be provided 2 nos. each at each end of the HDD (1 each at each end for each run of HDPE duct with OFC) and 1 no. at each planned/ unplanned joint location. Supply and installation of OFC Joint Marker at every location of OFC Jointing Pit. Scope also includes supply of Jointing Closure (24F) for each Joint Pit. The Joint closure shall be handed over to other contractor for Jointing of Laid OFC. In addition, if Jointing is done by the bidder, supply and installation of Jointing Closure (24F) for each OFC joint done by the bidder is included in scope of the bidder.
Supply, Installation & Commissioning of Electronic Marker System as per specification , test certificate and documents etc. consisting of Electronic Markers (To be buried underground along with each OFC Jointing Pit at each ends) and Electronic Maker Locator. The electronic marker shall be provided for each Jointing pit supplied by bidder and 1 no. Electronic Marker Locator shall be provided.
Carrying out cleaning, gauging and post installation hydrostatic testing of complete pipeline section laid by HDD method as approved by Owner to specified test pressure (1.5 times the design pressure, not exceeding 95% of SMYS at any location) for minimum 24 hours holding period; providing all equipment, pumps, test headers, fittings, instruments, dead weight tester, pressure recorder, etc., and services, supervision, labour, consumables, water including supply of corrosion inhibitor, air, etc. as required for successful completion of hydrotesting of pipeline to acceptance criteria defined in the specifications; complete dewatering and swabbing of the pipeline.
Supply and providing end seal at both ends.
Backfilling of the ditch / trench including restoration, clean-up of area, disposal of drilling fluid & waste, etc. to the satisfaction of Owner / Concerned Authority and getting NOC from concerned authority.

Crossing of Hill, River and Road alongwith adjacent road / asphalted road / drain / nala, if any, for carrier pipeline of size 12" NB, 7.1 mm wall thickness, API 5L Gr. X- 70, CS conduit for HDPE Duct/OFC, HDPE Duct & OFC
Notes: (i) As per available survey report enclosed in the bid document, sub-soil strata mainly consists of Hard rock/ disintegrated rock/ boulders/ gravels. Surrounding consists of highly undulated terrain with forest area. Crossing width and soil strata indicated in the bid document may vary as per site condition. Bidders are advised to visit the site and carry out confirmatory bore-logs if felt necessary, before quoting, for actual assessment of extent of crossing, quantum of work, site condition, soil strata and to assess the extent of cover which may have to be provided. Actual string length for HDD shall be as per design calculations so that pipe is not under stress as permitted by codes/ specifications. Final length of string shall be decided after decision of minimum cover requirement by concerned Authority/ Engineer-in-charge.
(ii) The Bidder has to quote for X-ing alongwith 6" CS conduit. It is sole discretion of the Contractor to do HDD crossing of mainline pipe as well as CS conduit pipe either by suitabily strapping together both the carrier pipe & CS conduit and pulled through the same drill hole or making separate HDD for 6" CS conduit for OFC laying at minimum 4m distance apart from centreline of HDD of mainline either side. No separate payment for HDD for 6" CS conduit shall be paid in any of the two cases.
(iii) Payment shall be made only for the tied-in carrier pipeline length as per approved profile or actual executed profile whichever is less. The payment for same item rate is inclusive of blowing of OFC inside 2 nos. HDPE duct in CS conduit, which is laid by HDD method and no separate payments shall be made under any other clause mentioned elsewhere.
(iv) Geo-technical investigation survey data reports to the extent available are attached with the tender document. Contractor, if required, may verify the authenticity of the data provided during execution at no additional cost to Owner. However, any additional geotechnical investigation at new location (min. 50 m away from the existing borehole location) carried out as per PJS/TS and instruction of EIC shall be paid separtely as per relevant SOR item available elsewhere. Above item (A00101) also includes Hydrological Survey including Scour depth calculation for the River crossing location.The contractor shall submit design calculation and all construction (profile) drawings, survey data for GAIL / PMC approval. Work shall start only after approval of the above.
(v) Contractor shall not be entilted for any extra payment due to change of strata, location / area constraint, higher capacity of rig, etc.
(vi) Preparation of pipeline & CS conduit string including welding, coating and pre-testing of carrier pipe and making the pipeline ready for installation by HDD method are exclusive of above item number and their payment shall be made under other item number mentioned elsewhere in SOR. (vii) Void (viii) The above works excludes supply of required length of CS conduit which is covered elsewhere in the SOR.
TCP WORK
Supply, packing, transportation to site, storage, installation, testing & commissioning of the Temporary Cathodic Protection system using Mg (Min 5.0 Kg Each) galvanic anodes to protect the external surface of 3LPE Coated pipe at Hill and River crossing by HDD against corrosion for a design life of minimum 2 years as per standard specification No.- MEC/S/05/E9/016A for temporary cathodic protection system, Scope of work/PJS, Data Sheets & tender drawings. Scope shall also include but not limited to the following for completion of jobs:

PIPELINE STRING PREPARATION & THEIR PRE-TESTING FOR CROSSING BY HDD METHOD
"Receiving and taking-over" as defined in the specification, handling, loading, transportation and unloading of Owner supplied externally corrosion coated line pipes and other Owner supplied materials from Owner's designated place(s) of issue/ dump site(s) to Contractor's own stock-yard(s)/ Work Shop(s)/ work-site(s) including stringing of line pipes on the desired alignment required for pulling of pipeline string during HDD operation, preparation of pipeline string of coated linepipe, associated fittings and accessories, etc. of following sizes given below, including executing all works; arrangement of all additional land or working space required for string prepartion/during pulling (if required), Contractor's storage, fabrication, access for construction; supply of all materials (except Owner supplied materials), consumables, labour and other incidental works; return of the surplus pipes to the Owner's designated stockyard(s); carrying out all temporary, ancillary, auxiliary works required to make the pipeline ready for insertion by HDD method as per drawings, specifications, scope of work indicated in SCC and other provisions of Contract document and instructions of Owner, including but not limited to carrying out the following works:
Carrying out repairs of pipe defects/ replacement in case of irreparable defects and repairs of defects of pipe coating not attributable to Owner including defects/ damages occurring during transportation/ handling after taking over from Owner by Contractor including management of their own dump site, if required.
Stringing of line pipes along the desired & approved alignment required for pulling of pipeline string during HDD operation including providing straw/ sand/ soft soil bags, soft padding/ sand padding.
Aligning, bending, cutting and bevelling (as required) of pipes for welding and field adjustments, welding, carrying out destructive/ non-destructive testing of welds as required as per specification including 100% radiography by X-Ray and providng all requisite equipment, labour, supervision, materials, films, consumables all facilities and personnel to process, develop, examine and interpret radiographs and other tests, as required, carrying out repairs of weld joints found defective by Owner, carrying out re-radiography and other tests such as ultrasonic etc. as required on repaired joints etc. as mentioned in SCC & particular job specification.
Supply of special type "Dirax" or equivalent heat shrink sleeves coating materials for all field joints including special type coating repair patch material as per specifications compatible with 3-Layer PE Coating as per tender specifications with prior approval of Owner.
Coating of all field weld joints.
Carrying out cleaning through pigging, gauging, water filling, pre-hydrotesting, of complete pipeline in one section/ test sections as approved by Owner to specified test pressure (1.5 times of the design pressure) for minimum 6 (six) hours holding period; providing all equipment, pumps, test headers, fittings, pressure & temperature instruments etc., and services, supervision, labour, consumables, water, air, etc. as required; detection of leaks, if any occurred during pre-hydrotesting, attributable to Contractor and rectification of defects, re-testing after rectification with due approval of Owner, successful completion of pre-hydrotesting including dewatering of pipeline to acceptance criteria defined in the specifications.
(Note : Leak detection, its rectification and successfully re-hydrotesting shall be carried out by Contractor with a view that completion of all activity for successful pre-hydrotesting is not inordinately extended, which will hamper the overall project schedule. Further, no extra payment claim shall be entertained for re-hydrotesting, leak detection and their rectifications if defects found attributable to Contractor.)
Final clean-up and restoration of additional land / right of use / corridor including obtaining NOC from respective land owners & statutory authorities if required, and disposal of debris and returning surplus material to Owner's designated disposal area(s)/ stockyard(s) as directed by Owner.

Repair of Owner supplied line pipe and external corrosion coating of all thicknesses noted at the time of taking delivery by Contractor, including performing all works as per specifications and directions of Owner.

Supply of all coating repair materials as per specification to be compatible with line pipe coating material and as per the requirements of the relevant specifications, supply of all consumables, utilities, equipment, and all manpower required, pipe cleaning and surface preparation repairing of coating defects (resulting in holiday in coating) and testing including all handling, transportation, etc. for line pipes, performing all works necessary for the completion of the works strictly in accordance with the relevant specification and instructions of Owner. This rate shall be applicable per sq.cm of the exposed steel area.

All works for locating & detection of leak/ burst including necessary repairing/ replacing defective pipe lengths, including cutting out and removing the defective pipe, pretesting the replacement pipe, welding into pipeline string subjected for re-testing and NDT of welds, clean-up, retesting the full test section of pipeline including providing all labour, materials, consumables and inputs other than Owner supplied materials and performing all works as per drawings, specifications enclosed with the tender/ contract document and directions of Owner.

Note: (1) This rate is applicable for manufacturing defects in Owner supplied material only.
(2) Leak detection, its rectification and successfully re-hydrotesting shall be carried out as per approved procedure by Contractor with a view that completion of all activity for successful hydrotesting is not inordinalely extended which will hamper the overall project schedule.
Idle Time Preservation
Preservation of complete HDD pipeline section (installed by Contractor) and its maintenance upto (01) one month by filling and pressurising the pipeline section with nitrogen to a positive pressure of 2 bars (g). Supply and maintenance of nitrogen at required pressure, including supply of all consumables, nitrogen, all equipment, manpower, etc., complete as per requirement of specifications, other provisions of contract document and instruction of Engineer In-charge.
Preservation and maintenance of pipeline at positive pressure of 2 (two) bars(g) beyond 1 month
Note: i) Arrangement required for idle time preservation i.e. all required fabrication works for blanking at both ends, providing the provision for filling & venting of nitrogen and all necessary arrangement as required shall be done by the contractor as per instruction of EIC. ii) If month is partially completed, payment shall be made on pro-rata basis. iii) Contractor have to take prior permission from EIC for preservation & maintenance of HDD section.

Carrying out the videography and photography of all the HDD construction activities.i.e. Stringing, Welding, Radiography,Pre hydrotesting, Joint Coating, all HDD activities, tie in, post hydrotesting, restoration etc performing all works as per specification of EIC and other provision of contract document.
ROUTE SURVEY & GEO-TECHNICAL SURVEY WORK
DETAILED ROUTE SURVEY
Carrying out detailed route survey in cross country location (plain areas,rivers and hilly terrain) for execution of HDD of hydrocarcarbon pipeline as per scope of Work, including providing all manpower, tools, tackles, materials, equipments, other support facilities (including mobilization and demobilization) necessary for the survey and associated work etc. in accordance with the Technical Specification, drawings and other provisions of the Tender Document and instructions of the Engineer-in-charge.
GEOTECHNICAL/ SOIL INVESTIGATION
Carrying out additional Geotechnical/Soil Investigation for the depth specified and as specified for various locations along the Detail survey Route in Cross country (plain areas, rivers and hilly terrain) as listed in detail in the scope of work, including providing all manpower, tools, tackles, materials, soil testing equipment, other equipment, other support facilities necessary for the geotechnical investigation and associated work along with submission of Final Geotechnical Report, Drawings, Data etc. (in One Lot) in an approved format in accordance with the Technical Specification, drawings, approved QAP, implementation schedule and other provisions of the Tender Document and instructions of the Engineer-in-charge. Notes: 1. Above SOR items (A001001 to A001017) related to Geotechnical Investigation are applicable for additional geotechnical investigation at new location (min. 50 m away from the existing borehole location) as per PJS/TS and instruction of EIC. These SOR items related to Geotechnical Investigations are not applicable for verification of available survey data. 2. Contractor shall take due approval from EIC before execution of above item. 3. Geotechnical Investigation to be carried out prior to submission of HDD Profile for approval.
Magnetic Cleaning and Electronic Geometry Pigging
Mobilisation/demobilisation of pigging tools, tackles, consumables, accessories and personnel by contractor at work site including but not limited to magnet pig, electronic geometry pigs and pig tracking device, temporary launcher and receiver as per specification and other provision of the bid document including supply of material, equipment, manpower, etc. as required for geometry inspection and magnet cleaning including calibration of magnetic and caliper tools at works site, running of adequate no. of magnet pigs and electronic geometry pigs (caliper) including pig tracking for successful completion of work, preparation of site report on pipeline, data analysis at Contractors facility as per specification and provisions of the Bid Document.
(i) The bidder must indicate currency(ies) against each quoted item of the SOR.
(ii) The total amount shall also be given by the bidder in the quoted currency(ies). (iii) Contractor shall be responsible for successul execution of the work tendered. Failure of activities i.e.; Pulling, Gauging, Post Hydro testing etc. shall be responsibility of Contractor and no payment on account of any such activity shall be payable to contractor; moreover, earlier successive payments made through RA bills shall also be recovered. Loss of free issue material occurred due to failure shall be treated in line with the provision of reconciliation of free issue material.
