The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments'' in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet. Note: - As per JPO Note No. JBP/W/R/T-14 dated 16.09.2022 for tenders, a condition stating that "Non submission of Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet by the tenderer shall result in summarily rejection of his / their bid" shall be introduced and tender cases shall be dealt accordingly. However, cases may arrive such as the tenderer may have submitted Annexure VI B or Information in Similar format, but not audited balance sheets, or otherwise, or have submitted audited balance sheets for incomplete years, but not submitted information in Annexure VIB etc. in such cases, Tender committee may decide to ask for audited balance sheet or Information as per annexure VIB (as the case may be) from chartered accountant. If the information is not received timely, tender committee may deal the case accordingly.
The tenderer must have successfully completed any of the following during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (a) Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (b) Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or (c) One similar work each costing not less than the amount equal to 60% of advertised value of the tender.
Note: - Work experience certificate from private individual shall not be considered. However, in addition to work experience certificates issued by any Govt. Organization, work experience certificate issued by Public listed company having average annual turnover of Rs 500 crore and above in last 3 financial years excluding the current financial year, listed on National Stock Exchange or Bombay Stock Exchange, incorporated/registered at least 5 years prior to the date of opening of tender, shall also be considered provided the work experience certificate has been issued by a person authorized by the Public listed company to issue such certificates. In case tenderer submits work experience certificate issued by public listed company, the tenderer shall also submit along with work experience certificate, the relevant copy of work order, bill of quantities, bill wise details of payment received duly certified by Chartered Accountant, TDS certificates for all payments received and copy of final/last bill paid by company in support of above work experience certificate.
Similar nature of work as defined as: Execution of any one or more of the following: Design, Drawing, Supply, Erection, Testing and Commissioning of Supervisory Control and Data Acquisition (SCADA) system for 1x25kV or 2x25kV AC Traction System over Indian Railways, Metro Railways and /OR its PSUs. OR Design, Drawing, Supply, Erection, Testing and Commissioning of Control and Relay panel together with protection relays for 1x25kV or 2x25kV AC traction system over Indian Railways, Metro Railways and /OR its PSUs. OR Design, Drawing, Supply, Erection, Testing and Commissioning of Automatic Fault Locator system for 2 X 25 kV AC traction system over Indian Railways, Metro Railways and /OR its PSUs. OR Design, Drawing, Supply, Erection, Testing and Commissioning of any type of Traction Substation with or without Capacitor Bank or PSI equipment like traction transformers or Auxiliary transformers or Auto transformers or capacitor bank or circuit breaker or interrupters on 1X25kV or 2x25kV system on Railways, Metro Railways, SEB's, PSUs and any other Government department etc. OR Design, Drawing, Supply, Erection, Testing and Commissioning of any type of Switching Station works (i.e. SP, SSP, FP) on 2x25kV system on Railways, PSUs and any other Government department etc. (As per PCEE/WCR office's letter No. WCR/L/03/2275/ dated 12.02.2026).
Special Eligibility Criteria for the supply of AFL: To be eligible to supply AFL, manufacturers must meet all the following requirements: 1. Compliance to RDSO Specification: The item must be supplied in strict accordance with the latest RDSO specifications. 2. Proper compliance documentation should be included to verify conformity to relevant RDSO specifications. 3. Field Trials: The manufacturer must have conducted field trials for a minimum duration of three months specifically on 2X25KV systems utilized by the Indian Railways or Dedicated Freight Corridors. These trials should demonstrate the effectiveness and 1.2.1 reliability of the system under operational conditions. 4. Completion of Trials: It is essential that the field trials are fully completed before the prescribed time of the tender opening. 5. Prototype Approval: The manufacturer must have successfully completed the prototype tests for the AFL from the RDSO before supply of the same. 6. Dealer Quotations: If a manufacturer chooses to submit their product through an authorized dealer, they must require a specific authorization letter. This letter should clearly state the authorization for the dealer to act on behalf of the manufacturer, ensuring transparency in the procurement.

(i)For participating in tender for an electrical nature of work, the contractor shall have to possess valid Electrical License of appropriate voltage issued by any State Government under clause 45 of compliance of rule of Indian Electricity rules 1956 or as amended from time to time. Electrifications of 11 KV and above including OHE, "A" class electrical contractor license is essential. (ii) The license can be possessed with one of the partners or in his own name if sole proprietor. Firm should submit a self-attested copy of the electrical contractor license along with the offer, otherwise, the offer will be summarily rejected.
