• Bidder or OEM should be an established entity under the Company?s Act 1956 or 2013, or Partnership Act 1932, or Limited Liability Partnership Act 2008 and should be 5 years old entity

• Bidder should be a business entity and registered for supply of

IT or ITES or IT Services or Information technology products business in India

• Joint Venture or Consortiums will not be allowed

• Bidder must have Minimum Average Annual Turnover of Rs. 20.00 Crore during the last three financial years FY 2022 23 2023 24

• Bidder should have positive net worth in three financial years FY

2022 23 2023 24 2024 25 as per their audited balance sheet

• Bidder should submit Manufacturer Authorization form MAF from the Original Equipment Manufacture OEM for which the products in Bid are quoted

• Bidder will provide a signed undertaking from the Competent Authority of the System OEM that would certify that all the components parts

assembly & software used in the hardware supplied would be original or new components or parts or assembly or software and that no refurbished or duplicate or second hand components or parts or assembly or software were being used or would be used

• Bidder should supplies of Tablets or PC or Laptop for value of Rs 10 Crore in any one financial year in the last 5 financial Years Between 01st April 2020 to 31st March, 2025 to the State Govt. or Central

Govt. or PSU or Local Bodies in India

• Bidder should have valid Income tax returns for the last three financial years FY 2021 22 2022 23 2023 24 issued by Income Tax Department and should have PAN Card

• Bidder should have valid GST returns

• Authorization from bidder confirming that the products quoted are not end of life products Undertake that the support including spares patches for the quoted products shall be available for the next 5

years

• Bidder shall not be under declaration of ineligibility for corrupt or fraudulent practices and should not be blacklisted by any State Govt or Central Govt or PSU for any reason as on date of RFB

• Bidder and OEM should Comply with Restrictions under Rule 144 xi of GFR 2017 regarding restrictions on procurement from a bidder of a country which shares a land border with India

• OEM should have a valid factory License issued by the competent statutory authority of anywhere in India which should remain valid during the entire agreement period

• OEM shall submit a self declaration on non judicial stamp paper stating that it has not been blacklisted or debarred by any Central Government or State Government or PSU or Govt Autonomous Body in the last five years as on RFB

• OEM shall have manufactured and supplied a cumulative quantity

of minimum of 100000 units of Tablets or PCs during the last five completed financial years

• OEM manufacturing should have valid ISO certificate as per RFB

• OEM must have an operational spare part warehousing facility located in India to ensure timely support and service for the offered Tablets or PCs Undertaking from OEM

• OEM shall provide an undertaking guaranteeing availability of spare parts for a minimum period of five years from the date of supply of the Tablets

• OEM must have Minimum Average Annual Turnover of Rs One thousand Crore during the last three financial years FY 2022 23 2023 24 2024-25

• Successful Bidder will have to obtain GST registration in Bihar and certificate of same should be submitted to BRLPS before submitting invoice

• Least Cost Selection method through E-Reverse auction will be used by adding the total price of 13227 Tablets with warranty and accessories with MDM Software for evaluation of bid and award to successful bidder

• Bidder should quote "Total price including GST" in Rate section of BOQ Tab
