Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end

Percentage (plus or minus)shall be quoted by the tenderer for the said work

Conditional tenders will not be accepted

The employer reserves the right to reject any or all tenders without assigning any reason

The department is not responsible for any delay in accessing e-procurement portal

The royalty charges will be deducted in every bill of contract as per rules

The percentage quoted should be include cost of royalty charges on constructive materials and other taxes as per the rate prevailing government orders at the time of execution and including cost and conveyance of all materials , curing, loading and unloading with all leads and lifts, labour higher charges of machinery & equipment etc., complete and all incidental charges. All the items shall be executed as directed by the Engineer- in charge of the work

During the time of technical evaluation, if the employer finds that any certification/information furnished is false, such bidders will be disqualified and barred from participate in the bid

The valid GST Registration Certificate

The successful bidder shall furnish within 15 days from issue of letter of intent before entering into agreement

The amount put to tender is exclusive of GST and the tenderer should quote without GST. However GST will be paid at Prevailing rate during billing

The increase in GST shall not be paid in extended period of contract for which reasons for delay are attributable to the contractor as determined by the authority while granting the extension of time

Copy of Income Tax returns filed mentioning PAN and TAN for the financial year 2025- 26 failing which the EMD amount will be forfeited and the tender will be rejected and the bidder shall be liable for subsequent penal action including black listing

Technical Criteria

General

Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Owning the following key and critical equipment for this work (xxxx, xxxx, xxxx)

Liquid assets and /or availability of credit facilities of no less than Rs. xxxxxx Lakhs (estimated cash flow for 3 months of peak construction period)

Total value of civl engineering works executed and payments received in the last five years (year-wise)

List of existing commitments and ongoing works

List of works for which tenders already submitted

Construction equipment owned by the tenderer and equipment proposed to be deployed on this contract, if awarded

Reports on the financial standing of the tenderer, such as profit and loss statements and auditor’s reports for the last five years

Qualification and experience of the key technical and management personnel in permanent employment with the tenderer and those that are proposed to be deployed on this contract, if awarded
