| 1.00Scope of work: The nature of work includes design, engineering, supply, installation and commissioning of the key components listed as below but not limited to for implementation of 24x7 water supply project for identified DMA’s for Imphal municipal corporation area including necessary allied electrical, instrumentation, automation and ancillary civil works. The scope of design includes identification of pipelines, branches, DMAs, sub DMAs along with geo tagging and preparation of KML file and GIS module for SCADA software, PLC/RTU etc. The work also includes supply of inlet and outlet mains operated electromagnetic flowmeter (both full-bore/insertion type) at inlet/outlet of each OHT, ESR,ZR, pressure transducer/ transmitter , ultrasonic level transmitter along with water quality analysers ( PH, chlorine , turbidity) and Micro PLC/RTU along with integration of the instruments with the allied Micro PLC/RTU of the concerned station and transmitting data via GSM/GPRS mode and transmission protocol shall be DNP3/MQTTP/ or any other established protocol as per IEC60870-5-104. All the Inlet and tail end of the DMA & Sub DMA’s will have battery operated remote type (15 meter interconnecting cable) electromagnetic flowmeter with integrated pressure transducer and inbuilt datalogger and shall have integrated GSM/GPRS based data transmission capability from the same transmitter of the EMF & will be integrated directly with SCADA server. The transmitter of the battery operated flowmeter shall be housed in a padlock able box with suitable anti corrosion paint. The necessary sim card for data transmission is in the scope of the bidder. All the ESR, OHT, ZR shall have solenoid operated flow control valve with throttling facility at inlet and outlet of the respective stations and will be integrated with the Micro PLC/RTU with position feedback. If required at DMA or sub DMA battery operated RTU shall be supplied integrating with solenoid operated flow control valve and concerned inlet flow and pressure transducer. The SCADA license shall be in the name of the department and all necessary programming and configurations shall be submitted to the department in password protected hard disk. | ||||||

a) Design, drawing and Construction and commissioning of SCADA Control Room with necessary amenities for wash-room, W/C etc. of plinth area 25.00 sqm with RCC framework (footing, columns and beams) with GI/ Dyna Roof, two coats of paint and floor tiles.

| 1.02 | b) Design, delivery at site, Installation, Commissioning and Testing of Control Centre with the following components as per relevant codes and makes as approved by Engineer-In-Charge and specifications as per relevant clause mentioned in bid document.
Control Centre should have the following:
i) Providing and fixing of operator work station at control Room with minimum configuration of I7 processor, 1TB Hard disk,256GB RAM, 21-inch monitor PC with all accessories and power connections PC loaded with SCADA software, Windows 2019 or higher server software standard edition 64 bit with Additional 5 user license for Windows 2019 or higher for schedule (user licences depends on No. of users)
ii) Supply of 2 numbers of 55" display unit Resolution: 4K, Operation: 16/7, Make-Samsung/LG/Sony connected with above mentioned integrated work station with provision of integrated 4 no 32 inch display monitor of the work station cpu's. The integrated work station shall be motorised with up & down movement and horizontal adjustment PC vial internal LAN Network for monitoring and functioning as central Monitoring unit for operator
iii) LAN networking for the above items. All necessary hardware including, switches (both managed & unmanaged) along with bidirectional gateway modem and network server along with providing Static IP.

| 1.03 | SCADA Software
Design, Providing and delivery of Enterprise level SCADA software with redundant server and 1 ES+ OS and 1 no OS and 2 no web server with all necessary network switches and cabling and gateway modem and static IP and necessary firewall & shall have GIS Module, inbuilt NRW module loss module, dashboard module, configurable KPI based module and alarms and event scheduler and shall have AI enabled simulation and network module. The SCADA software shall have enterprise grade capability and shall be integrated with the existing SCADA and billing software to provide an integrated wholistic view of the entire water network. The SCADA shall have GIS Module, inbuilt NRW loss module, dashboard module, configurable KPI based module and alarms and event scheduler and shall have AI enabled simulation and network module.
The SCADA shall have redundant server and two no’s webserver facility along with 1 no. of engineering and operating station and 1 no operating station. Ultrasonic level transmitter Providing, installation testing commissioning of Ultrasonic level with counter flanges and other ancillary units including cables, conduits required for OHTs, ESRs and ZRs of approved make and as directed by Engineer-in-charge. 9 numbers
Pressure Transmitter Providing, Installation, Testing commissioning of pressure transmitter at site of approved make including necessary arrangement for installation at site and any other ancillary units required and as directed by Engineer-in-chargefor inlets and outlets of ZR’s and OHT’s 21 numbers
RTU a) Providing, installation, testing, commissioning of RTU/PLC panel (mains operated) of approved make including earthing system and other wirings, cables, conduits, panel box with padlock complete and any other necessary ancillary units complete and as directed by Engineer-in-charge. Earthing for all PLC/RTU panel is in the scope of the bidder itself and it is mandatory to earth both PLC/RTU panel and instruments. 5 numbers
b) Providing, installation, testing, commissioning of RTU/PLC (battery operated) at branching of OHT mains of approved make with necessary units for battery/ solar power including pole erections, earthing system and other wirings, panel box with padlock complete and any other necessary ancillary units including cables, conduits complete and as directed by Engineer-in-charge. 6 numbers
Water Quality Analyser Providing, installation, testing and commissioning of water quality analyser (PH, Chlorine, Turbidity) at site of approved make with necessary ancillary units, including necessary cables, other excavation works and as directed by Engineer-in-charge. (water quality analysers should be compatible with the PLC/RTU for seamless integration into the SCADA) 5 numbers
Chlorine Dosing Unit Providing, installation, testing and commissioning of Chlorine dosing (RTU/PLC compatible) unit at site of approved make with necessary ancillary units, cables, excavation works and as directed by Engineer-in-charge.
