Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Contractor should be registered with KPWD class-III and above Registration

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end

Conditional tenders are not accepted

The employer reserves the right to reject one and all tenders without assigning any reason there of.

The employer is not responsible for any delay in accessing E- procurement portal.

To qualify for award of this contract, each tenderer should give all details and documents as per Technical and Financial bid attached to this tender

PERFORMANCE SECURITY The successful tenderer shall furnish Performance Security Deposit (Achievement Guarantee) at 5% of the contract price, security for unbalanced tender shall be provided within 20 days after approve of tender as per rule 29.5 of the tender and clause 44 of the agreement in the form of Bankers Cheque,D.D,Pay order Bank in the nature of EXECUTIVE ENGINEER PWD Udupi Division

As per Karnataka state Government order LD/300/LET/2006 Blore dated 01.01.07 and Government letter no PW/134/BMS/2007 dated 27.07.07, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund

Contractors should follow strictly prevailing rules of labour act

In case of the death of a contractor, after executing the agreement / commencement of the work, his legal heir, is an eligible registered contractor and is willing, can execute and complete the work, at the accepted tender rates, irrespective of the cost of the work

The tenderer should bear all cost associated with the preparation and submission of his tender and the employer will in no case be resposble and liable for those cost.The cost of the tender form shall not be refundable

To qualify award of this contract the tenderer should submit proof of work qualification,for having executed any nature of works, costing not less than 50% of the value of work

The contractor should maintain the work during the defective liability period, i.e. for 1 year at his own cost

The Successful bidder has to fallow the prevailing Government orders regarding royalty Charges. The contractor has to submit Material Dispatch Permit (MDP) for all naturally available Resources/ Materials along with the running contract bills, otherwise necessary action will be taken as per GO/Circulars

The contractor has to quote the same rate to the same repeated items of work with same rate (same item code and rate) that has to be executed at different chainages If in case, the contractor quotes different rates for the same repeated items with the same rate appearing in BOQ then, the lowest quoted rate for the same repeated items will be considered for that particular item for evaluation and payment.

Estimate rates are excluding GST as per Common SR 2023-24 and prevailing GST (18% of Amount Put to tender) amount is kept in form of Lump sum in sanctioned estimate according to guidelines in Common SR (GO:PWD 51 RDF 2019 Bangaluru Dt:18.03.2022). Therefore, amount put to Tender and ECV amount are excluding GST. KPPP-PORTAL format has No Options to add GST Separately at stage of Draft Tender Schedule Process for Over All amount put to Tender , tender has been inviting through an Option with INCLUSIVE. But the item wise rates do not include GST. Hence, contractor shall quote the rate excluding GST and GST will be paid separately for the quoted amount accordingly. Declaration Certificate must be attached mandatorily

Rates are Including cost and conveyance of all materials with all lead and lift, loading and unloading, usage of Machinery and equipments, transportation charges, curing, labour charges and all other incidental charges etc., complete as per standard technical specification, design and directions of the Engineer incharge of work

Contractor shall bare the expenditure/charges towards design mix paid to quality control sub division

As per G.O.letter No:AD417 expenditure 12 2024 Dated 9.8.2024 tender called excluding GST

Any tender aggrieved by an order passed by the tender accepting authority other than the government under section 13 may appeal through Karnataka Public Procurement Portal only. written appeals will not be accepted.

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent.

Increase in GST shall not be paid in the extended period (If any) of the contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time.
