Electrical (General) work in connection with "Landscaping development, horticulture works & other ancillary works at railway premises of Howrah under AEN/SPL/HWH".

The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less where V= Advertised value of the tender in crores of Rupees, N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.(In this connection scanned copy of Annexure VIB duly filled up must be attached with offer).

The tenderer must have successfully completed any of the following during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: Three similar works costing not less than the amount equal to 30% of advertised value of the tender, or Two similar works costing not less than the amount equal to 40% of advertised value of the tender, or One similar work costing not less than the amount equal to 60% of advertised value of the tender .Other terms and conditions shall follow of GCC, April 2022. Definition of Similar nature of work has given below (1.1)

Defination of Similar Work :- As per CEE's letter No. EL/112/0, dated 16.09.2025 : Name / Description of Work - Item Sl. 2.(ii) under "LT Electrical Works" : Wiring or Rewiring of Staff Quarters/Service Buildings/Station Buildings/ Covered Sheds/PF Sheds or lighting arrangements for street/ yard/ circulating area/Subway/ROB/Tunnels/ lights by erecting Rail/ Tubular poles with fittings and associated electrical works such as laying of cables, Earthing arrangements etc. Definition of Similar Nature of Work -Execution of any HT or LT Electrical work.

Partnership deeds, power of Attorney etc. (if any) : The tender shall clearly specify whether the tender is submitted on his own or on behalf of a partnership concern. If the tender is submitted on behalf of partnership concern he should submit the certified copy of the partnership deed along with the tender authorisation to sign the documents on behalf of the partnership firm. If these documents are not enclosed along with the tender document, the tender will be treated as hearing lease submitted by the individual signing the tender documents. The Railway will not consider any power of Attorney granted by the tender or any changes in the composition of the firm made subsequent to the execution of the contract. It may however recognize such power of Attorney and change after obtaining proper legal advice, the cost of which will be chargeable to the contract.(Scanned copy POA/Partnership deed is to be uploaded Duly filled up by the bidder. As per clause no. 14(e) of GCC'22, the following documents to be uploaded in terms of Company registered under Companies Act2013: (i) The copies of MOA (Memorandum of Association) / AOA (Articles of Association) of the company (ii) A copy of Certificate of Incorporation (iii) A copy of Authorization/Power of Attorney issued by the Company (backed by the resolution of Board of Directors) in favour of the individual to sign the tender on behalf of the company and create liability against the company. ExRailway Officer as tenderer: Should tenderer be a retired Gazetted Officer working before his retirement on any of the Railways owned and administered by the President of India, or should the tenderer being partnership firm have as one of its partners a retired Gazetted Officer as aforesaid, or should the tenderer being an incorporated company have any such retired Officer as one of its Directors, or should the tenderer have in his employment any retired Gazetted Officer as aforesaid, full information of such person shall be submitted along with his tender in the format given in annexure-VI to this chapter of this tender document.
