Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Minimum financial turnover (civil engineering construction works) not less than two times the annual payments from this contract (Rs. xxxxx Lakhs)

Satisfactoriy completed (atleast 90%) as prime contractor at-least one such similar work of value not less than Rs. xxxxxxx (80% of estimated cost of tender)

Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Total value of civl engineering works executed and payments received in the last five years (year-wise)

List of existing commitments and ongoing works

List of works for which tenders already submitted

Banker Details for reference

Construction equipment owned by the tenderer and equipment proposed to be deployed on this contract, if awarded

Reports on the financial standing of the tenderer, such as profit and loss statements and auditor’s reports for the last five years

Qualification and experience of the key technical and management personnel in permanent employment with the tenderer and those that are proposed to be deployed on this contract, if awarded

Proposals for subcontracting components of works amounting to more than 20% of the contract price (for each, the qualifications and experience of the identified sub-contractor in the relevant fields should be attached)

In the case of death of a contractor after executing / commencement of the work, his legal heir, if an eligible registered contractor and willing can execute and complete the work at the accepted tender rates irrespective of the cost of work.

The amount put to tender is Exclusive of GST and the tenderer should quote Without GST

During the time of technical evaluation, if the employer finds that any certification/ information furnished is false, such bidders will be disqualified and barred from participation in the bid.

The intending bidders are advised to visit the site of work before submitting their tenders.

If any of the dates mentioned above happened to be a general holiday, the next working day holds good.

Any Modification/ corrections will be published in the KPP -portal. The bidders are advised to visit the KPP portal web site regularly.

SC category Contractors should upload a scanned copy of valid caste certificate issued from competent authority and should submit the hard copy of original SC caste certificate for verification, at the time opening of Cover I. b) SC Category contractors should be domicile of state of Karnataka for more than 10 years and should upload a copy of valid Domicile certificate issued by competent authority and should submit the hard copy of original Domicile certificate for verification, at the time opening of Cover I c) If the bidder is have firm then all partners/ members of the firm shall belongs to the SC category ( Applicable only, if the tender allocated to the SC category as detailed in F(4.1))

To qualify for award of this contract, each tenderer in his name should have in the last five years period. i.e., 2021-22 ,2022-23 ,2023-24, 2024-25 & 2025-26 Achieved in at least One financial years an minimum annual financial turnover (in all Class of Civil Engineering Construction Works only) of Rs. 20.55 Lakhs. (Usually not less than the estimated annual payment under this contract) (Updated to the FY in which the tenders are invited. Financial turnover of previous years shall be given a weightage of 10% per year to bring them to the price level of the financial year in which the tenders are invited). ( The Turnover certificate issued by registered chartered Accountants along with UDIN)

To qualify for award of this contract, each tenderer in his name should have in the last five years period. i.e., 2021-22,2022-23, 2023-24, 2024-25 & 2025-26, ) Satisfactorily completed (at least 90% of the contract value), as prime contractor, at least one similar work Such as Any Construction works of value not less than Rs.5.14 Lakhs. (Usually not less than 25% Estimated Value of Contract) (Updated to the FY in which the tender are invited. The value of the completed works shall be given weightage of 10% per year to bring them to the price level of FY in which the tenders are invited and The necessary work done certificate issued by an officer not below the rank of Executive Engineer / Equivalent officer of the concerned division).

Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under Assessed available tender capacity is ( A N x 5 minus B ) where, A is equal to Maximum value of civil engineering works executed in any one year during the last five years at 2026-27 price level (updated to the Financial year in which the tender is invited) taking into account the completed as well as works in progress. N is equal to Number of years prescribed for completion of the works for which Tenders are invited. B is equal to Value, at 2026-27 price level (updated to the Financial year in which the tender is invited) of existing commitments and on-going works to be completed during the next 1 year (period of completion of the works for which Tenders are invited).Note: The statements showing the value of existing commitments and on going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent.
