E-Tender response invited for empanelment of experienced agencies for providing CCTV Surveillance services during multiple examinations being conducted by BPSC throughout the State.

• The bidder shall be a legally valid entity in the form of a Public Sector

Undertaking, registered under the Indian Companies Act 1956 or 2013 of

GOI and should have been in existence in India for last 10 years as on day of

bidding. The bidder should have successfully implemented large scale CCTV

and electronic surveillance projects of national and state important for

various Govt. entities.

Consortium/ Joint venture bid is ONLY allowed for PSUs. Here it must be

noted that the Lead Partner must be held responsible for the entire

project execution and shall be solely responsible for ANY negligence of

work/penal/legal actions against its co-venturers or Consortium partners.

Proprietorship/ Partnership firms are also not allowed.

• The Bidder should have an average annual turnover of INR 100 Crores

during the last three financial years i.e. 2022-23, 2023-24, 2024-25.

• The Bidder should have an average annual turnover of INR 25 Crores

from examination/ election/Government based surveillance relevant

projects, etc. during the last three financial years i.e. 2022-23, 2023-24,

2024-25.

• Bidder must have a valid certification of ISO 9001 & ISO 20000 and CMMI

level 3 or above as on day of bidding verifiable on

https://cmmiinstitute.com/ portal. (PSUs are exempted from CMMI

• Bidder should have positive Net Worth as of FY 2024-25.

• Bidder should have working experience of performing at least 2 (two)

examination based projects involving AI based CCTVs surveillance

involving 400 Centres /10000 CCTVS in a single shift in last 2 years.

or

two (2) similar security related Government Projects involving at least

10000 CCTVs involving AI based monitoring in last 2 years.

or

three (3) Election based protects involving total of 10000 CCTVs and

having AI based monitoring system in last 2 years.

• Bidder should have at least 500 regular employees on their payroll as on

the day of bidding.

• The bidding organization should not have been debarred/ blacklisted/

severe penal action taken by any Central Govt. /State Govt. / Semi-Govt.

/ PSU or Govt. University/Educational Institutions/

Organization/Board/Council/ Commission or by any other Government

undertaking organization either indefinitely or for a particular period of

time during the last 3 years as on day of bidding.

In case any documents contradicting the above clause are found by the

Commission, the Commission reserves the right to immediately reject

the Bid.

• Bidder has to bid for all the required services as part of Scope of work of

this tender. Conditional / Partial bid will be rejected out rightly.

• Technical Compliance along with required documents/Certificates as per

Annexure-II.

• CCTV Camera OEM company incorporated in India under the Companies Act, 1956 and subsequent amendments thereto or state Govt. body/central govt. body/multistate co-operative body/any PSU. OEM should have presence in India since last 10

• CCTV OEM manufacturing unit registration document must be present. Preference will be given to NSIC holder companies / Valid Factory License

• The OEM must have an average annual turnover of not less than Rs 10,00,00,000/- (Ten Crore) and must be a profit-making company/ firm over past three financial year (2022-23, 2023-24, 2024-25). Please attach supporting document.

• The CCTV, NVR OEM must have ISO 9001, ISO 14001, ISO 27001, ISO 45001, ISO 27032, CMMI LEVEL - 3 and CE, FCC & RoHS certifications.

• The CCTV, NVR must be registered with BIS certification.

• The CCTV OEM must have a HEVC Licensee.

• CCTV Camera, NVR OEM should have own Service Center in Consignee State since Last 10 years.

• Proposed CCTV Cameras must be ONVIF comply with profile S & T.

• The Cameras offered must be cyber security certified with NDAA/UL Cyber Security certificate/GDPR/NIST/TPM/Cybersecurity Chipset/Any other cyber security certificate from Indian Government body for mitigating cyber security risk.

• OEM must have dedicated toll-free number/Contact number for Service call registration.

• OEM and Bidder must have Valid GST and PAN numbers.
