Notes: (i) The Grand Total Annual Cost (Part A, including GST) is the sole basis for financial evaluation. (ii) The same quoted rate shall apply uniformly for Year 1, Year 2, and Year 3 of the contract. No escalation is permissible within the 3-year contract period. (iii) Escalation of not less than 10% (ten percent) per annum shall apply only on extension beyond 3 years, by mutual written agreement between the Department and the Selected Bidder. (iv) Quoted prices shall be all-inclusive — covering remuneration, administrative overheads, travel, out-of-pocket expenses, computing equipment, licensed software, and all applicable taxes including GST. (v) Conditional Financial Bids shall be rejected outright. (vi) The Financial Score shall be calculated as: Sf = (FL ÷ F) × 100, where FL = lowest evaluated annual cost bid, F = bid under consideration.
