Special Eligibility Criteria

   Railway reserves the right to Purchase bulk quantity form those sources who have been approved by RDSO for the item PVC INSULATED ARMOURED RAILWAY SIGNALING CABLE. (RDSO Item ID: 3100054 and Sub Item ID: 3100054001) on or before the date of tender opening. But in case of removal or suspension or banning or degradation after opening the tender, such cases will be taken into account while deciding tender. If authorized dealer of approved vendor participated in this tender, tenderer must submit tender specific authorization from approved vendor along with their offer.

   Make in India Policy: Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

   Procurement of the item is restricted to Local suppliers with minimum local content of 20% (Class-I or Class-II Local supplier as defined in Railway Board letter no: No.2020/ RS(G)/779/2/Pt.1 dated 25.09.2020 with latest amendments, if any) only and the vendors who do not qualify to be "Local suppliers" (i.e.), "Non-Local suppliers" with local content less than 20%) should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a "Local supplier" for the tendered item participates in the tender, it does so at it's own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor. Offer of the firm shall be summarily rejected in case of noncompliance of above declaration. For more details, the tenderer shall refer Para 16.0 of Part 'B' of 'SR TENDER CONDITIONS' attached to this tender document.

   Price Variation Clause Price variation clause. PVC;- Price Variation Clause:- Price Variation formula given below:- P = Po + 0.047 (Cu-Cuo) + 0.139 (CC-CCo) +0.277(Fe-Feo) , Wherein P = Basic Price payable per km of Cable. Po = Basic Price quoted per km of Cable. Cuo = IEEMA Price of Copper Wire Rods, prevailing as on first working day of calendar month i.e. one month prior to the date of opening of the subject tender. CCo =IEEMA Price of PVC compound grade CW-22 ,prevailing as on first working day of calendar month i.e. one month prior to the date of opening of the subject tender . Feo = IEEMA Price of steel for armouring (Flat 4mm x 0.8mm), prevailing as on first working day of calendar month i.e. one month prior to the date of opening of the subject tender. Cu, CC and Fe for the above items will be the IEEMA prices per MT as prevailing as on first working day of the calendar month, one month prior to the date of inspection call/notification sent by the firm to RDSO duly authenticated/acknowledged by RDSO, after material being ready for inspection. All other terms and conditions of PVC will be as per IEEMA circular (PVC) cable

   No deviation is permitted with respect to the validity of offer (i.e. 90 days) or else offer will be summarily rejected. I/We have carefully gone through the IRS conditions of contract (included and uploaded along with the bid document) particularly Para 2500 pertaining to "Code of Integrity, Misdemeanour and Penalties". I/We hereby certify that no other concerns or affiliates (such as having common partner/ director/promoter/owner/holding company decision control etc.) have participated in this tender which can give rise to a conflict of interest or fall under anti-competitive practices. We understand that the offers of all such sister concerns including ours are liable to be rejected as per relevant provisions of IRS terms and conditions. I/We, affirm that we shall abide by the Code of Integrity in general, with specific reference to conflict of interest [Para 2502 (e)], anti competitive practices [Para 2502(c)] and obligation to proactive disclosures [Para 2503]. I/We understand that we are fully responsible for the above declaration and it shall not be the Railway's responsibility to verify the same. I/We are aware that we shall be liable for all consequences of violation of Code of Integrity, if detected, at any stage.
