Tender for the purchase of sports materials for the Pre-Matric Hostels under the jurisdiction of the Kolar Taluk Social Welfare Department.

The tenderer should be a manufacturer who must have manufactured, tested and supplied the equipment (s) similar to the type specified in the ‘Schedule of Requirements’ up to at least xxxx % of the quantity required in any one of the last 3 years. The equipments offered for supply must be of the most recent series models incorporating the latest improvements in design. The models should have been released on or after xxxxx and be in satisfactory operation for xxxxx months as on date of tender opening. Certificates to be provided as per Section XII of Tender Document.

In case of authorized representative/dealer of a manufacturer - The manufacturer furnishes authorization in the prescribed format assuring full guarantee and warranty obligations as per General Conditions of Contract and Special Conditions of Contract. Manufacturers Authorization Form to be provided as per Section XIII of Tender Document.

In case of authorized representative/dealer of a manufacturer - The tenderer, as authorized representative/dealer , has supplied, installed and commissioned satisfactorily at least xxxxx % of the quantity similar to the type specified in the Schedule of Requirements in any one of the last three years which must be in satisfactory operation for at least xxxxx months on the date of tender opening. Certificates to be provided as per Section XII of Tender Document.

The legal status, place of registration and principal place of business of the company or firm or partnership.

Details of experience and past performance of the tenderer on equipment offered and on those of similar nature within the past three/five years2 and details of current contracts in hand and other commitments.

A detailed description of the essential technical and performance characteristics of the goods.

A list giving full particulars, including available sources and current prices, of spare parts, special tools, etc., necessary for the proper and continuing functioning of the goods for a period of two years, following commencement of the use of the goods by the Purchaser.

Tenderers must submit experience certificates obtained from the concerned department/authority/institution regarding supply of the tendered model materials to Government/Semi-Government/Registered Educational Institutions in any two of the last three years (2022-23, 2023-24 or 2024-25). (Only supply orders will not be accepted.)

The tenderers must be a company/institution/individual/partners registered under the laws, and must possess a registration certificate under the Societies Registration Act/Companies Act/Co-operative Societies Act. A valid registration certificate must be submitted.

For supplying materials, the tenderers must possess an official license, and a Trade License obtained from the City Municipal Council, Town Municipal Council, Municipal Corporation, City Corporation, BBMP or Gram Panchayat (the license must be valid for the year 2025-26) must be submitted.

EMD Amount: Tenderers must remit the EMD (at 2%) to the Government account through e-procurement by means of NEFT/RTGS/Online Banking, and the copy of the remittance challan must be attached.

Institutions wishing to participate in the tender must submit a bank solvency certificate for at least 30% of the tendered amount.

The institution/agency must not be blacklisted and must not have partnership with any blacklisted institution, and the agency owners must not be elected public representatives. A notarized affidavit on a Rs.100 stamp paper must be submitted regarding this. (This affidavit must be obtained after the date of issue of the tender notification.)

The institution/agency must submit a notarized affidavit on a Rs.100 stamp paper stating that they guarantee to supply good-quality materials to the student hostels, and that if any discrepancy occurs in supply or if sub-standard materials are supplied, the EMD and performance security may be forfeited and the institution may be blacklisted. (This affidavit must be obtained after the date of issue of the tender notification.)

The institution/owner must possess a PAN number, and a copy must be submitted.

The supplying institution must compulsorily submit the latest BIS (ISI) certification obtained under the relevant law, and this certificate must have been obtained on or before the final date of the tender.

Institutions wishing to participate in the tender must compulsorily fill and upload the prescribed Annexures-1 to Annexures-7 fully, as given in the tender document. If incomplete/ambiguous information is furnished, such tender will be rejected in the technical bid.

Registration certificate of establishments obtained from the Labour Department as per Karnataka Shops and Commercial Establishments Act, 1961, must be valid for the financial year 2025-26.

GST Registration Certificate must be submitted.

Professional Tax Registration Certificate.

A valid clearance certificate obtained from the Commercial Tax Department must be submitted

GST paid details of GSTR 1 and GSTR 3B financial years 2023-24, 2024-25 and 2025-26 must be submitted.

Copies of Income Tax Returns for the financial years 2023-24 and 2024-25 (including Audit Reports 3CB and 3CD) must be submitted.

Valid professional tax clearance certificates for the years 2024-25 and 2025-26 must be submitted.

The tenderers must have an annual turnover of at least twice the tendered amount, i.e., Rs. 31.00 lakhs, in at least any two of the years 2022-23, 2023-24 or 2024-25. A turnover certificate issued by a Chartered Accountant must be submitted.
