Special Eligibility Criteria

   QUALIFYING REQUIREMENTS OF TENDERERS : i) The Railway reserves the right to order either the entire or the bulk quantity on the RCF Approved vendors (Item ID 2400028, Sub Item ID 2400028003). Status of approval of tenderer shall be reckoned as on the date of tender opening and not thereafter, unless it is a case of downgrading/ removal/suspension/ banning. ii) The quantities to be ordered on Approved Vendors will be decided considering factors which include past (supply as well as quality) performance, capacity, delivery requirements, quantity under procurement, and nature of item, outstanding order quantity etc. and the tender conditions. iii) Vendors approved for developmental ordering shall be eligible for developmental order of up to 20% of Net Procurable Quantity [NPQ] in regular tenders. iv) Where there is no approved vendor for an item, developmental vendors can be considered for placement of bulk order without any quantity restrictions. However, while considering such vendors, factors including past performance, capacity, delivery requirements, quantity under procurement, nature of item, outstanding order load etc. shall be considered in a transparent manner, subject to rates being reasonable. Quantity allocation among eligible vendors shall be based on pre-decided tender criteria. v) Authorized dealers/ distributors need to quote with Tender specific authorization from the approved vendors/developmental vendors/manufacturers, failing which offer will be summarily rejected. While issuing such authorizations the approved vendors/developmental vendors/manufacturers must ensure that these authorized dealers/distributors are in a position to raise inspection requests on IREPS.

   Annexure-l (Attached with the tender) : The tenderers shall submit a copy of certificate stating that all their statements/documents submitted along with bid are true and factual. Standard format of certificate to be submitted by the bidder is enclosed as Annexure-l. Non- submission of above certificate by the bidder shall result in summary rejection of his/ their bid. It shall be mandatorily incumbent upon the tenderer to identify state and submit the supporting documents duly self- attested/ digitally signed by which they/ he is qualifying the Qualifying Criteria mentioned in the Tender Document. It will not be obligatory on the part of Tender Committee/ Accepting Authority to scrutinize beyond the submitted document of tenderer as far as his qualification for the tender is concerned. The bidder shall be mandated to submit Annexure-l.

   Firm must be GST registered with concerned statutory authorities, otherwise offer will be summarily rejected. All the bidders / tenderers should ensure that they are GST compliant and their quoted tax structure rates are as per GST Law. In case the successful tenderer is not liable to be registered under CGST/IGST/UTGST/SGST Act, the Railway shall deduct the applicable GST from his/her/their bills under Reverse Charge Mechanism (RCM) and deposit the same to the concerned tax authority.
