Supply to be as per tender specifications.
Railway reserves the right to purchase bulk or entire quantity from those sources who have been approved by RDSO Item ID: 3100270 , of IREPS Vendor directory on or before the date of tender opening. Approval status of the firm will be reckoned as per UVAM on the date of tender opening and not thereafter. But in case of downgrading/removal /suspension/banning etc., after opening of this tender, such changes shall be taken into account while considering the offers. For details regarding ordering on Approved / Developmental vendors please refer p a r a 3.1,3.2 & 3.3 of Part B SR tender conditions attached to this tender document.
Procurement of the item is restricted to Local suppliers with minimum local content of 50% (Class-I or Class-II Local supplier as defined in Railway Board letter no: No.2020/RS(G)/779/2/Pt.1 dated 25.09.2020 with latest amendments if any) only and the vendors who do not qualify to be class I local suppliers (i.e., class II local supplier/ "Non-Local suppliers" with local content less than 50%) should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a class-I local supplier" for the tendered item participates in the tender, it does so at it's own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor. Offer of the firm shall be summarily rejected in case of noncompliance of above declaration. For more details please refer para 16.0 of para B of SR Tender Conditions attached with this tender.
Authorised dealer of OEM Please refer para 3.4 and 3.4.1 of Part-B tender conditions. Authorised dealers should submit the tender specific authorisation, valid and current dealership certificate and Guarantee/ Warranty of the item of the OEM/ approved source along with their offer. Other offers will be out of consideration.
Make In India Preference Policy. Please refer Para 16.0 Part-B of SR tender conditions. Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the SR tender conditions.

In case of road delivery, the date of delivery at destination [consignee's end] shall only be treated as delivery date irrespective of F.O.R. / F.O.T. condition mentioned elsewhere in the contract / tender.
Tenderers may note that their Offered delivery schedule should clearly indicate the starting time, quarterly rate of supply and finishing time. For offers with vague delivery schedule like -02 to 12 months- or like -06 to 10 months-, DP shall be given as per the requirement best suited to this office within the quoted range.
The bidder confirms that rates and other financial terms quoted in relevant columns of financial bid will only be ruling terms for acceptance, and such terms quoted anywhere else should be ignored.
Whenever tender is floated with purchase restriction from sources approved by nominated authorities and there exists a suspected cartel situation by approved sources or the rates available from approved source/sources are adjudged unreasonably high, despite fair efforts as permissible, the purchaser reserves the right to place orders on firm(s) outside the approved vendor list, without any restrictions.(Please Refer 4.0 of tender conditions)
HSN CODE [a] All the bidders/tenderers should ensure that they are GST compliant and their quoted tax structure/rates are as per the GST Law. Firms must indicate its GST registration number along with their offer. [b] In case the successful tenderer is not liable to be registered under CGST/IGST /UTGST/SGST Act, The Railway shall deduct the applicable GST from his/their bills under Reverse Charge Mechanism (RCM) and deposit the same to the concerned tax authority. [c] The firm should indicate the tariff code (HSN Code) for claiming GST for the tendered item. [d] The offer shall be evaluated based on the GST rate as quoted by each bidder and same will be used for determining the inter-se ranking. While submitting offer, it shall be the responsibility of the bidder to ensure that they quote correct GST rate and HSN number. [e] It shall be the responsibility of the bidders to quote correct HSN number and corresponding GST rate. The Purchaser shall not be responsible for any misclassification of HSN number or incorrect GST rate, if quoted by the bidder. [f] Wherever, the successful bidder invoices the goods at GST rate or HSN number which is different from that incorporated in the Purchase order, payment shall be made as per GST rate which is lower of the GST rate incorporated in the Purchase order or billed. [g] Vendor is informed that she/he would be required to adjust her/his basic price to the extent required by higher tax bill as per invoice to match the All inclusive Price as mentioned in the Purchase order. [h] Any amendment to GST rate or HSN number in the contract shall be as per the contractual conditions and statutory amendments in the quoted GST rate and HSN number, under SVC.
Bidder shall submit a declaration [Land Border condition] "I have read the clause regarding restrictions on procurement from a bidder of a country which shares a land border with India. I certify that this bidder is not from such a country or , if from such a country, has been registered with the Competent Authority. I hereby certify that this bidder, fulfills all requirements in this regard, and is eligible to be considered. (Where applicable, evidence of valid registration by the Competent Authority shall be attached.)'' along with bid for compliance of Office Memorandum of Department of Expenditure, Ministry of Finance OM No. F.No.6/18/2019-PPD dated 23.07.2020. If such certificate given by a bidder whose bid is accepted is found to be false, this would be a ground for immediate termination and further legal action in accordance with law. Land Border Declaration may be certified and submitted as prescribed in the document attached with this tender.

[a] Tenderers are hereby instructed to supply the tendered quantity to the respective consignee(s) as indicated in tender document. [b] If tenderers mention anywhere in its offer contrary to (a) above and/or mentions not to supply to some of the consignees, such offer may not be considered for ordering for such consignees where the tenderer has not agreed to directly deliver the stores without any back reference.
PVC APPLICABLE: Price of finished cables quoted in this tender are based on the IEEMA Price of copper wire rods (Copper: CU) One month prior to Tender closing date. 1) PRICE VARIATION FORMULA: P = Po + MF (M2 - M1) Where Po = Basic price as per Purchase order M2 = Price of copper (IEEMA) one month prior to date of Inspection. M1= Price of copper elastomeric cable size 25sq mm as per IEEMA price circular for the month of February-2025 (Rs.8,79,199/MT). one month prior to the tender closing date. 2) The price to be taken for the purpose of working out the adjustment will be that Prevailing on the date 30 days prior to the: - a. Date of which said lot was offered for inspection and as indicated in the inspection Note. (OR) b. Date of dispatch from firms works when the materials are to be inspected by the Consignee. The photocopy of circulars of price declaration/notified by IEEMA shall be submitted Along with the Advance/Final Bill . 3) For every price increase or decrease of Rs.1/- Per Kg in the prices of Copper Wire Rods (Copper: CU) the amount of adjustment in price cable for 25 sq.mm of cable will be 0.230 Kg /metre. . NOTE:-i) No adjustment in contract price will be made if the variation up or down the aforesaid base rate of material is less than Rs. 1/- Per Metre. ii) Variation up or down taking place within the stipulated delivery period will be to SR account. For variation beyond the delivery period, upward variation will be to firms account and the benefit downward variation if any, should be passed to SR without preference to any time limit. IMPORTANT: TENDERERS QUOTING WITH FIRM PRICE BASIS AND OR WITH ANY OTHER VARIATION FACTOR WILL NOT BE CONSIDERED, AND SUCH OFFER WILL BE SUMMARILY REJECTED
1) Bidders are instructed not to indulge in any anti-competitive practices. As per the provisions of Competition Act,2002, Railways can make a reference to the Competition Commission of India for making an enquiry in case of suspected anti- competitive behaviour by the bidders. 2) Collusive bidding, Bid Rotation, Bid Suppression, Complementary bidding, Market Allocation and Sub- contracting arrangements fall under the purview of "Bid rigging" which would cause appreciable adverse effect on competition. 3) Competition Commission of India can impose heavy penalties such as: Penalty upto 10% of the average turnover for the last three preceding financial years upon each of such enterprises which are parties to bid- rigging and can even order the parties to cease and desist
