OUTSOURCING OF SERVICES AND OPERATION OF 33 KV SUB STATION, 11 KV BULK RECEIVING STN AND STANDBY DG SET AT MH BY ANNUAL CONTRACT AT DINJAN UNDER GE DINJAN

Outsourcing of services and operation of 11 KV bulk receiving station continuously round the clock for operating VCBs of incoming, outgoing feeders and capacitor banks to maintain required power factor including attending of emergency break down round the clock by providing one electrician (skilled) and one mate electrician (semi-skilled) for operating VCBs complete all as specified & as directed. Operation consists of three shift in a day (i.e Each shift is having 08 hours of duration) on all working days including Sundays and holidays. The details of operation of installations comprising the following works :- (a) Operating of incoming/outgoing VCBs, GOD with DO fuse etc as and when required to maintain the smooth running of electric supply system as well as safe guard of man and materials. (b) Operating of capacitor bank VCBs to maintain power factor as directed by Engineer-in-Charge. (c) If load shedding is required based on power supply from APDCL/ASEB, operate the outgoing VCBs as directed by the Engineer-in-Charge. (d) In case of break down, shut down or tripping of VCBs, immediate information to Engineer-in-Charge shall be conveyed. (e) Operating of VCBs, shut down, break down load shading/ unavailability of electric supply shall be recorded and maintained properly on separate register. (f) All the documentation such as log sheets, daily attendance register shall maintain as per procedure in vogue. (g) The contractor shall be responsible to keep the installation neat and clean on every day and cutting of grass in side fencing whose cost elements shall deemed to be included in quotated rate of this item. (h) Contractor shall provide proper dress (uniform) i.e. overall combination (grey colour) including black colour ladder shoes to each operator and operator will be in uniform during duty hours with name plate alongwith fully equipped with safety helmet, gloves, torch, face mask, hand sanitizer etc.

Outsourcing of services and operation of standby DG set of capacity 180 KVA and 63KVA installed at 162 MH including carry out of daily/weekly maint as per the maint mannual of the DG set by providing semi-skilled category of worker per Shift complete all as specified and as directed. Operation consists of three shift in a day (i.e. each shift is having 8 hours of duration) on all working days including Sundays & holidays. The details of operation of DG Set comprising the following works :- (a) DG Set installation shall be manned round the clock Including Sunday & Holidays. (b) DG Set shall be operated immediately time to time as on required basis and when electric supply goes off. (c) Operation of Diesel generating set of above mentioned capacity (Stand by DG Set) as and when required, cleaning the set and Carry out daily/weekly checking/ maintenance of DG set complete and keep in record duly signed by all concern. (d) DG set including all controlling/monitoring parameters shall be inspected carefully on daily basis while running as well as when remain stops. DG set panel shall also be inspected regularly. For any abnormality suitable action shall be taken immediately and inform to the Engr-in-Charge. (e) Maintaining daily log sheets and register for running of DG Set and reason of running including maintaining accounting of FOL consumption and collection of FOL from MES store time to time as required basis. (f) Top-up of lubrication oil as and when required and as per the direction of Engr-in-Charge. (g) The contractor shall be responsible to keep the installation neat and clean on every day and installation including cutting of grass in side fencing and outside of 3 metre around fencing of the installation campus whose cost elements shall deemed to be included in quotated rate of this item. [Note: - DHPP (N) and engine oil shall be issued under Sch 'B' for free for filling/running of DG set and to be collected from MES store yard as and when required]. (h) Contractor shall provide proper dress (uniform) i.e. overall combination (grey colour) including black colour ladder shoes to each operator and operator will be in uniform during duty hours with name plate alongwith fully equipped with safety helmet, gloves, torch, face mask, hand sanitizer etc.

Outsourcing of services and operation of Oil fired incinerator capacity 80KG/hours installed at 162 MH including carry out of daily/weekly maintenance as per the maintenance manual of the incinerator by providing semi-skilled category of worker and un-skilled category of worker as helper per Shift complete all as specified and as directed. Operation consists of each shift of 8 hours of duration for 02 shifts (per day) on all working days including Sundays & holidays. The details of operation of DG Set comprising the following works (a) Operation of incinerator time to time as and when required as directed by Engr-in- Charge. (b) Maintain daily log sheet as per the form and accounting FOL in respect of running of incinerator. (c) Carry out daily check and weekly maintenance of incinerator/plant for smooth functioning and maintain record. (d) Cleaning of lubricant oil/fast moving item as per the instructions of manufacture and direction of Engr-in-Charge. (e) Contractor shall provide proper dress (uniform) i.e. overall combination (grey colour) including black colour ladder shoes to each operator and operator will be in uniform during duty hours with name plate alongwith fully equipped with safety helmet, gloves, torch, face mask, hand sanitizer etc.

Applicable only for tender stage :- (a) It is an express condition of the contract that tenderers are required to quote their rates duly considered minimum applicable as per policy wages of the tradesmen intended in the tender, as in force on the end date of bid submission. It shall be deemed that quoted rates are based on minimum wages notified by the concerned authority for the station i.e Govt of india/State Govt/Union Teritory, whichever is higher including all statutory provisions such as EPF, GST, ESIC, Bonus, labour welfare cess (LWC) and contractor's overhead & profits etc as applicable. (b) In case the rates quoted by tenderer are less than the notified minimum wages as on bid submission end date including all statutory provisions such as EPF, GST, ESIC, Bonus, labour welfare cess (LWC) and contractor's overhead & profits etc as applicable, his tender will be treated as non-bonafide and will not be considered for Acceptance. In such case, the lowest tender shall be determined amongst valid/bonafide bids only. (c) Tenderer's are required to quote their rates upto two digits after decimal place or otherwise it will be considered by rounding off to two digits after decimal place. (d) Nil or 'Zero' quoting against OH & profit will be rated as non-bonafide. (e) In case of tie in amount between two or more bidder firms, the preference shall be given in order of following criterias :- (i) Class of contractor (ii) Work load return (iii) Financial soundness (as per solvency certificate issued by Bank)
