SW.I: ED- Creation of Stores Building for LHB Maintenance at Pitline. SW.II: Advanced Trip maintenance facilities at ELS/ED/SA/SR. (Heavy Duty Re-Flooring at Medium Lifting Bay (TM Section) of size 76 m x 13 m))

For works costing more than Rs.50 Lakhs:The tenderer must have minimum average annual contractual turnover of V/N or "V" whichever is less; where V = Advertised value of the tender in crores of Rupees. N = Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet. Non submission of the above,the offer will be summarily rejected.(Ref : Advance Correction Slip No.1 dt:14/07/2022 to IRSGCC- 2022 ).

As per Clause 10.1 of Part-I of IRSGCC-April 2022:The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i) Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (ii) Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or (iii) One similar work costing not less than the amount equal to 60% of advertised value ofthe tender. Note for Item 10.1: Work experience certificate from private individual shall not be considered. However, in addition to work experience certificates issued by any Govt. Organisation, work experience certificate issued by Public listed company having average annual turnover of Rs 500 crore and above in last 3 financial years excluding the current financial year, listed on National Stock Exchange or Bombay Stock Exchange, incorporated/registered at least 5 years prior to the date of closing of tender, shall also be considered provided the work experience certificate has been issued by a person authorized by the Public listed company to issue such certificates. In case tenderer submits work experience certificate issued by public listed company, the tenderer shall also submit along with work experience certificate, the relevant copy of work order, bill of quantities, bill wise details of payment received duly certified by Chartered Accountant, TDS certificates for all payments received and copy of final/last bill paid by company in support of above work experience certificate.

Eligibility criteria for single similar work previously executed : Any civil engineering work except track work / transportation.

Tenderers are requested to ensure the uploading of mandatory documents under the relevant tabs as per check list and put(tick) mark wherever applicable as per CE/Works/Chennai letter No.W.496/Tender policy dt.03.07.2023. The check list is available under DOCUMENTS tab. The check list is only exhaustive. Tenderer should ensure that all the documents required as per relevant clauses are uploaded. The mere submission of documents mentioned in the check list alone will not qualify for the eligibility of the tender.

Multiple L-1 :- In case of more than one L-1 bidders, tender may be awarded to tenderer having higher bid capacity. In case bid capacity is also the same, tenderer having done more value of similar work in last three previous financial years and the current financial year up to the date of opening of tender may be selected for award. Railway reserves the right and may seek the above details within specified period, if not submitted by the tenderers along with the bid.

The contractor should ensure that the staff employed are physically fit, with a sound mind and of good character. To this effect, necessary police clearance certificate should be obtained from local police authorities before the contractor's staff are put into service. This will be in accordance with the Railway Board Letter No. 2020/Sec(CCB)/45/50/Misc Dt.03.02.2020. Refer Annexure I & II.

Advance Correction Slip No.11 to the Indian Railway Standard General Conditions of Contract (April 2022) has been incorporated and copy uploaded for reference.

Bidders are requested to submit the Performance Guarantee (PG) strictly in accordance with the new prescribed format and within the stipulated timeline to avoid any delay in processing. (Copy enclosed)

Maintenance period of four (4) years shall be stipulated for works involving construction of ROB/RUB/LHS, new Rail Bridges/ROR, and rebuilding of existing bridges, to ensure quality and standardization across Zonal Railways; whereas, for construction of quarters and other buildings, a maintenance period of up to three (3) years shall be applicable as per Dy. CVO/Engg letter No. VO/E/Sys.Imp dated 17/02/2026.

All the contracts on works/goods/services will be subject to the new GST act as applicable from time to time. Contractors have to register themselves with GST authorities and to furnish the GST registration number in order to process the bills from 01.07.2017

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

Deployment Of Qualified Engineers At Work Sites By The Contractor. The contractor shall also employ Qualified Graduate Engineer or Qualified Diploma Holder Engineer, based on value of contract, as may be prescribed by the Ministry of Railways through separate instructions from time to time.(As per RB ltr no.2012/CE-I/CT/O/20 dt:10.05.2013)

One qualified Graduate Engineer when the cost of the work is Rs. 200 lakhs and above.

One qualified Diploma holder Engineer when the cost of the work to be executed is more than Rs.25 lakhs but less than Rs.200 lakhs.

In case the contractor fails to employ the technical staff as aforesaid, he shall be liable to pay a an amount of Rs.40,000/ (Rupees Forty thousand) for each month or part thereof for the default incase of Graduate Engineer and Rs.25,000/- (Rupees Twenty five thousand) for each month or part thereof for the default in case of Diploma holder (Engineer)

I/WE also hereby agree to abide by the INDIAN RAILWAY GENERAL CONDITIONS OF CONTRACT- April 2022, with all correction slips up to date and to carry out the works accordingly.

Until a formal agreement is prepared and executed, acceptance of this tender shall constitute a binding contract between us subject to modifications, as may be mutually agreed to between us and indicated in the letter of acceptance of my/our offer for this work.

I/We also agree to keep this tender open for acceptance for a period of 60 days from the date fixed for opening the same

I/We offer to do the work for DRM/W/O/SA, at the rates quoted in the attached schedule and hereby bind myself/ourselves to complete the work in all respects within the period of completion stipulated in the tender document, from the date of issue of letter of acceptance of the tender. The Bid security shall stand forfeited without prejudice to any other right or remedies in case my/our Tender is accepted and if : (a) I/We do not execute the contract documents as stipulated in performance guarantee clause of GCC as detailed in general instructions. (b) I/We do not commence the work within seven days after receipt of orders to that effect.

I/We hereby Confirm that the rates, rebates and/or other financial terms, if any, quoted by us in the relevant fields of the Financial Bid page will only be the ruling terms for deciding the inter-se ranking, and any such condition having financial repercussions, if quoted by us anywhere else including attached documents shall not be considered for deciding inter-se ranking

However, Railways shall have the right to incorporate any such condition quoted by us, in the contract, at their discretion, if contract is placed on us.

A tenderer claiming credentials as an individual for their share in a partnership firm, has to submit both the deeds of (i) partnership deed, showing % of their share and (ii) retirement deed from the partnership firm(or) deed showing the closure of business operations of the partnership firm, as applicable.
