| 2.00SCOPE OF WORK:- I) FOR EI MAINTENANCE:- a) The primary objectives of preventive and corrective maintenance are to minimize electrical breakdowns and faults, prevent fire hazards arising from electrical short circuits and faults, and reduce downtime. Any fire hazard incidents resulting from short circuits, or the falling of ceiling fans, luminaries, etc., due to inadequate maintenance will be treated with utmost seriousness. The maintenance agency shall be held accountable for such incidents. b) The electrical installation includes entire cabling network and wirings, BDB’s, PDB’s power & distribution cables, Compound lights, fittings & fixture. LT panels, UPS system etc. c) working time: 1 no Electrician, 1 no Helper FOR 1(Two) shift every Day including holy day. At the time of emergency breakdown etc. of beyond maintenance hour agency must be provite staff to restore the problem. | ||||||

| 3.01The agency shall maintain one Call Book which shall record all the calls alongwith remedial action taken, duly verified by the Junior Engineer/Assistant Engineer periodically. | ||||||
| 3.02Separate Log book is to be maintained for all L.T. installation . SCOPE OF WORK:- I) FOR EI MAINTENANCE:- a) The primary objectives of preventive and corrective maintenance are to minimize electrical breakdowns and faults, prevent fire hazards arising from electrical short circuits and faults, and reduce downtime. Separate Log book is to be maintained for all L.T. installation . All the ceiling fans of every Buildings are to be inspected, at least once in 3(three) Months, in respect of Split Pin, Jam nut, fan clamp & suspension arrangement etc. to avoid unwanted falling of Ceiling Fans, failing which responsibility will be fixed up upon the agency (in case of falling of ceiling fans). Report regarding physical condition of Split Pin & Jam Nut must be submitted quarterly in the format prescribed by the EIC.
All the fittings, fixture, panel board, PBDB, SPNDB Main-switches & other Electrical Installation inside all the block/floor/buildings as well as for compound lighting installation must be kept in a tip top condition by cleaning of all the said electrical equipments, dusting off accumulated dirt, cobweb etc. once in a month, and all the cleaning materials like detergent etc. are to be supplied by the agency free of cost.
The agency will have to attend all the break-down/fault of any nature involving electrical installation within the scope of contract and restore the same with its own manpower, tools & tackles keeping entries in Log books mentioning type of faults, nature of work done, fault clearance time etc.
All incidents of breakdown shall be immediately reported to the concerned Junior Engineer & Assistant Engineer, or direct to Executive Engineer in exceptional circumstances.
All the maintenance staff of the contractor should have proper & constant vigilance and check to ensure that there is no sign of overheating, burning smell, discoloration or sparking/chattering at any of BDBs, panel boards, etc. due to overloading or loose connection/termination. Care should be taken to check any highly unbalanced loading at any point. N.B:Periodical check on daily basis by thermal imager scan is required to be carried out for BDB,PDB,Cables, Panels, , Main switches etc and kepping the record and should be reported to the concerned JE on regular basis.
The weekly duty roster of the deputed staff should be submitted in advance.
The contractor shall issue identity cards to every member of his staff, regular or substitute. No staff will be allowed to perform duty without proper identity card and the agency shall have to assume responsibility for any untoward incident/situation.
The authorized licensed supervisor should attend the site regularly and in case of emergency he should attend without any delay and report the incident to the Engineer in Charge.
Frequent change of staff is not allowed. Substitute staff list shall have to be submitted at least one week in advance to the Junior/Assistant Engineer.
Recording of attendance should in the in the attendance register as per the direction of the EIC and shall be regularly checked and verified by the concerned Junior Engineer/Assistant Engineer. Monthly attendance report should be submitted along with the Bill.
Proof of verification of attendance of the staff deputed in the night shift (10 pm to 6 am) by the authority is mandatory for billing purpose.
The agency must have separate contact numbers preferably mobile phone numbers for his office and the deputed Supervisor (maintenance team) so that the communication can be easily made in case of urgency.
The space for sitting accommodation for the staff of the agency inside the compound will be provided by the PWD/user authority.
The Engineer-in-Charge reserves the right for re-allocation of duty to any or all member of the staff as per the requirement of the site or elsewhere.
Materials required as replacement during maintenance of electrical installations like fuse wires, screws, nuts, bolts, washers, AL/Cu socket (up to 35 sq. mm.) dusters etc will be supplied Agency so far as practicable, through a separate Issue register to be maintained by the agency at site.
The replaced / dismantled materials generated for carrying out breakdown or preventive maintenance or due to civil renovation / dismantling work are to be carried out and deposited to the respective Section Office or any other locations within the compound by the agency by its own labour / arrangements / tools and tackles as per the direction of the Assistant Engineer concerned. If required, the agency will have to dismantle existing electrical installations in connection with any civil renovation / dismantling work and deposit the same to convenient locations as per the direction of the Assistant Engineer concerned by its own labour / arrangements / tools and tackles.
Any fault of electrical installations , LT cables and all sub- panels, distribution boards, related main switches, isolators, earthing attachments, compound lights etc has to be detected, attended and restored by the agency by its own man power with the help of the materials (cables, main switches, DBs, wires, HRC fuses etc) available from this department or as per the terms & conditions of this contract.
a) Routine checking and preventive maintenance of the electrical installation has to be carried out by the agency daily with a view to ensure uninterrupted power supply within compound. Any negligence in the part of the agency in complying with any of the above described terms & conditions causing inconveniences to public service will be viewed otherwise and is subject to unilateral penalty, be it detected on the spot of thereafter (even after payment).
b) Routine inspection of the electrical and allied installation shall be carried out by the agency every morning to ensure that all the light/fan socket outlets/ AC/ UPS and other items of work, as may be directed by Junior Engineer/ Assistant Engineer/ Executive Engineer from time to time are in order and action for restoration shall be taken immediately for faulty items.
In case of any breakdown caused by cable fault, etc. , the agency will have to restore the power supply either with the materials available with this department or arranging the same temporarily and safely till completion of permanent restoration work as may be directed by the Engineer-in-Charge.
Maintenance materials, viz. Incandescent lamps, Main switches, Power DB, SPN BDB, Main & Sub-main cables, fluorescent/LED tubes, Chokes, Ignitors, and Condensers etc. will be supplied by the Department. However auxiliary items like screws, nuts & bolts, washers, fuse wire, insulating tapes etc. will have to be arranged by the agency on its own expense.
No materials should be taken out of the maintenance site without the permission and necessary Challan of the site-in-charge.
The agency will take care to prepare the requisition of materials required for the maintenance within his jurisdiction well in advance and submit the same to the concerned Junior Engineer so that no delay in maintenance/repair / replacement cause trouble in the system & hampering of the service thereof.
The repairing of the different type of light fittings, ceiling fans, exhaust fans etc. have to be done by the agency incl. dismantling and re-fixing the same. (Materials to be supplied by Department).
In case of power failure or development of any unfavorable situation, the agency will have to communicate with concerned WBSEDCL authority and extend co-operation to them in restoring of power supply. Meanwhile, the agency will have to operate the switching mechanisms of interconnections among available sources at suitable locations to maintain power supply at important locations by monitoring electrical loads in consultation with concerned Junior Engineer/Assistant Engineer.
Any major shut down or fault should be brought to the notice of EIC immediately in writing and over telephone for further course of action.
Insulation test with the help of Megger for the entire Electrical Installation as well as earth resistance of the earthing installation for each building and also sub-station are to be carried out in the presence of concerned Assistant Engineer/Junior Engineer once in six months and the result thereof is to be furnished to the Engineer –In-Charge through proper channel alongwith the bill.
The agency must have separate offices & separate contact telephone nos. for his site office and main/head/branch office and the same should be intimated to this Department in writing. All telephone calls should be responded without delay.
The agency should be responsible for any damage in the installation due to mishandling / mal-operation done by his staff and shall be liable for the compensation for the same which would be recovered from the bill as per direction of E.I.C. and the accused staff should be replaced immediately.
If any kind of incapability & negligence are noticed in observing all the above-said terms & conditions, this Department posses the right to deduct the cost from the bills of the contractor on pro-rate basis as determined by the Engineer –In-Charge. In that case, the above-said contract may be terminated without issuing any notice whatsoever and stringent & punitive action may be taken against the contractor as may be decided by the Engineer-in-Charge or higher authority.
Valid workman’s permits, electrical licence, Diploma certificate, identity proof etc. are to be furnished for each electrician/workman, helper & Diploma Electrical Engineer/Supervisor engaged by the agency along with the name & contact mobile no. of the persons and all these information with supporting documents are to be submitted in written to the concerned Junior Engineer, Assistant Engineer & Executive Engineer.
The contract may be terminated by one month’s notice from either side.
Any negligence in the part of the agency in complying with any of the above-mentioned terms and conditions and/or causing inconvenience to public service will be viewed seriously and shall be subject to unilateral penalty, be it detected on the spot or thereafter (even after payment of bills).
The agency should have been responsible for any damage in the installation due to mishandling or mal-operation. If so, the cost for rectification or replacement will be recovered from the bill on proportionate and the incident will be counted while issuing the performance report.
The agency will have to maintain log books in such a manner so that at least one log book may always be made available at site as and when asked for.
Bills should be submitted quarterly or as per direction of EIC, keeping at least one spare log book at site. Payment will be made as per PWD norms against placement of bills supported by log book and duly verified by the Junior Engineer / Assistant Engineer.
Labour laws : Before undertaking the work as per order, agency must produce labour license obtained from the Assistant Labour Commissioner/Dy. Labour Commissioner’s office in the Region in compliance with the provisions of Central Labour Regulation & Abolition Act, 1970 and the rules made thereunder. He should comply with all labour laws to protect the labourers engaged by him. The successful bidder after placement of the order shall have to comply with following in order to get payment : a) He shall have to follow the rules and regulations of the prevailing Acts of Central and State Governments. b) He shall be responsible for compliance of statutory obligation under the Central Labour (R&A) Act, 1978, Minimum Wages Act, 1948, Payment of Wages Act 1936, Bonus Payment Act, 1956, and also be responsible for payment of contribution (Both employer and employee’s) under Provident Fund Act & Employees’ State Insurance Act,1952 in respect of the employee. c) He shall be solely responsible for any accident, occurring if any, during the course of the work or any injury to any person and in the event of any such accident/injury he will be held responsible and must pay proper compensation for the same as per Workmen’s Compensation Act, 1923 (when Employee State Insurance Act 1948 is not applicable); d) No labour of minor age should be employed; e) Statutory minimum wages for all categories of labour are to be paid as per notifications issued by the appropriate authority of the Government from time to time:
Uniform, safety shoes, helmet, raincoat, umbrella, gumboot, torch/ emergency light, etc. and all types of tools and tackles (Like digital multimeter, tongtester, earth regeistance tester, low voltage insulation mager, hot air blower, air blower, screw driver set, all type of spaner, cable puncher, lader etc) are to be provided by the agency to its staff.
All the issues related to the safety of the staff should be taken care by the Agency itself.
In case of any mishap or accidental injury to any member of the staff deputed by the agency, the whole responsibility is to be borne by the agency but should be informed to the EIC immediately.
Any unethical/unruly attitude/behaviour or activity of the agency or any of his deputed staff should be viewed seriously and legal action would be taken accordingly by this end.
The philosophy of “Public Interest” would be the ‘motto’ of this maintenance contract. Any deviation may be viewed otherwise and action taken accordingly.
It will be the duty and responsibility of the agency to ensure strict compliance of the provisions of the contract. Should any major or recurring deviation or negligence be observed/detected in execution of the contract by the agency during any scheduled/surprise inspection of the higher authority, penal action will be taken with retrospective effect without any further reference/correspondence, and without any prejudice to the right of the Engineer-in-Charge to terminate the contract by invocation of any of the clauses of the contract.
The Executive Engineer/ Assistant Engineer the right to depute any both members of the maintenance staff to other site, in exigency of public service, restore normally or assist other team members working there.
The Maintenance Personnel, deputed by the agency should be a permanent resident of West Bengal with valid Voter / Aadhar Identity Card and should possess valid Workman Permit/ License, as per Directorate of Electricity, Govt. of West Bengal.
