Special Eligibility Criteria

   i.Criterion for Bulk order:Purchaser reserves the right to procure bulk/ entire quantity from Manufacture of Automatic Swing ( Swivelling) type door locking and opening mechanism for BG Mainline Passenger Coaches or their authorized dealers with tender specific authorization. Bidder must have successfully supplied,executed and commissioned Automatic Swing (Swivelling) type door locking and opening mechanism for at least 03 Rakes consisting of minimum 72 coaches in total to Indian Railways/Metros. In case of authorised dealers participating in the tender, supply performance of the relevant OEM will only be considered. Documentary evidence in support of supply must be uploaded. ii.Criterion for development order: The firms should have developed working model of tendered item as per RDSO specification no. RDSO/2014/CG-03. Necessary documents including photographs to substantiate for having developed the system indigenously or in collaboration with OEM and clause wise compliance of the specification should be submitted with the offer. Documents indicating the availability of M&P and Test facility of OEM shall also be submitted with the offer. All the documentary evidences shall be submitted along with offer failing which their offer will be summarily ignored. OR The bidders who do not meet the eligibility criteria of bulk order but have supplied, executed and commissioned less than 03 rakes consisting of minimum 72 coaches in total of tendered item may be considered for developmental order. iii.For the purpose of placing developmental orders on firms not fulfilling the eligibility requirement for bulk order, the calculation of 20% quantity will be done for 14 rakes. Total developmental order will not exceed 20% of total quantity in no. of rakes, finalized against the tender. Developmental order can be placed for any of the tendered rakes irrespective of no. of coaches

   iv.Technical Compliance: As per RDSO Specification :- RDSO/2014/CG-03 (attached) . The tenderers shall give para/clause wise comments on the technical specification and upload all certificates mentioned in the specification to indicate whether the equipment offered fully meets the tender specifications. The offer shall be accompanied with complete details of technical parameters/brochure/ pamphlets for quoted equipment with model number, if any, failing which offer will be summarily rejected.

   ( v ) After Sales Service: The tenderers should confirm that they will render quick after sales service during the warranty period of the machine and advise details of them after sales network/office which will render the said service.

   In keeping with the Public Procurement (Preference to Make in India) Order, 2017 as amended and in terms of clause 2.4.5 of Instructions to tenderers for e-Tender, NR_ITT_Rev._1.21_April_2024 & its applicable Correction Slips, Public Procurement of this item is restricted to Class-I and Class -II local suppliers only. Bidders are required to indicate the Local Content in their offered product in the requisite field in the offer form and also submit a certificate from their Chartered Accountants/ Cost Accountants (as applicable) in support of the same.

Commercial-Compliance

   (i) In terms of clause 4.0 of the Instructions to Tenderers for E.tenders, NR ITT_Rev_1.21_April_2024 & its applicable Correction Slips, Bidders not failing in the exempt category for furnishing EMD, are required to Mandatorily furnish the requisite EMD along with their offer, Failing which their offer will be summarily rejected. (ii) In terms of Clause 12.0 for E.tenders, ITT_Rev_1.21_April_2024 & its applicable Correction Slips successful bidders unless failing in the exempt category for submission of S.D. are mandatorily required to submit Security Deposit at 5% of the value of Contact value.

   Bidders are required to submit a duly signed certificate as per clause 2.4.3 of NR_ITT_Rev._1.21_April_2024 & its applicable Correction Slips for compliance to the conditions regarding restrictions on procurement from bidders from countries sharing land borders with India. The format of certificate is mentioned below for ready reference of bidders. I have read the clause regarding restrictions on procurement from a bidder of a country which shares a land border with India; (a) I certify that I am not from such a country; Or (b) I am from such a country and have been registered with the competent Authority. I hereby certify that I fulfill all the requirements in this regard and eligible to be considered. Evidence of valid registration by the competent authority is attached. NOTE1: Bidder is requested to please Strike out clause (a) or clause(b) whichever is not applicable to bidder while submitting above duly signed certificate . NOTE2. Bidders , who are not from such a country which shares land Border with India, should select YES in the Complied column. However, in case, the bidder is from a country sharing land border with India, should select NO in the complied column.

   In cases of Contracts/POs for a value in excess of Rs 10 crores, the contractor shall be required to provide a certificate from the statutory auditor or cost auditor of the company (in the case of companies) or from a practicing cost accountant or practicing chartered accountant (in respect of suppliers other than companies) giving the percentage of local content. Such certificates shall be required to be submitted by the contractor along with their each online bill in IREPS. The supplier must include 'PO number & PO date', name of item, name of firm, local content percentage, and details of the location(s) at which the local value addition is made, in the certificate. In case the contractor/supplier does not meet the stipulated local content requirement and the category of the supplier changes from Class-I to Class- II/Non-local or from Class-II to Non-local, a penalty in the form of deduction of 10% of the contract value shall be imposed. For severable contracts or in case of part supply, a penalty in the form of deduction of 10% of the value shall be imposed commensurate to that lot only. This penalty of 10% on the contract value will be over and above the liquidated damages & other deductions/penalties if any applicable in the contract. However, contract once awarded shall not be terminated on this account.
