LTD, ASIAN PAINTS LTD, JOTUN INCLUDING THE INDIAN SUBSIDIARIES OF THE OEMS. INDIAN SUBSIDIARIES OF THE OEMS. (OR) FIRMS WHO HAVE CARRIED OUT APPLICATION OF PAINTS ON VANDE BHARAT (TRAIN 18) OR ON ATLEAST 500 COACHES AT ICF/MCF/RCF, PROVIDED THEY SHOULD USE PAINT SYSTEMS MANUFACTURED BY OEMs LISTED ABOVE FOR THE CURRENT TENDER AND SUBMIT THEIR OFFER WITH TENDER SPECIFIC AUTHORISATION FROM OEMs OF THE PAINT MANUFACTURER. Documents to be submitted (i) Tender Specific authorization from OEM (ii) R-note or PO copy along with Inspection certificate or Work completion certificate as proof of supply/application. (OR) APPROVED SOURCES OF ICF FOR "EPOXY CUM POLYURETHANE PAINTING SYSTEM (TWO -PACK) FOR THE EXTERIOR PAINTING OF RAI.LWAY COACHES, DIESEL AND ELECTRIC LOCOMOTIVES AND OTHER INDUSTRIAL APPLICATIONS " WHO HAVE MANUFACTURED AND SUPPLIED THE PAINTS TO THE SPECIFICATION ICF/MD/SPEC/362 Rev.00 AS OEM FOR MINIMUM OF 100 COACHES AT ICF/MCF/RCF AND OUT OF THESE PAINTED COACHES, ATLEAST 50 COACHES, SHOULD HAVE SUCCESSFULLY COMPLETED A MINIMUM OF ONE YEAR IN SERVICE. Documents to be submitted (i) R-note or PO copy along with Inspection certificate as proof of supply. (ii) Performance Letter from QA/QC of PUs or Concerned Zonal Railways. FOR DEVELOPMENTAL ORDERS PAINT MANUFACTURERS WHO HAVE SUCCESSFULLY SUPPLIED AND CARRIED OUT APPLICATION OF PAINTS ON EXTERIOR OF MORE THAN 100 RAILWAY COACHES OVER ICF/MCF/RCF. Documents to be submitted (i) R-note or PO copy along with Inspection certificate or Work completion certificate as proof of supply/application. (OR) THE PAINT MANUFACTURERS WHO HAVE SUPPLIED MORE THAN 5,000 SETS OF EXTERIOR PAINT SYSTEM SETS OF EXTERIOR PAINT SYSTEM TO THE OEMs OF CARS/SUVs, (FOR REGULAR/ DEVELOPMENT ORDERS, FIRMS HAVE TO COMPLY WITH THE REQUIREMENTS OF " MAKE IN INDIA" POLICY AS PER TENDER CONDITIONS). Documents to be submitted (i) Delivery Challan (DC) or PO copy along with Inspection certificate or Invoice or Work completion certificate as proof of supply.

For all items — Commencement : Within 1 Days of issue of Contract, Completion : On or before 31-MAR-28 — AS PER SUPPLY SCHEDULE ISSUED BY THE CONSIGNEE.

Payment Terms

80% payment (excluding Installation & Commissioning Charges) shall be made on receipt of the items in satisfactory condition, against Receipted Challan duly signed by Gazetted Depot Officer and Inspection Certificate issued by the nominated Inspection Agency. Balance 20% payment (along with Installation & Commissioning Charges) shall be made after successful Installation & Commissioning of the equipment by the firm on the basis of Certificate given by RCF's nominated Officer. In case Installation & Commissioning of the item is delayed or put off beyond 90 days of the receipt of the item at the ultimate consignee due to written instructions of the Purchaser/ Consignee, the balance 20% payment of supply portion shall be released to the Supplier on his furnishing the necessary Bank Guarantee of equal amount, i.e. balance 20% valid for the period as asked by the Purchaser.

Statutory Variation Clause

SVC Clause Applicable , however if firm invoices the goods at GST Rate or HSN Number which is different from that incorporated in the purchase order, payment shall be made as per GST Rate which is lower of the GST Rate incorporated in the purchase order or Billed. For which firm would be required to adjust basic price to the extent required by higher tax billed as per invoice to match the all inclusive price as mentioned in the purchase order. On reduction of rate of tax on supply of goods and services, the benefit of input Tax Credit (ITC), shall be passed on the recipient by way of reduction in prices.

Option Clause

The purchaser shall be entitled to vary the order quantity up to + 30% anytime within the delivery period (including extended delivery period) on the same terms and conditions. The increase in quantity with respect to the tender quantity can be done even at the time of ordering and the tenderer shall be bound to accept the quantity so ordered on the basis of his original offer. The purchaser shall be entitled to exercise + 30% option clause in one or more than one installment as long as the total variation in quantity does not exceed the limit of 30% of ordered quantity.

Standard Governing Conditions

IRS Conditions of Contract: The contract shall be governed by latest version (along with all correction slips) of IRS conditions of contract, and all other terms and conditions incorporated in the tender documents.
GREEN TRANSPORT POLICY:- I) SUPPLIERS SHALL NOT ENGAGE TRUCKS/ VEHICLES OF MORE THAN 15 YEARS OLD FOR TRANSPORT OF GOODS TO RCF. II) ALL VEHICLES ENTERING INTO FACTORY PREMISES SHOULD CARRY VALID PUC (POLLUTION UNDER CONTROL) CERTIFICATE AND VALID INSURANCE POLICY. III) VEHICLES MAY UNDERGO SURPRISE CHECK BY RCF FOR GENERAL CONDITIONS SUCH AS TYRE PRESSURE, TANKS etc. AND REPORT SUBMITTED TO CONCERNED CMMs. IV) SUPPLIERS SHOULD ENSURE SPEED CONTROLLERS ARE INSTALLED IN ALL NEW HEAVY VEHICLES. V) RTA NORMS SHOULD BE STRICTLY MAINTAINED FOR DRIVER'S COMPETENCE.
