Eligibility Criteria

Tenderers should not be associated, or have been associated in the past, directly or indirectly, with a firm or any of its affiliates which have been engaged by the Purchaser to provide consulting services for the preparation of the design, specifications, and other documents to be used for the procurement of the goods to be purchased under this Invitation of Tenders.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The Bidder and /Or the OEM represented by the Dealer must have valid and latest ISO Certification

Brochures, Catalogues, Specifications, Drawing sheets specifying the make (brand) of the items to be supplied to be provided in the Schedule of Requirements and Price Schedule along with the Bid documents

The Bidder should demonstrate the capability of executing supplies matching the size and type of the subject tender by submitting copies of recent past Purchase Orders / Work Orders of value at least 24 crore in a single contract or 2 Purchase orders of 15 Crore each or 3 Purchase orders of 9 Crores each in any one of the last 5 years 2021-22,2022-23, 2023-24, 2024-25 and 2025-26 received in the Bidders name, preferably from a Government Institution / Organization of similar kind. Receipt of the Purchase Order by the Bidder must be clearly documented

The Bidders average annual financial turnover, inclusive of all components and taxes, shall not be less than Rs. 80.00 Crores (Rupees Eighty Crores only in the last 03 preceding financial years, viz 2023-24, 2024-25 to 2025-26. (50% with respect to Micro and Small Enterprises during previous 2 financial years 2024-25, 2025-26). In case the Audited Turnover Records of 2025-26 is not available as on the date of Tender submission, Records of 2022-23,2023-24,2024-25 may be considered and decision entirely rests with the Tender Committee

Only authorized dealer / agency of original equipment manufacturer (OEM) or OEM having minimum 5 years of experience in operation should Bid this Tender. Proof of Purchase Orders / Installation certificates should be attached

The Bidder/Supplier must have a reasonable customer base for supply of the above Equipment. The bidder must submit copies of Purchase Orders and related invoices/DCs/Completion Certificates to support the claim

The supplier must either be a principal company (Original Equipment Manufacturer) or an Authorized Dealer quoting on behalf of the OEM. They must have manufacturing / after sales service centers operative in Karnataka for at least 3 years and the same to be supported by authenticated Documentary proof

Bidder must submit a notarized Document which is not later than 3 months old prior to the Tender Date, that the Company/or any subsidiary of the Company/ Partners/ Stake holding Members of the Bidding Company have not been barred from participation of Tenders/Dealings/Business with any Government OR Private Organizations any time

The bidder must be in the business of manufacturing of same or similar type of Machinery / Equipment / System / Instruments, who has manufactured, supplied, Installed & commissioned the offered Machine / Equipment / System / Instruments, and shall meet the following criteria for offered Machine / Equipment / Tools / Instruments. The Tenderer should be a manufacturer who must have manufactured, tested and supplied the equipment(s) similar to the type specified in the Schedule of Requirements in ANNEXURE 1.A up to at least worth 80 % of the Bid quantity required in Annexure A.1, in the last 3 Financial year. In case of MSME-Karnataka the same must be 40% in the last 3 years

Others -- If the Bidder is a Manufacturer

The Bidder shall enclose copy / copies of the contract(s) / Purchase Orders for Central Government / State Government Institutions / Agencies / Departments / PSUs executed during last 3 financial years (included in Performance statement) prior to date of Bid publication for supply of the same or similar type & capacity of Equipment/Machines as offered

Others -- IF BIDDER IS MANUFACTURER

Only Bidder having a minimum 5 years of experience in operation in the same/Similar Business should Bid this Tender. Proof of Purchase Orders / Installation / Satisfactory Completion Certificates should be attached

Others -- IF BIDDER IS MANUFACTURER

If the Manufacturer is bidding through their Authorized Dealer/Representative, the manufacturer should furnishes Authorization in the prescribed format assuring full Guarantee and Warranty obligations support for Supply & Services as per Technical, Statutory and Administrative requirement

Others -- IF BIDDER IS MANUFACTURER

Bidder should have Service / Spare Support network in Karnataka operating for more than 3 years & must submit the statement as per Performa for Service / Spare Support Networks substantiated/Supported with Government Authenticated Documents. Manufacture/Supplier should have installations of same or better model toreputed institutions worldwide or in India. A Satisfactory Performance certificate / installation report to be provided for eligibility. Bidder should submit complete contact details along with supplied Purchase Orders.

Others -- IF BIDDER IS MANUFACTURER

The Bidder must be in the business of Dealing/supplying same or similar type of Machine / Equipment / System / Instruments, from a highly reputed and popular Manufacturer / Manufacturers who has manufactured same / similar Equipment / System / Instruments.

Others -- If Bidder is not a Manufacturer

The Bidder, as Authorized Representative, has supplied, installed and commissioned satisfactorily at least 30% by quantity of the items similar to the type specified in the schedule of requirements in the last 3 years
