Comprehensive maintenance/repair of sewage treatment plant of capacity of 1 MLD, the plant comprising of the following assets :- Main collection tank of 2,00,000 ltr capacity, submersible sewage cutter pump of capacity 7.5HP 3 phase 415V-02 No, Air compressor 15HP 3 phase 415V-03 No, treated water monoblock pump set 15HP 3 phase 415V-02 No, treated water submersible type motor 7.5HP 3 phase 415V-02 No, clarifier motor and gear 02HP 3 phase 415V-01 No, Activated carbon filter tank with assembly-01 No, sand filter unit-01 No, settling tank-01 No, Aeration tank-02 No, treated water sump of 5000 ltr capacity-01 No, chlorine tank of 20000 ltr capacity -01 No, secondary clarifier-01 No, sludge drying bed divided into 04 No compartment-01 No, PLC based fully automatic SCADA panel-01 No, motorised valve 100 mm-04 No, LT panel with motor controller-01 No, Recycling pump 5HP,3phase, 415 volts-02 Nos and other civil structures/ chambers, connected equipments, control panel board and cables etc.

(I) The parameters of input and output shall be maintained as under :-

(a) Inlet parameters :- (i) BOD - 250 - 275 mg/ltr (ii) COD - 400 - 550 mg/ltr (iii) TSS - 400 mg/ltr (iv) PH - 7 to 7.5 (v) Fecal Coliform - < 230

(b) Parameters for treated sewage effluent required are as :- (i) BOD - Less than or equal to 10 mg/ ltr (ii) COD - Less than or equal to 150 mg/ ltr (iii) TSS - < 30 mg/ltr (iv) PH - 7 to 8 (v) E coli - Less than or equal to 100 counts/ 100 ml (vi) Residual chlorine - > 0.5mg/ ltr (iv) DO (Dissolved oxygen level - 2 to 4 mg/ ltr in biological system to be maintained)

(II) The following daily maintenance to be carried out :- (a) Bar screen chamber should be cleaned every day to ensure that it’s not choked. (b) Cleaning of Oil & Grease trap. (c) Once in every two hours pumps should be changed between working and standby i.e, Sewage feed pump, blower and Filter feed pump. (d) Maintain disinfection liquid in chlorine dozing tank. (e) MGF and ACF back wash & rinse – Once in every 8 hours simultaneously. (f) Settling tank – Sludge should be disposed from settling tank to sludge drying bed. Once every 8 hours based on MLSS growth. (g) Monitoring and maintenance of log books periodically. (h) Treated water tank – chlorine content should be analysed to ensure that chlorine residual is below 0.2 ppm. (j) MLSS growth – to be checked in aeration tank and equalization tank for proper growth

(III) The following weekly maintenance to be carried out :- STP system is inspected weekly and the following points attended to :- i) Inspect Equalisation Tank/ Entry to system for blockages, plastics etc and remove. ii) Inspect Aerator and note biomass growth, recirculation flow and if any malodour,it is to be treated. iii) Inspect Secondary clarifier (Humus, Tank) and note visual appearance of final effluent and absence (or otherwise) of sludge build up. iv) Check the outlet of the system for blockage etc. v) Check water level in grease trap and if required top up with clean cold water. vi) Grease the bearings (vii) Grease all chain couplings through casing nipples. (viii) Drain out and replace gearbox oil of superior quality (ix) Check holding plate bolts. (x) Check shaft for wear and alignment. (xi) Check bearings for wear and tear and check holding down bolts for tightness. (xii) Check chain coupling and check bolts for tightness.

(IV) The following monthly maintenance to be carried out :- Aerator MUST BE SWITECHED OFF during monthly maintenance procedures. i) Check motor for overheating (by touch) and remove dust etc. from air fins. ii) Grease all bearings through nipples. iii) Grease all chain couplings through casing nipples. iv) Check oil level in gearbox and top up if necessary. v) Check sludge return system from Humus Tank for function. vi) Apply light lubricating oil in small quantities to locks and hinges. vii) Empty and clean out grease trap and fill with clean cold water. viii) Preparing and submitting monthly report on performance of the plant. ix) Sludge disposal outside the MD land atleast once in a month. x) Check and calibrate the instruments including on line monitor and submit report. xi) Check dozing pump and repair/service if necessary.

(V) The following items for routine maintenance shall be provided in plant :- (a) Liquid chlorine with suitable % of chlorine concentration as recommended by manufacturer - 350 ltrs per month (b) Urea - 250 kg per month (c) DAB - 200 kg per month (d) Bio culture - 60 kg per month (e) Cow dung - 500 kg per month (f) Deforming chemical - 30 ltr per month (g) INDI foam 3000 - 60 ltr per month (h) Sercon 203 - 45 ltr per month

(VI) The following items shall be replaced as and when required or as directed by the Engr-in-Charge :- (a) Gaskets, Gland Packing. (b) O rings. (c) Drive belts for air blower and clarifier. (d) Minor electrical accessories viz Indication lamps, fuses etc. (e) Blades (f) Pasting materials (g) Consumables like gloves, safety jackets, helmets, respirators etc (h) Cleaning Chemicals, reagents, Lubricants etc. (j) Contractor shall ensure the filter media particles are upto the level in ACF and MGF. If the quantity level reduces due to loss during filtration and back wash, the same should be toped up during routine maintenance.

(VII) The following tests shall be carried out and maintain the record of treated sewage as per frequency mentioned below :- Ser No Description of parameters Periodicity 1. Note for item No 3 :- Provide the following technical services and the quoted rate deemed to be inclusive of the following :- (a) The contractor shall visit the site/ plant before quoting the tender. The existing STP plant is MBBR and Original Equipment Manufacture is M/s ION Exchange.

(b) For technical support in comprehensive maintenance of STP, the contractor shall enter into MOU with any of the OEMs, mentioned in the tender. No additional payment on this account shall be made to the contractor by the department.

(c) The contractor shall ensure that the OEM shall be the one with whom MOU has been submitted prior to receipt of tender. However, in case the said OEM fails to perform his obligations as per MOU, the contractor may be allowed to get the technical support through any other OEM mentioned in the tender, after acceptance of tender with prior approval of Accepting Officer. However, in such cases, matter shall be taken up by the deptt with appropriate authority for disciplinary or other suitable action against the defaulting OEM. The contractor shall also be at liberty to take any action against such OEM. Contractor shall however be responsible for completion of the work under the contract strictly as per the terms and conditions of the contract agreement and no claim whatsoever on any account shall be entertained in this regard.

(d) Irrespective of the fact that MOU is signed by contractor with an OEM, contractor shall be fully responsible for overall performance and quality of treated water coming out after treatment.

(e) The comprehensive maintenance of STP plant of MBBR will be carried out through the OEM's personnel under the supervision of contractor and the Engineer-in-Charge. The OEM shall be responsible for all technical support for comprehensive maintenance and shall also be responsible for performance of the plant in terms of outlet parameters mentioned here-in-before.

(f) OEM or their authorised service centre shall employ round the clock minimum one technician having sound knowledge in STP Plant to operate the plant, carryout water analysis checks through approved Laboratory and monitor the performance of the plant on a regular basis, interpret the results and suggest remedial measures in case of major deviations and one person for daily maintenance and cleaning of the plant.

(g) On line/Real time monitoring of COD, BOD, TSS, Disolved Oxygen, PH values including performance monitoring on a regular basis, interpret the results and suggest remedial measures in case of major deviations.

(h) Visits of service Engineer of OEM at least once in every month and during break down or when urgently required for the Inspection, servicing repair, rectification of problem and submission of report.

(j) The contractor shall be fully responsible for maintaining the STP in operational condition in consultation with the Engineer-in-Charge.

(k) The cost of supply and replacement of worn out/ defective equipments, each and every type of repair, renewals, regular servicing for efficient and smooth functioning of STP and connected equipment/ items shall be deemed to be included in the unit quoted rates of BOQ.

(l) Repair/ replacement of any equipment/ machinery or part thereof provided under this contract shall be got done only from the manufacturer's authorised dealer/ OEM and record thereof shall be maintained.

(m) The contractor has to provide all consumable spares, oil & lubricants for greasing of various equipments, chemicals, consumables for electrical and mechanical plant & machinery.

(n) One month's consumables and required spares shall always be kept at site in advance.

(o) Major repairs/ overhauling etc. shall be notified to the GE immediately on occurrence. The cost of each part/ equipment replaced shall be deemed to be included in the unit rates quoted by the contractor. The rates quoted for item shall be deemed to be included for all materials and labour reqd for comprehensive maintenance including repair/ replacement of all the component equipment for keeping the STP in operational condition.

(p) The entire treated water will be reutilised for arboriculture purpose/ flushing system of toilets. The quantity of treated water shall meet all the criteria given here in before.

(q) The contractor shall carry out various tests on treated sewage and record the same in registers duly signed by contractor's rep, JE and Engineer-in-Charge. The tests shall be carried out from Govt approved laboratories. Contractor shall also be at liberty to establish his own laboratories at site for same after prior approval of GE, however, GE can ask the contractor to get independent tests from Govt lab/ Govt Engineering colleges. The cost of above shall be deemed included in the rates quoted by contractor in BOQ.

(r) The Installation shall be frequently visited by the MES/ Air Force officers. It shall be contractor responsibility for proper upkeep of the area in a presentable state all the time. Surrounding area upto the fencing/ boundary of STP shall be kept clean and cleared of bushes/ shrubs and grass all the time to give a neat and clean appearance of the area.

(s) Registers of record of periodical maintenance carried out date wise for each equipment separately and the same shall be signed by both parties i.e authorise rep of contractor, JE and Engineer-in-Charge.

(t) Repair to system in case of break down (due to normal wear & tear) shall be rectified by the contractor within 24 hrs. In case of failure noticed more than 24 hrs, recovery shall be effected @ Rs. 500/- per hour beyond 24 hrs.

(u) Disposal of all sludge at suitable frequency (atleast once in a month) outside the defence land. Contractor is deemed to have identify the area suitable for disposal for sludge. The cost of same shall deemed to have been included in the quoted rates.

Manning & Operation by providing outsourcing services of Kalpa Vihar Pump House by employing one FGM (Skilled) Labours per Shift of 8 hrs for 3 Shifts, 24 Hrs per day, including Sundays & Holidays, comprising the following works :- (a) Operating Pump sets 15 HP-6 Nos, 25 HP- 01 No, 40 HP-04 Nos and 60 HP-1 No in the Pump House as directed. (b) Operating Diesel Gen Set 75 KVA during Electric Supply failiure. (c) Checking & maintains water level in the UG Sumps. (d) Operating Chlorination Plants-3Nos as directed. (e) Maintaining Log Book for Gen Set & Pump Sets. (f) Maintaining record of timing for Supply of Water complete all as specified and directed by Engineer-in-Charge. g) Contractor and his employed FGM are responsible to maintain chlorine residual 1-2 ppm at source (in pump house) as directed by JE/Engineer-in Charge. Daily record of the chlorination test is to be maintained in precribed performa. Testing aparatus and accessories for testing is the responsibility of the contractor. The cost of the same is deemed to be in the quoted rate of his this item(Chlorine will be made available by Deptt)

Manning & Operation by providing outsourcing services of Booster Pump House by employing one FGM (Skilled) Labours per Shift of 8 hrs for 3 Shifts, 24 Hrs per day, including Sundays & Holidays, comprising the following works :- (a) monoblock pump set - 4 Nos in the Pump House as directed. (b) Operating Diesel Gen Set 82.50 KVA during Electric Supply failure. (c) Checking and maintain water level in the UG Sumps. (d) Operating Chlorination Plants-2 Nos as directed. (e) Operating Pump sets in the well Nos 4, 6, 8, 9, 10, 15, B, C & 1 x Bore Well as directed. (f) Maintaining Log Book for Gen Set & Pump Sets. (g) Maintaining record of timing for Supply of Water complete all as specified and directed by Engineer-in-Charge. (h) Firefighting installation contains Fire pump 75HP, Jockey pump 10 HP, Diesel driven pump upto 68 HP , 2 x Monoblock pumps of capacity 10 HP and 1x centrifugal pump set of 20 HP on ATC bldg terrace.

Note for Item No. 33 to 46 : The rate quoted shall be deemed to be included for the following provisions :- (a) No of shifts : Three shift per day

(b) Rates quoted by contractor shall be inclusive of GST as applicable, basic labour rate, Employer's contribution for EPF, Employer contribution for ESIC, Bonus, Overhead and profit of contractor and labour welfare cess etc.

(c) No of labours : One Govt ITI qualified having minimum 04 years experience in relevant trade. (Shift timing 6.00 Hrs to 14.00 Hrs, 14.00 Hrs to 22.00 Hrs and 22.00 hrs to 06.00 Hrs)

(d) No RAR shall be admitted for payment if wage and attendance register of Trades personnel engaged are not produced alongwith RAR/ FB.

(e) No RAR shall be admitted for payment if copy of payment proof made through Adhar linked Bank Accounts of Trades personnel engaged by the contractor and same verified by the Engineer-in-Charge are not produced with RAR/ FB. Engineer-in-Charge shall be personally responsible to verify whether the contractor paying the minimum fair wages fixed by Government of In dia for Trade personnel.

(f ) Wage paid by the contractor to the persons employed shall not be less than the minimum wages fixed by State/ Central Government from time to time whichever is higher.

(g) The contractor shall be responsible for the EPF, ESI, bonus, Safety etc. and insurance of all trademen employed by him as per existing Labour Rules/ Acts/ Regulations.

(h) Manpower employed by the contractor will be detailed in high security area, it will be the sole responsibility of the contractor to arrange security pass immediately after commencement of work to avoid interruption in smooth functioning of the installation.

(j) Tech qualification and experience certificate of all employed operators shall be submitted by the contractor to Engineer-in-Charge within the 10 days of Acceptance of tender.

(k) In case of manpower employed at any installations/ plant found absent from duty a fine of Rs. 1000.00 per shift will be recovered the dues of the contractor and no amount will be paid for that shift.

(l) The firm/ Contractor shall be solely and fully responsible to his employed manpower for any accident/ damage during maintenance and operation period. The department will not entertain any claim compensation etc. on this account and shall have no liability in this regard.

(m) The operating staff shall be capable for attending minor defects/ rectification. Necessary tools should be provided by the contractor without any extra cost.

(n) Duty staff will ensure popper upkeep and operation of all installed machinery and other electrical fittings, fixtures and proper shift wise operating record of each plant in log sheets duly signed by shift duty operator and contractor.

(o) Duty staff will maintain the installation, machinery, control panels and the premises clean and tidy and will report break downs or any affects immediately to the Engineer-in-Charge/ concern JE.

(p) DHPP (Diesel) shall be issued by department however, by using DG Operators diesel should be collected from AFS (MT)/ MES (MT) section and transportation upto DG installation by the contractor without any extra cost.

(q) The operating staff should record the voltages and amperes, consumption of diesel and readings etc., in the daily log sheet.

(r) It may be noted that contractor shall be sole responsible for any mishappening occurs including accident/ injury due to deploying of inexperience unskilled persons.

(s) Operator must be skilled & must have knowledge of operation & maintenance of Pump Sets, DG Sets, Panel etc.

(t) Consumable stores such as cotton waste, Grease including tools required shall be provided by the contractor.

(u) Operator must ensure cleanliness of Pump Sets/DG Sets/Panels.

(v) The rate quoted by the contractor shall be inclusive of Life insurance for the tradesmen employed by him in case of untoward incident such as injuries, fracture or casualty while on duty.

(w) Checking of leakage /water level in the radiator,checking of leakage of oil from the engine ,compressor etc, shall be carried out by the operator.

(x) Inform the JE/AGE E&M incharge of any electric faults, water supply failure, Diesel requirement for Gen Sets and any other mishappenings.

(y) Any Major repair of Machineries, replacement of batteries and filling of Diesel for Gen Set will be carried out by the MES

(z) Any other work, not specifically mentioned above, but ordered by the Engr-in-Charge for the smooth functioning of Pump House and supplying of water complete all as specified and directed

(aa) The unit rate is deemed to be included for jungle clearance / surface dressing around 5 mtr from plinth protection of each bldg/ storage tank structure.

(ab) Contractor shall ensure that their staff employed in the installations are fully equipped with necessary tools like spanner sets, multi meter, tong tester, grease gun filled with grease, chlorine test kits, and consumables etc to attend preventive maintenances of pump sets, attending break downs of pump sets and panel boards. They should also be equipped with protective clothings, helmets, industrial shoes, gloves, rechargeable torches etc required in MES installations.

Taking down defective centrifugal pump set 40 HP by disconnecting the pump from motor after unscrewing nuts/ bolts of coupling, foundation, suction pipe delivery pipes and shifting of pump to workshop for repair/ servicing, comprising strip opening of pump, replacement of any defective parts, carrying out necessary lathe work, re-assembling and shifting from workshop to site, re-installation at location as directed by Engr-in-Charge, testing on full load capacity at least for 8 hrs, complete all as specified and as directed. (Supply of spare parts shall be measured and paid for separately under respective items here-in-after). Make of Pump : BATLIBOL Note :- (a) The spares shall be measured and paid seperately in the relevent items given below. (b) Cost of labour for replacement of spares and transportation are deemed to be incl in the quoted rate. (c) The pumpset shall be spared for one week for repair from the date of complaint given by AGE/ JE E/M regarding breakdown. The Contractor is responsible for making alternate arrangement of pump set in case of time required more than one week. (d) In case services affected due to delay in repair of pump set, a penalty of Rs 1000 per day will be levied from the contractor. (e) Please note that this penalty is exclusively other than the condition 56 of IAFW-2249 and shall be treated as interim condition of the contract. (f) The decision of the Accepting Officer in this regard shall be final and binding.

M&L for repair/maint of Sand Filter of 1 MLD Sewage Treatment Plant, including replacing of sand & silex by opening top cover of sand filter tank and removing used sand and silex from Sand Filter Tank and washing/ cleaning the tank neatly & properly, and re- filling with new Fine Sand (400 Kgs), Coarse Sand(1500Kgs), Fine Silex(400kg) and Coarse Silex( 400 Kgs) in proper layers as per requirment and closing top cover of the Sand Filter Tank properly and check all connections complete all as directed by Engineer-in-Charge.

Supply and lay UPVC pipe class “SCH 40” 100 mm dia, conforming to IS 13592 with all fittings (specials) and fixtures including disconnecting and taking out old unserviceable pipe with specials complete all as specified and directed.

Supply and replacement unserviceable iron sheet external cabinet made out of 18 gauge MS sheet of Size 1000mmX1300mmX900mm on angle iron frame made out of 25X25X5mm and with mm thick toughened glass door and locking arrangement to accommodate firefighting arrangements like Reinforced rubber lined hose reel 63mm dia of length 15mtr-2Nos and Gunmetal Branch Pipe short length -1No, First aid Fire Hose Reel 25mm dia of 36 mtr length -1No painting with two coat of synthetic enamel paint of fire red color over a coat of red oxide primer for external and internally complete all as specified and directed by Engineer -in- charge.

Note :- (a) The unit rate shall be include for taking down existing GI pipe and connections and all fittings as directed.

(b) The unit rate shall be include the cost of short lengths, with all pipe fittings such as bends, tees, short pieces connectors, elbows, reducers, unions, sockets etc and fixing accssories such as pipe hooks, screws clamps etc

(c ) Wall thickness of pipes shall be all as per IS : 15801

50 mm outer dia PP-R Gate Valves (Brass insert) with iron wheel head screwed both ends for iron pipes and including taking out unserviceable Gate valves complete all as specified and directed.

Supply only MBBR Media in the Bio culture tank of STP Plant. Make : ION Exchange Cat No. MB1622 or its equivant as approved by GE complete all as specified and directed

Cutting existing road/PCC/Drain for laying of DI/GI or any typeof pipe including necessary earth work, excavation exc 600mm depth but not exc 1mtr depth, wide 800mm including making existing surface with PCC 1:2:4 type B1 using 20mm aggregate thickness of concrete is 150mm complete all as specified and directed.

Note :- The tendere shall take into consideration for following points while quoting his rate for this item and the unite rate is deemed be included for :-

(i) Earth work excavation in any type of soil

(ii) Returning, filling in, including spreading, levelling, watering and well ramming in layers not exc. 25 cm thick complete all as specified and as directed.

(iii) Removing excavated material to out side MD land

(iv) Laying of any type/any bore of pipe in trenches including taking down any description. Supply of pipe will be measured and paid separately

Disconnecting electric connection and taking out submersible sewage cutter pump set of capacity 3 HP, 3 Phase, 415 volt from sewage well, transport to the workshop and back for making the serviceable/ repair, dismantle the motor/pump, taking out burnt winding of stator, removal of burnt insulation material from the slot, cleaning the stator slots and M&L for rewinding the stator using super enamelled, submersible grade coper winding wire of same gauge and turns, cleaning and overhauling the pump, tightening impeller complete including replacing the following unserviceable spares, reinstall the pump in original position and testing at full load capacity all as specified and directed by Engineer-in-Charge. M&L for repair/maint of Activated Carbon filter of 1 MLD Sewage Treatment Plant, including replacing of Carbon by opening top cover of Carbon filter tank and removing used old Carbon from Carbon filter tank and washing/ cleaning the tank neatly & properly ,and re- filling with new Activated Carbon 900 IV (625 Kg) as per requirment and closing top cover of the Carbon filter tank properly and check all connections complete all as directed by Engineer-in-Charge

Excavation in trenches n.exc 1.5m width and n.exc 1.5 m depth and getting out in hard/dense soil complete all as specified and directed.

Returning filling in, with soil obtained from excavation in layers n exc 25cm thick including spreading watering ramming etc complete all as specified and directed.

Removal of excavated material to a distance exc. 230mtr and n exc 500mtr and deposited as directed.

90 mm outer dia of pipe of 3 Layer PP-R Polyproplyne random copolymer concealed SDR 7.4 (PN 16) UV stabilized and antimicrobial fusion welded havIng thermal stability for hot and cold water supply including all PP-R plain & brass threaded polypropyelene random fittings fixing complete to walls, floors, ceilings, under trenches including taking down of existing GI/CI unserviceable pipes complete all as specified and directed. Make : SFMC, Prince , KPT.

Note :- (a) The unit rate shall be include for taking down existing GI pipe and connections and all fittings as directed.

(b) The unit rate shall be include the cost of short lengths, with all pipe fittings such as bends, tees, short pieces connectors, elbows, reducers, unions, sockets etc and fixing accssories such as pipe hooks, screws clamps etc.

(c ) Wall thickness of pipes shall be all as per IS : 15801

90 mm outer dia PP-R Gate Valves (Brass insert) with iron wheel head screwed both ends for iron pipes and including taking out unserviceable Gate valves complete all as specified and directed.

Supply only 90 mm outer diameter of pipes in cutting road portion 3 Layer PP-R Polyproplyne random copolymer concealed SDR 7.4 (PN 16 @ 20°C) UV stabilized and antimicrobial fusion welded havIng thermal stability for hot and cold water supply including all PP-R plain & brass threaded polypropyelene random fittings complete Note : The unit rate is included for supply only and cutting existing road , excavation, Laying of any type/any bore of pipe in trenches including taking down any description and 150 mm thick PCC 1:2:4 type B1 as in road will be measured and paid separately.

Reinforce rubber line hose reel 63mm dia and 15 mtr length as per standard specification including taking down existing one complete all as specified and directed.
