COMPREHENSIVE MAINTENANCE OF MODERNISED WATER SUPPLY SYSTEM SCADA AND CONNECTED WORKS AT SI LINES UNDER GE BHOPAL

NOTES FOR ITEM NO 2 :- The contractor will attend all complaints regarding malfunctioning of software, modems, Simcards, Messaging system, Alarm system, etc all as directed by Engr-in-charge. All materials required for the work shall be provided by the department or paid against items mentioned below (BOQ serial item No.4.00 to 27.00) as supply only rate and cost of labour for taking out/ dismantling and fixing of new item shall be deemed to be included in the quoted rate of BOQ item No.2.00. Any complaint un-attended for more than 24 hrs will invite a penalty of Rs. 500/- per day. Decision of GE regarding penalty shall be final and binding.

Comprehensive maintenance of SCADA based water supply pumping and distribution system by employing one trained technician in each shift for 03 Shifts (each shift of 08 hrs, shift timings will be as directed by Engineer-in-charge) i.e. 03 technician per day, ITI qualified (trade as per requirement of Engineer-in-charge) with at least 01 (one) year experience in the relevant field OR matriculate with atleast 05 (five) years experience in the relevant field and requiste certificates in this regard including carrying out repairs, maintenance and servicing of all PLC panels and all connected circuit and accessories as required for all the modernised water supply system as described below at SI Line Bhopal under GE Bhopal as follows:- (a) Servicing and maintenace/repairs and replacement of defective components/spare parts of PLC based control panels including all accessories modem, antenna etc. installed at various pump houses, OHT and Master control station ,Mimic panel. (b) Repair/maintenance by disconnecting, cleaning, greasing for wear and tear complete servicing, refixing, lathing installing and commission of all motorised valves, Pressure switch, Ultrasonic level sensor. Item No 2 contd.. The scope of work also covers:- (i) Any changes to the Programmable Logic Controller(PLC), e.g. Changes in ladder logic of programme, changes in operational timing, etc. (limited to the scope of items covered under this AMC) (ii) Any changes to the SCADA software, e.g. Changes in report format, changes in operational screens, creation of soft keys etc. (limited to the scope of items covered under this AMC) (iii) SCADA reports related to all the systems to be mailed to AGE/JE on every week (iv) To attend break down maintenance ( within 4 hours of reported time) and replacement of unservicable spare parts as required at site complete all as specified and directed by Engineer in charge Note (i) All components/spare parts replaced shall be measured and paid seperatly as supply only item mentioned in schedule ,fixing charges shall deemed to be include in this item. (2) All the calls related to unservicability/ break down of the system should be attend with in 4 hours, if failed so a penalty of Rs 1000/- can be imposed on each day untill the system gets repaired . (3) The quoted rate shall also inclusive of all the charges for the communications, i.e. 01 Nos bsnl broad band connection with static IP at Pump House and GPRS enabled data cards used in all PLC based panel related to this scope of work.

The technician shall submit a letter from the manufacturer as proof of his being a authorised representative of the manufacturer. The technician shall also submit a signed report on original letter head of the manufacturer that servicing as been carried out by him. Upgradation of existing SCADA Software, with new additional features and upgradation of reporting software.a). Upgradation of existing CPU with scada compactible operating system, anti virus etc upgradation to the SCADA software, shall be carried out by authorized representative of the original scada developer only. The Engineer shall submit a letter as proof of his being a authorized representative of the original scada developer.
