PROCUREMENT OF ENDPOINT PROTECTION SOFTWARE ANTI-VIRUS TO DESKTOP SYSTEMS OF BHOOMI, AJSK & MOJINI PROJECTS

The tenderer should be a manufacturer who must have manufactured, tested and supplied the equipment (s) similar to the type specified in the ‘Schedule of Requirements’ up to at least xxxx % of the quantity required in any one of the last 3 years. The equipments offered for supply must be of the most recent series models incorporating the latest improvements in design. The models should have been released on or after xxxxx and be in satisfactory operation for xxxxx months as on date of tender opening. Certificates to be provided as per Section XII of Tender Document.

In case of authorized representative/dealer of a manufacturer - The manufacturer furnishes authorization in the prescribed format assuring full guarantee and warranty obligations as per General Conditions of Contract and Special Conditions of Contract. Manufacturers Authorization Form to be provided as per Section XIII of Tender Document.

In case of authorized representative/dealer of a manufacturer - The tenderer, as authorized representative/dealer , has supplied, installed and commissioned satisfactorily at least xxxxx % of the quantity similar to the type specified in the Schedule of Requirements in any one of the last three years which must be in satisfactory operation for at least xxxxx months on the date of tender opening. Certificates to be provided as per Section XII of Tender Document.

The legal status, place of registration and principal place of business of the company or firm or partnership.

Details of experience and past performance of the tenderer on equipment offered and on those of similar nature within the past three/five years2 and details of current contracts in hand and other commitments.

A detailed description of the essential technical and performance characteristics of the goods.

A list giving full particulars, including available sources and current prices, of spare parts, special tools, etc., necessary for the proper and continuing functioning of the goods for a period of two years, following commencement of the use of the goods by the Purchaser.

Bidder should furnish copy of the Registration document where the Company/Proprietorship/ Partnership is registered under Indian Companies Act 1956 or 2013/Partnership Act 1932 / Shops and Establishment Act/Limited Liability Partnership/Proprietorship.

OEM must not have strategic/ownership ties with restricted countries as per GoI.

The bidder would provide letter of compliance of the Technical specifications of the item indicated in the last column of Annexure-1.

Bidder must be in active IT/ITES operations for at least 5 years.

Bidder must not be blacklisted by any Government entity.

Bidder must be an authorised partner/ reseller of the OEM.

OEM must commit that the product will not reach end-of-life during the contract.

OEM and product must comply with security standards (ISO 27001, Common Criteria/ EAL2, CERT-In).

OEM must declare no backdoors and no data transmission to servers in hostile nations.

Bidder if OEM should have supplied the Anti Virus software or similar up to at least 80% of the quantity required in any one of the last 3 years/ if bidder is a trader, should have supplied up to at least 30% of the quantity required in any one of the last three years. The bidders should have experience of supplying minimum quantity as mentioned above to a Central or State Government / Urban Local Bodies / Government Departments / Public Sector Companies / Private Companies in India

Product must have at least 50,000 global and 10,000 Indian endpoint deployments.

Bidder must have at least three OEM-certified technical engineers in India.

Bidder must provide helpdesk, escalation matrix, and onsite support commitments.

Mandatory documents: GST, PAN, Incorporation, Audited financials, OEM authorisation, ISO certifications, CERT-In empanelment (if applicable).

Bidder and OEM must submit declarations on conflict-free interest, litigation status, confidentiality, data protection and GoI cyber security compliance.

If bidder is a manufacturer, then manufacturer certificate should be submitted.

Bidder should be registered under GST and should submit proof of filing GST returns for the past 3 years.

The bidder shall provide documentary proof of IT returns filed for previous three financial years (2022-23, 2023-24, 2024-25) Provisional 2024-25

The Bidder should have Rs. 6 Crores turnover in any two years in the last 5 years from IT security/software sales).

Positive net worth in all last three financial years.

OEM must be a reputed cyber security company with minimum 10-year global presence.

The proposed product must be present and supported in India for at least 5 years.

OEM must have registered office / authorised support presence in India.

OEM must provide secure SDLC / Vulnerability Disclosure process (VDP) documentation.
