Outsourcing for maint and operation of water supply installations Tube well No 01 located at Domestic area, Unchibassi round the clock, having installed vertical turbine /submersible pump of suitable capacity discharge and head,, Chloronome plant/bleaching dozer and stand by DG set (will run when electrical break down occurs), deployment of one operating staff (01 x Skilled pump operator for each shift of 08 hours (total three shift per day) including daily periodically maintenance of Pump sets including minor repairs such as oiling, greasing etc including operation of LT panel , sluice valve of pumping mains and distribution /interlinking valves for ensuring water supply up to bldg service tanks including daily periodically maintenance like replacement of defective glands, cleaning of panels and cleaning of installations inside and outside of the installation including vegetation, clearance surrounding installation area up to 10m from the pump house area, maintaining/updating of log sheet and other documents and submit to office of AGE E/M pathankot, complete all as specified and directed by Engr in Charge.

Note for item No 01 & 02 :- (i)Total operators required to required to operate the equipments/installations = 03 Nos each installation (total 06 Nos)) .(ii) One pump operator (skilled) requred in each shift duty of 8 hrs round the clock i.e (Total 03 shifts in a day). (iv) The rate quoted includes Outsourcing for operation & maintenance of installation on all days including Sunday/Gazetted Holidays. (v) The cost of maintenance of documents installations charts and daily records as clarified under relevant particulars, specification shall deemed to be included in the rates quoted for above items. (vi) The quoted rate deemed to be inclusive for provision of reliever duty and leave periods.(Vii) The operator on duty should have proper uniform in light blue colour shirt and dark blue trouser duly printed name as MES and contractor with all protective arrangement during the duties like shoes/hand gloves/gum boots and required tools for operation and maintenance of installation. (viii) The rate quoted deemed to be inclusive of rectifying minor defects such as arresting of pipes leakage temporarily, greasing of pump/valves, gland packing, fuse wire, minor repairs to starters such as replacement of pitted contracts/coils etc whenever required. keeping neat and clean of whole installation are by grass cutting and removal of debris. (x) Keeping daily record of pump set /DG running Hrs in all as specified and directed by Engineer In charge. (xi) Carrying out A check of DG set (checking of engine oil battery electrolyte and radiator water level) daily as per manufacture's manual.

(xii) Replacing of distilled water/battery electrolyte and charging of batteries as when required and rectifying minor defects such as Engine Air lock, tightening of loose bolts and nuts etc which may develop during operation and relative parameters all as specified and directed by Engineer-In-chrge.The contractor should provide Residual chlorine test kit and othodoline solution at each water supply installation for checking/maintaining the Residual chlorine register and quoted rate is deemed to inclusive for the same . (xiv) The installation will be handed over in operating state on the commencement of contract through work order. (xv) The operator shall ensure by trial run and be alert to run the DG set within 5 min of supply failure. (xvi) Diesel oil required for running the DG set will be made available at site by the Department for running the DG set. However the record of consumption of oil shall be maintained by Contractor at each installation. Contractor shall have to intimate minimum 02 days in advance for requirement of diesel for DG Set. (xii) Antecedents of the Personnel engaged by the contractor to carry out the work shall be verified from police authorities and accordingly security passes shall be issued. (xiii) The contractor shall be solely responsible for all personnel deployed for carrying out the above jobs and all transport required for conveyance. The rate quoted deemed to be inclusive of EPF, insurance etc of operator/electrician all as per latest norms of labor Commissioner.

(xiv). The labors s shall be provided with protective devices and shall wear them while working. In case any accident/ injury/ fatal or partial disability happened, the contractor shall be solely responsible for settling all claims/ compensation. Department will have a right to recover any sum indicated/ claimed by Labor Commissioner/ Court directive. (XV) Contractor will render a certificate/ confirmation every month that minimum wages act is not violated and every employee engaged have been paid their wages only through individual bank account laborers in full and receipts there on obtained. The Contractor shall produce bank statements every month along with the Certificate.(xvi) In case the contractor fails to set right break down (occurring during maintenance) or absence of operator within 02 hours, the Accepting Officer and the Engineer-in-Charge (GE and AGE E/M) shall impose penalty of Rs 500/- per hour per operator for inconvenience caused after said 02 hours period. If such penalties occurred more than twice in a month contract will be terminated, the balance portion of the year shall be got executed by other agency at the risk and cost of the contractor (xvi) Material required for chlorination will be paid separately

Supply only (calcium based granular disinfectant for water treatment, more stable than chlorine, gas and stronger then bleaching powder and sodium Hypochlorite packing in 45 kg drum with chlorine content not less than 65% for maintaining residual chlorine between 1 to 2 ppm at supply end and less than 0.5 PPM at user end, complete all as specified and directed. Note : The contractor shall submit the test certificate from OEM before calming for payment.

M/L for carrying out physical, chemical & Bacteriological analysis all as per IS 10500: 2012 for drinking water sample of the Fresh water pump houses at various locations for approved laboratory. Note the rate quoted deemed to be inclusive of collecting water sample in sterilized bottle / PVC container & submitting the same for testing.

Outsourcing for operation of HT substation located at Depot area, Unchibassi round the clock, having installed HT structures, Lt distribution panel, Distribution transformer, including attending HT/LT fuse of calls/ breakdowns of entire Depot area complete up to blds DBs with deployment of minimum one electrician (skilled) and one mate electrician (semiskilled) for each shift of 08 hours and for complete three shifts per day) including daily periodically maintenance of HT/LT distribution system including minor repairs such as replacing of fuse of HT & LT, tightening /replacing of thimbles, lugs, nuts , jumpers & cleaning of panels and surrounding area. Maintaining/updating of log sheets and other documents and submit to office of AGE E/M Pathankot, to recording of continuous supply of electricity in Army area/Users including cleaning of installations inside and outside of the installation complete all as specified and directed by Engr in charge. Note:- (i)Total Electrician both Skilled & semi skilled required to operate the equipments/installations = 06 Nos .(ii) One electrician (skilled) and one mate electrician (semiskilled) required in each shift duty of 8 hrs round the clock i.e (Total 03 shifts in a day). (iv) The rate quoted includes Outsourcing for operation & maintenance of installation on all days including Sunday/Gazetted Holidays.

(v) The cost of maintenance of documents installations charts and daily records as clarified under relevant particulars, specification shall deemed to be included in the rates quoted for above items. (vi) The quoted rate deemed to be inclusive for provision of reliever duty and leave periods.(Vii) The operator on duty should have proper uniform in light blue colour shirt and dark blue trouser duly printed name as MES and contractor with all protective arrangement during the duties like shoes/hand gloves/gum boots and required tools for operation and maintenance of installation.(viii) The HT 11 KV supply from MRS to Depot power house to be monitored by the operator. The HT OH/Underground line from MRS to Depot Power house to be patrolled once in a month for preventive breakdowns. Additional manpower required for the same is deemed to be included in the quoted rate. Necessary transportation should be provided by the contractor and the rate quoted is deemed to be included in per shift rate.(ix) Rated quoted deemed to be inclusive for additional man power required for early restoration of supply in case of emergency. The rate quoted deemed to be inclusive of rectifying minor defects such as (a) replacement of HT fuse wire, lugs, ACSR jumpers etc whenever required.(b) Keeping neat and clean of complete installation area by grass cutting and removing the debris. (c) Keeping daily record of HT sub-stn and relative parameters all as specified and directed by the Engineer-in-Charge.

(x) The contractor has to work in conjunction with other agencies working at Unchibassi area to resolve the break downs without creating inconvenience to users.(viii) The entire HT OH lines/structure along with AB switches/DO fule/LAs ets of entire feeder inside Unchibassi are to be patrolled once in a month for preventive breakdowns. Trimming/cutting of tree branches touching the OH line. Applying petroleum jelly on movable contracts of AB switches etc complete. Additional manpower required for the same is deemed to be included in the quoted rate. Necessary transportation should be provided by the contractor and the rate quoted is deemed to be included in per shift rate.(ix) Rated quoted deemed to be inclusive for additional man power required for early restoration of supply in case of emergency. The rate quoted deemed to be inclusive of rectifying minor defects such as (a) replacement of HT fuse wire, lugs, ACSR jumpers etc whenever required. The major items such as HT joints, AB switches, LAs, ACSR conductor/insulators, line spacer etc will be paid separately as supply only for carrying out repair/ replacement under relevant Sch item (xi)The contractor has to work in conjunction with other agency working at Unchibassi area to resolve the break down without creating inconvenience to user.
