Scope of work & Other Technical Parameters :-
Scope of Work includes annual maintenance contract of all major & minor equipments related to Fire Fighting system installed at site including All types of jockey pump, main motor pump, terrace pump, Diesel pump, water sprinklers, pipe line, wet/ dry riser, various types of valves, over head/ under ground water tank, First aid hose reels, indoor/ outdoor hydrants, air vessels, hose pipes, branch pipes, hose cabinets,
control panel, all types of fire extinguishers, battery charger, wiring/ cabling etc complete in all respect with periodical testing of fire fighting & fire detection system round the clock on shifts basis for 12 calendar months for providing efficient & uninterrupted fire safety services. The contractor shall be bound to provide the services as under:-
1. The Contractor shall carry out daily, weekly, monthly, half yearly & yearly maintenance work related to fire fighting system related electrical installations / ancillary items as per mentioned in schedule .
2. The Contractor shall maintain Log book of works done & maintenance schedule followed & both duly verified time to time by J.En., Assistant Engineer (Elect.) and Engineer in-charge also every month before making payment. Performa of log book & maintenance schedule check list will be given by Engineer in-charge and same shall be submitted to this office before start of work.. The log book shall be duly signed by the contractor or his authorized staff and submit to the by J.En. Assistant Engineer (Elect.), for verification on monthly basis.
3. All the Safety controls such as, expansion valves, flow switches, charging valves, solenoid valves incl. all types of connected valves, all types of indicating meters, Replacement of V-Belts, Bearings, Bush Couplings etc. shall be in the scope of work and shall be serviced periodically and repaired or replaced, if required.
4. All electric installations related to fire fighting system with rewinding of pumps / motors etc shall be in the scope of work & the contractor shall be bound to execute required maintenance work periodically and repair/ replace the items as above, if got out of order/ burnt/ overheated.
5. Minor repairing of water pipe lines & related accessories, foundation shall be in the scope of contractor without any extra cost.
6. The contractor shall maintain required pressure as per requirement of the system and also shall be bound mock drills also as & when required by engineer In Charge.
7. Repairing, periodical servicing & replacement (if required) of butterfly/ balancing/ check valve / gate valves & all connected valves etc. shall be in the scope of work.
8. Pressure gauges shall be checked for their correctness and recalibrate or replaced accordingly.
9. The contractor shall conduct Periodic maintenance work of the batteries with required material (i.e. distilled water, battery lead & terminals etc.). Batteries shall however, be provided by the department as and when required after elapse of prescribed useful life of batteries.
10. Painting of major fire fighting equipment , visible pipe lines, fire cabinets, Electric panels and all metallic surfaces tending to be rusted etc.shall be done with one coat of red oxide paint after
scrubbing the surfaces cautiously followed by two coats of standard color enamel paint once in a year.
11. Any item related to fire safety system, if obsolete from the market shall be replaced by other compatible item after prior approval of engineer in charge without any extra cost.
12. Any other miscellaneous work related to maintenance, servicing & overhauling work related to fire safety system shall be in the scope of work and contractor shall be bound to execute without any extra cost as per instructions of engineer in charge.
13. Cleaning of all the equipments of fire fighting system. shall be the responsibility of the contactor without any extra cost.
14. Hose reel & hose pipes shall be washed with the clean water, dried and sprayed with chalk powder inside and then rolled up evenly & carefully after use without any extra cost.
15. Following T&P shall be ready stock available in the plant room by the contractor: a) 4 Cell Torch b) Digital Tong Tester c) Tool Kit d) Other daily routine maintenance equipment
16. All work will be done as per direction of Engineer in-charge and follow the security rules of court building like uniform, photo Id and police verification process without any extra cost.
17. SCHEDULE OF MAINTENANCE Fire Protection System Daily Schedule of Maintenance:- The operation of all the fire pumps, physical inspection of ceiling suspended modular fire extinguishers, Portable fire extinguishers fixed at various locations of the buildings, water sprinklers, hose reel and hose pipes, inner and outer hydrant valves etc. and recording the deficiency if any. (i) Operation of at least one points of hose reel, two points of hydrant valves (inner & outer) with hose pipes. (ii) Water level in tank, diesel level in diesel tank of Diesel pump. Weekly Schedule of Maintenance:- (i) Pump sets shall be tested for automatic operation. (ii) The bearing grease cups shall be checked and refilling with fresh grease if required. (iii) Starters and other control equipments of control panel shall be checked and contacts shall be cleaned. (iv) Check operation of alarm valves and water motor gong by operating test on drain valve.
Fortnightly Schedule of Maintenance:- (i) Checking of automatic start and stop of jockey pumps at preset pressure. (ii) Checking of automatic start at present pressure and manual stop of main fire pump. (iii) Checking of automatic start of Diesel pump during mains failure. (iv) Checking the performance of alarm motor and gong of sprinkler system.
Monthly Schedule of Maintenance:- (i) Checking and maintenance of electrical control panel. (ii) Checking of all pressure gauges and pressure switches. (iii) All cut off valves shall be operated and oiled if necessary.
Quarterly Schedule of Maintenance:- (i) Checking for abnormal sound, pipe connections, nuts and bolts, foot valves, strainers of the various pumps. (ii) Checking and maintenance of all sluice valves, non return valves and replacement of gland packing if required. (iii) Checking for leakage in hose reel and RRL hose pipe. (iv) Testing of ceiling suspend modular fire extinguisher. (v) Checking of used fire extinguisher and replacement of fused sprinkler heads and refilling.
Half yearly Schedule of Maintenance:- (i)Overhauling, servicing & required maintenance work of DG Pump Set, Electric Pump Set & Jockey pump Set with all allied system including required consumable items such as filters, oil, lubricants etc. without any extra cost.
Yearly Schedule of Maintenance:- (i) Complete test check of fire fighting and detection system and handing over to PWD officials in good condition.
Preventive/ Breakdown Mainteance/Overhauling Works:- (i) Repairing of all pumps, control panels, pressure gauges and pressure switches, various types of valves, pipe lines, hose reel drums, hose pipes and hose reels, hose cabinet and Fire Detection Systems will be in the scope of contractor. (ii) Proper painting of complete pipe line and hose cabinet and hose reel drums shall be done once in a year.
Demonstration of the System :- The contractor has to organize mock drill of the fire Protection/Detection equipments installed in premises regularly as and when asked by Engineer In charge without any extra cost.
18 . Penalty Clause: a. It is expected that the contractor shall ensure trouble free working and operation of the Fire safety/ plant round the clock for 12 calendar months. However, if any fault arises in the Plant/ system, then the contactor shall be bound to attend the fault immediately by the operating skilled staff, report to engineer in charge immediately followed by rectification of fault by maintenance team. The category of faults as minor and major faults shall be accessed by the engineer in charge.
All minor shall be rectified within 4 hours of occurrence of fault, otherwise, a penalty of Rs. 200/- per hour shall be imposed up to next four hours and after that that Rs. 2000/- per day shall be imposed on the contractor.
In case of major faults, rectification time of the fault shall be evaluated by engineer in charge based on severity of fault, necessity of services in the court campus and the contractor shall be bound to rectify the fault within evaluated period by the engineer in charge. After lapse of that evaluated period, a penalty of Rs. 500/- per hour up to 6 hours shall be imposed on the contractor followed by Rs. 5000/ per day.
19. The contractor shall handover the complete fire fighting system in working conditions to the department after completion of the contract & take a NOC from department. Without NOC , final payment will not be processed
20. Any damage to Fire Fighting System along with related equipments / ancillary items/ accessories etc. due to negligence of work shall be the responsibility of the contractor. Also, the contractor shall be fully responsible for any theft /burglary or any other mischievous deeds done by the deputed staff.
21. Complete fire fighting system shall be kept on auto mode in proper working condition round the clock and fire operators will ensure every time availability of water in tanks.
22. Regular useable materials shall be kept in spare and replaced if found non working of any part of system by the contractor free of cost as when required.
23. Checking & operation of the Fire Extinguisher (Replacement/ Refilling of fire extinguishers will be carried out by Department).
NOTE:-List of Equipments, Terms & conditions for Operational staff with penalty clauses shall be decided by Engineer In Charge and informed to this office also.
All in all comprehensive annual maintenance of fire protection system including jockey Pump, main motor pump, terrace pump, Diesel pump, water sprinkler pipe lines ,wet/dry risers, various type of valves, over head / under ground water tanks, First aid hose reels, Indoor / out door hydrants, air vessels , hose pipes , branch pipes , hose cabinets , control panel , all type of fire extinguishers , battery charger ,wiring/cabling etc complete in all respect.(excluding replacement of battery and refilling of fire extinguishers) 2280 LPM, 70mtr Head main pump fire station as per scope of work and other technical parameters mentioned below.
