Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The Bidder shall ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of KPPP on or before the last date of bid submission.

The tenderer is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of KPPP portal due to internet connectivity issues and technical glitches at bidder s end

The Tender are invited as per Standard Tender bid document KW-4

Conditional Tenders will not be considered

All relevant documents as per the KW-4 need to be uploaded while submitting bid in general documents provision in KPPP portal.

The Employer reserves the right to accept or reject any of the tender without assigning any reason.

The contractor has make his own arrangements for procurement of all the required materials and the materials so procured shall confirm to the relevant IS Specifications or Equivalent and obtain necessary quality certificate from authorized quality control.

The Contractor is fully responsible for the Equipment / Material until the same is handed over to the EXECUTIVE ENGINEER in an operating condition after commissioning. The Contractor is responsible for the proper maintenance of equipment / material as well as protection of the same against theft, elements of nature, damages etc., while in his custody as well as after erection until the same is taken over by the EXECUTIVE ENGINEER under due acknowledgment in writing

All the documents required as per technical qualification criteria needed to be uploaded in Original or Attested by any official not below the rank of Executive Engineer or Notary

The Contractors should submit all the Documents as uploaded in Original or duly attested by a Notary/an officer not below the rank of an Executive Engineer on or before opening of Technical Bid as Notified.

Name, address, and telephone, telex, and fax numbers of the contractor is to be provided

The contractor has to furnish Additional security deposit for unbalance tender as per clause 29.1 of ITT, to an amount equal to difference in contract price and amount put to tender, in addition to 5% performance guarantee (in any of the form prescribed) while concluding the Agreement.

Unique Document Identification Number (UDIN) from Practicing Chartered Accountant is preferred in Annual Turn over

The intending bidders are advised to visit the site of work and make themselves familiar with the local situation regarding the availability of the construction materials, workmen, land required for construction activities etc.

The tenderer shall also disclose if there are any bankruptcy proceedings against him

The Contractor shall provide work program as per Clause 25 under the chapter Time control of conditions of contract. The contractor should adhere to the accepted execution plan submitted by him under any circumstances without linking to the pending payment of the work.

During the execution of the works, if any minor minerals are required, contractors have to abide by the Karnataka Minor Mineral Concession Rules 1994 (as amended up to date). As per the prevailing rules for any use of minor minerals the contractor has to submit the Mineral Dispatch Permit obtained from Mines and Geology Department. If Mineral Dispatch Permit (MDP) is not submitted by the contractor along with the bill, the prevailing penalty and DMF contribution as per Karnataka Minor Mineral Concession Rules 1994 ( as amended from time to time) will be deducted from the contractors bill at the time of payment

The Work Done Certificates shall be issued by the Executive Engineer (if work done in Karnataka State), otherwise it shall be issued/ counter signed by Superintending Engineer (if work is done in other states).

A copy of GST registration certificate should be uploaded

The contractor shall quote the rates without adding GST for either materials or works contract (Service). GST payable by the contractor under this works contract will be paid to the contractor separately over and above the contractor s bid amount. The increase if any in the GST shall not be paid in the extended period of Contract for which the Contractor alone is responsible for delay as determined by the Authority.

Estimate rates are excluding GST as per Common SR 2023-24 and prevailing GST (18 Percent of Amount put to Tender) amount is kept in form of Overhead sum in sanctioned estimate. According to guidelines in Common SR Amount put to tender and ECV amount are including GST. KPPP Portal format has No Options to add GST separately. The item wise rates do not include GST. Hence, GST will be paid separately for the quoted amount accordingly. Declaration Certificate must be attached mandatorily

If the GST rates are revised during the contract period, payment will be made/withdrawn accordingly

General

Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Owning the following key and critical equipment for this work (xxxx, xxxx, xxxx)

Total value of civl engineering works executed and payments received in the last five years (year-wise)

List of works for which tenders already submitted

Banker Details for reference

Construction equipment owned by the tenderer and equipment proposed to be deployed on this contract, if awarded

To qualify for award of this contract, each Tenderer in his name should have in the last five years i.e. (2020-21, 2021-22, 2022-23, 2023-24, 2024-25) (a) Achieved in at least two financial years a minimum financial turnover (in all classes of civil engineering construction works only) of Rs.258.00 Lakhs. Financial turnover of previous years will be given a weightage of 10% per year to bring them to price level of FY 2025-26
