Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Tender invited only for eligible contractors registered under Karnataka Public Works Dept

Conditional tenders will not be accepted.

The Tenderer shall obtain the workdone certificate in the prescribed format from the Competent Authority not below the rank of Executive Engineer(District Level Officer)and scan the Original Certificate and attach the scanned file to the Bid.

Financial Year will be reckoned as the period between first day of April and Thiry first day of March of succeeding year(both days inclusive)

The Tenderer shall scan the Original Ownership Documents/ Lease/ Hire committement Agreement for the Machinery and attach the scanned file to the Bid.

The tenderer shall note that the scanned Documents can also be uploaded in the tasks created under Document/Evidence Required from the Bidder

The Employer reserves the right to Reject any or all Tenders without assigning any reason

The Department is not responsible for any delay in accessing KPPP portal

Tenderer shall note that the Tenders of those found Eligible as mentioned in Clause 3 - Qualification of the Tenderer in Section 2 : Instructions to Tenderers (ITT), will only be considered for evaluation.

All materials required for the work shall be procured by the tenderer himself and should be got tested by the quality control authorities at his own cost before use on work.

Department will not supply any materials.

The cost of the Tender form shall not be refundable.

Further particulars, if any, required by the Contractor can be had from the office of the Executive Engineer, PW Dept Division Dharwad during office hours on all working days. It may be noted that if any of the dates mentioned above happened next working day will holds good in lieu of the dates mentioned.

Epayment Challan should be Scanned

The Tenderer must be present during opening of tender and submit uploaded documents duly attested by Gazzeted Officer not below the rank of Executive Engineer.

As per Karnataka State Govt Order No:LD/300/LET/2006/Bangalore Dt: 1-1-2007 and Govt Ltr No:PW/134/BMS/2007, Dt: 27-7-2007, a sum amounting to 1% of the bill amount will be deducted towards Construction Labour Welfare fund.

THE CONTRACTORS ARE INSTRUCTED TO SUBMIT ONLY RELEVENT INFORMATION WITH RECORDS AS REQUIRED AND SPECIFIED IN QUALIFICATION CRITERIA.ANY JUNK ,SUPERFLUOS AND UNNECESARY DOCUMENTS IF UPLOADED WILL TREATED AS MISLEADING AND SUCH TENDERS ARE LIABLE TO BE REJECTED

The item rates are excluding GST but inclusive of all other charges.

GST shall be paid to the tendered amount separately.(As per prevailing rates GST will be Paid Separately)

The Increase in GST shall not be paid in the extended period of contract for which the contractor alone is responsible for delays as determined by the authority while granting the extension of time.

Financial turn over of previous years shall be given a weight of 10% per year to bring them to the price level of the 2025-26 the Technical Qualification Criteria mentioned in the next section

Work Completion/Execution Period : 3 Months

Unique Document Identification Number (UDIN) form practicing Chartered Account is preferred

If no bid received auto extension will be done by KPPP Portal itself for 5 days

EMD Part (1) Rs. 6900/- by e-payment in favour of Executive engineer, PWD Division Dharwad.

The Contractor Must Enclose Equipment Demonstration Certificate Issued By Consent Division After delivering Demonstration of the Equipments.

Contractor Should Carry out the work by using Automated Traffic Counter and Classified Equipment

During Traffic Sensus period, If any CC Camera or Equipment are not in the working condition. then the Contractor should held responsible.

As per the Traffic Sensus CC Camera report bifurcate all the vehicle and fill the details in forms.

After the completion of Traffic Sensus Contractor is bounded to upload details in PMS and Contractor should prepare Forms in details for to submit AEE office, EE office, SE office and CE office.

Submit the Entire Traffic Sensus Survey details in Compact Disc.

Within 20 days of receipt of the Letter of Acceptance, the successful Tenderer shall deliver to the Employer a Security deposit for an amount 5% of the Contract price

Terms and conditions as per KW-1

This bid documents clause No. 34.4 to be implemented as per deligation of power vide GO No. 423 FC-1 2018 Bangalore dated 24.09.2018

Any deviation / error / mistake found in units of items, they should be read as in the unified SR 2023-24 (Continued 2024-25 issue rates, SR Rates, prevailing orders) and the rates shall be quoted accordingly.

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the standard tender documents KW-1 KPWD and further orders thereon

The Tenderer should be a PWD Registered Class IV & above contractor.

The Contractor Must Enclose PRE QUALIFICATION Certificate Issued By Concerned Division which shall be issued after demonstration of Traffic Counting and Classification using their Equipment by Automatic means during the SCHEDULED PRE BID MEETING. The agency shall demonstrate that there is no manual intervention in the process of generation of report once the data has been captured on the device.

Contractor Should Carry out the work by using Automated Traffic Counter and Classified Equipment/Ultra HD CCTV Cameras which shall be available for review (Working Status of equipment) during the inspection of the Census by Department officials.

During Traffic Census period, If any CC Camera or Equipment are not in the working condition, then the Contractor will be proposed for necessary actions by the department including DEBARRING / CANCELLATION OF LICENCE.

The Contractor shall on completion of the Census , generate the reports in Form 2 to Form 4 of Traffic Census by automatic means with appropriate Classification as mentioned in the formats. Manual intervention / Manual counting will not be accepted during the Generation of reports. The reports shall be duly submitted by 31.03.2026 without fail.

The Contractor shall upload the Traffic census information in the Department software of KPRIMS and should submit the Hard copy of the Forms in details for to submit AEE office, EE office for verification and in Soft copy (CDs).

As per Govt circular no GO-FD/AE 263/EXP12-2022 dt 11-05-2022, this clause for owning key equipments for works costing up to Rs.3.00 crores is exempted
