Supply, Installation, Testing and Commissioning of 1-Phase, 2-wire, 240V, Class 1.0 Smart Energy Meter, BIS marked IS-16444, at the rating of 5-30A suitable for Prepaid/Postpaid mode with Polycarbonate Meter Box. The Smart Meter shall support the following minimum basic features: Measurement of electrical energy parameters; Bidirectional Communication; Integrated Load limiting /connect/disconnect switch; Tamper event detection; recording and reporting; Power event alarms; Remote firmware upgrade; TOD features; On demand reading. Meter shall have the ability to communicate with Head End System (HES) on RF Communication technology mentioned in IS16444 Part 1 in a secure manner. Data exchange protocol from smart meter to HES shall be based on open protocol like TCP/lP or DLMS/COSEM. RF network should use 865-867 MHz frequency band as permitted by WPC.

Supply, installing, testing & commissioning of Cloud-Hosted multiuser web-based software with 2-years defect-liability period with following modules: (i) Head End System (HES): to acquire meter data automatically from DCUs and monitor parameters acquired from meters. (ii) Meter data management Modules : The meter data management module would be responsible for collecting the data from the concentrator and make the data available to the billing system. The meter data management system would capture and provide the following data. (a) 30min instantaneous data from all the meters for seven parameters - cumulative energy , Power, Current , Voltage, Power factor and frequency. (b) Monthly and quarterly billing survey data for cumulative energy and max demand. (iii) Billing Module : The billing module would collect the data from the meter data management module, calculate billing determinant and make energy data / billing data available to admin and end user. There should be provision for entry of change in the tariff structure by the MES staff as decided time to time. (iv) Occupation and Vacation module: The system would supportoccupation/vacation based on the unit categories. (v) Website: There would be a dedicated website for AGE/GE and BSO team to view all the data and information along with customer portal for use of customer. The designated users in MES would have the admin access to the application. The MES Staff would also have the access to the key information on mobile App (Androi and iOS based) for admin use. (vi) Customer Module : The system would include a customer portal for the resident/occupants to log in and view their own energy/billing data and recharge facility. There shall be consumer App (Android and iOS based) also to log in and view their own energy/billing data and recharge facility.

Supply, Installation, Testing and Commissioning of DCUs/Gateways and the arrangement of Sim cards or Internet to enable reliable medium for two-way communication between Smart Meter & HES. The data acquisition (Push/Pull) frequency shall be configurable. It shall push events such as tamper, power off etc. to HES immediately on occurrence/receipt from meters. It shall have provision for the cellular, WiFi and Ethernet communication for the backhaul to HES. It shall be capable to handle data of minimum 1000 Nos. of any type of smart meter (1ph/3ph). It shall be able to communicate with the nearest meters at a distance of at least 500 m, depending on topographical features. Communication of the nearest meters with other meters shall be established through appropriate mesh formation. RF Mesh shall support self-forming and self-healing features. The equipment shall be weather proof and dust proof (minimum rating: IP54 for indoor and IP65 for outdoor installation). It shall have rechargeable battery with backup for 1(one) hour for normal meter reading, to push tamper event, carry out on demand reading, etc.
