Construction of doubling of track work including earthwork, blanketing, minor bridges, LC work and other miscellaneous works for 25T Indian Railway Standard Loading, execution of indoor & outdoor S&T works, execution of general electrical works, installation and commissioning of 2x25 KV overhead equipment (OHE) for traction and power supply in connection with the Adra-Sanka-Rukni doubling project of Adra Division, South Eastern Railway on Engineering, Procurement & Construction (EPC) Mode.

Clause 2.2.2.2 of RFP: Financial Capacity: The Bidder shall have a minimum Net Worth [(the Financial Capacity") of Rs. 7,35,58,113.89/- (Rs. Seven crore thirty five lakh fifty eight thousand one hundred thirteen and eighty nine paisa only) at the close of the preceding Financial Year. The tenderer shall not have total amount of dispute in their pending litigation more than Fifty percent (50%) of the tenderer's Net Worth. The tenderer shall be examined for all pending litigation from all contracts completed or all ongoing contracts. The tenderer shall provide detailed information of all such pending litigations in the prescribed proforma given in Appendix-VIII. The details of all pending litigation and shall comprise of all such arbitration cases and also all pending Court cases irrespective of whether these litigations have been initiated by the tenderer against their Employer/Authority/Client or by the Client/Employer/Authority against the tenderer. The amount of disputes shall also comprise of all the claim amount and also all counter-claim amount in such Arbitration/Court cases.

Clause 2.2.2.1 of RFP: Technical Capacity: For demonstrating Technical Capacity and experience (the "Technical Capacity"), the Bidder shall, during the last 5 (five) previous financial years and the current financial year up to the Base month (not to be read with para-2.1.13). (i)have received payments for construction of Eligible Project(s), or has executed construction works by itself in a PPP project, such that the sum total thereof, as further adjusted in accordance with clause 2.2.2.4 (i) & (ii), is more than 2.5 (two and half) times the Estimated Project Cost (the "Threshold Technical Capacity"). Provided that at least one fourth of the Threshold Technical Capacity shall be from the Eligible Projects in Category 1 and/ or Category 3 specified in Clause 2.2.2.4 (i) & (ii). (ii)Completed (executed) or Substantially completed$(executed) at least one Eligible Project of Railway Sector as mentioned in clause 2.2.2.4/iii of value of not less than 50% (fifty per cent) of the Estimated Project Cost. However, in case of Consortium/Joint Venture, the other members of Consortium/Joint Venture (who are not considered for satisfying this technical Capacity under this clause) also must have Completed (Executed) or Substantially completed$ at least one Eligible Project of Railway Sector as mentioned in clause 2.2.2.4/iii of value of not less than 10% (ten) per cent of the Estimated Project Cost. (iii) (a) Completed (executed) or substantially completed$ (executed) at least one similar work of value of not less than [20% (Twenty percent)] of the estimated project cost. OR (b) Completed (executed) or substantially completed$ (executed) at least two similar works of value of not less than [10% (Ten percent)] of the estimated project cost. Illustration for 'received payments for not less than 75 (seventy-five) percent': For contract wherein there is provision for part payment 'procurement of goods and equipment' on basis of indemnity bond/Bank Guarantee. In all such contract, 'received payments for not less than 75 (seventy-five) per cent value of present Contract Value payment' means not less than 75% payment received under 'procurement of goods and equipment' as well as not less than 75% payment received under 'execution/installation/commissioning'. For avoidance of doubt, in above cl. 2.2.2.1 (i), (ii) & (iii), the amount of payment received for eligible projects or amount of payments received against PPP project shall be considered for last past 5 (five) previous financial Years and current financial year up to the base month even if project was started earlier than the said reckoned period. The meaning of executed shall be considered as completed or in progress.

[Note:- For composite works of New lines, Gauge Conversion, Doubling, 3rd line, 4th line etc. with Railway electrification and/or Signalling and telecommunication works- 1.In case scope involves the electrification work as per item No. 3 of Annexure -I of Schedule -B value as mentioned in Annexure-G, the selected bidders can himself execute above Electrification work, only in case he has experience as mentioned in clause 2.2.2.1/ii above to value of estimated electrification work as mentioned in Schedule-G of draft Concession Agreement after taking approval from Authority. Otherwise selected bidder shall execute electrification work involved in project by engaging sub-contractor as per clause 3.2 of draft Concession Agreement having experience of Railway Sector works. The Railway Sector would be deemed to include overhead equipment system of Railway electrification for a railway system, metro system, suburban transit system, high speed railways, substation and transmission lines, and/or 2.In case scope involves the Signalling and Telecommunication work as per item No. 2 of Annexure-I of Schedule-B value as mentioned in Annexure-G, the selected bidders can himself execute above Signalling and Telecommunication work, only in case he has experience as mentioned in clause 2.2.2.1/ii above to value of estimated Signalling and Telecommunication work as mentioned in Schedule-G of draft Concession Agreement after taking approval from Authority. Otherwise selected bidder shall execute Signalling and Telecommunication work involved in project by engaging sub-contractor as per clause 3.2 of draft Concession Agreement having experience of Railway Sector works. The Railway Sector would be deemed to include Signalling and Telecommunication of railway system, metro system, suburban transit system, high speed railways.]

Definition of similar work: "Any Civil Engineering work as part of New Line/Doubling/Third Line/Quadrupling involving construction of formation and bridges". Note: Railway Electrification work to be done by the bidder or by JV partner (In case of tenderer being JV) or a sub-contractor. Either the bidder himself or the JV partner or sub-contractor whoever is executing electrification works shall have experience of having executed single Railway Electrification work of atleast value of Rs. Rs. 3,93,10,500/- in last seven years upto the date of closing of tender. The document in support of such credential shall be submitted alongwith offer mandatorily, failing which offer will be considered non-responsive and rejected summarily. If Railway Electrification work is proposed through sub-contractor, consent of sub-contractor shall also be submitted mandatorily, failing which offer will be considered non-responsive and rejected summarily.

Appendix-IC shall be submitted online through e-procurement portal on or before 12:00 hrs IST on Bid due date towards Contractor's Work Plan, with full details of manpower, machinery, equipment, number of simultaneous sites listing all the activities from mobilization to completion along with S curves for all major activities like Earthwork, Concreting, Steel work, etc. The uploaded S-curve(s) will serve as the official baseline for the Authority Engineer to monitor physical/financial deviations and assess project health. The indicative S-curve is placed as Appendix-ID. However, this baseline may be modified or customized prior to the bidding stage to align with tender- specific scope requirements, specialized site conditions, and the unique milestone constraints of the project.

Appendix-ID shall be submitted online through e-procurement portal on or before 12:00 hrs IST on Bid due date towards Supporting Documents with (i) Detailed break up of all the cost components forming part of PVC formula as per Para of bidding document along with rate analysis of each component, (ii) Expected billing based on milestones and physical progress and (iii) S curves of cash flow etc.

Earnest Money Deposit (Bid security): Payment of Earnest Money deposit (Bid Security) in respect of e-tendering, will be accepted through e- payment Gateway of Authority or submitted as Bank Guarantee Bond from a Scheduled Commercial Bank of India only and shall be refundable not later than 200 days from Bid Due Date.
