valid Electrical Contractor License, issued by any State Government or Union Territory Administration, authorizing execution of electrical works up to 11 kV. The contractor shall have in his employment or shall engage a person holding a valid certificate of competency issued by any State Government or Union Territory Administration for supervision of electrical works up to 11 kV. (The OEM of DA Sets of Power Cars of this tender i.e., M/s. GREAVES Cotton". (Note : Valid proof of documents to be submitted for the above.)

I/we hereby declare that I/we have downloaded the tender documents from Indian Railway website www.ireps.gov.in . I/we have verified the content of the document from the website and there is no addition, no deletion or no alteration to the content of the tender document. In case of any discrepancy noticed at any stage i.e. evaluation of tenders, execution of work or final payment of the contract, the master copy available with the railway Administration shall be final and binding upon me/us.

I/we declare and certify that I/we have not made any misleading or false representation in the forms, statements and attachments in proof of the qualification requirements.

I/We also understand that my/our offer will be evaluated based on the documents/credentials submitted along with the offer and same shall be binding upon me/us.

I/We declare that the information and documents submitted along with the tender by me/us are correct and I/we are fully responsible for the correctness of the information and documents, submitted by us.

I/we certify that I/we the tenderer(s) is/are not blacklisted or debarred by Railways or any other Ministry / Department of Govt. of India from participation in tender on the date of submission of bids, either in individual capacity or as a HUF/ member of the partnership firm/LLP/JV/Society/Trust.

I/we understand that if the contents of the certificate submitted by us are found to be forged/false at any time during process for evaluation of tenders, it shall lead to forfeiture of the Bid Security and may also lead to any other action provided in the contract including banning of business for a period of upto two year. Further, I/we and all my/our constituents understand that my/our offer shall be summarily rejected.

I/we also understand that if the contents of the certificate submitted by us are found to be false/forged at any time after the award of the contract, it will lead to termination of the contract, along with forfeiture of Bid Security/Security Deposit and Performance guarantee and may also lead to any other action provided in the contract including banning of business for a period of upto two year.

TENDER SHALL BE REJECTED if it is not accompanied by the following:

Cost of tender document & EMD deposited through IREPS e- payment

In case of Partnership firm : The tender form shall be submitted only in the name of partnership firm.

In case tenderer is JV Firm : The tender form shall be submitted 1.1.2 only in the name of the JV and not in the name of any constituent member.

Uploading of Certificate in support of Technical Eligibility (As detailed in Standard Technical Criteria).

Submission of Certificate(s) in support of Financial Eligibility (As detailed in Standard financial criteria).

IN CASE OF ADVERTISED TENDER VALUE IS MORE THAN RS. 20 CRORES: Bid capacity is applicable, the tenderers should submit proforma attached in DOCUMENTS. In case, the tenderer/s failed 1.3.1 to upload BID CAPACITY PROFORMA along with offer, their/his offer shall be considered as incomplete and will be rejected summarily.

In case tenderer is other than sole proprietorship firm, following documents shall be uploaded by the tenderer:

In case the Tenderer is a Partnership Firm: [i] Partnership deed . [ii]Power of Attorney (duly registered as per prevailing law) in favour of an individual to sign the tender documents and create liability against the Firm. [iii] PAN / TAN number of Partnership firm (PAN / TAN number in the name of any of the constituent partners shall not be considered). [iv]An undertaking by all partners of the partnership firm that they are not blacklisted or 1.4.1 debarred by Railways or any other Ministry / Department of the Govt. of India / any State Govt. from participation in tenders / contracts as on the date of opening of bids, either in their individual capacity or in any firm in which they were / are partners. Concealment / wrong information in regard to above shall make the contract liable for determination under Clause 62 of the General Conditions of Contract

In case the Tenderer is a LLP Firm registered under LLP Act-2008 (i) a copy of LLP Agreement, (ii) a copy of Certificate of Incorporation; and (iii) a copy of Power of Attorney/Authorisation 1.4.2 issued by the LLP Firm in favour of the individual to sign the tender on behalf of the LLP Firm and create liability against the Firm. (iv) copy of PAN number of the LLP Firm

In case the Tenderer is a Company registered under Companies Act-2013:(i) the copies of MOA (Memorandum of Association) / AOA (Articles of Association) of the company; and (ii) A copy of 1.4.3 Authorization/Power of Attorney issued by the Company (backed by the resolution of Board of Directors) in favour of the individual to sign the tender on behalf of the company and create liability against the company.(iv) copy of PAN number of the Company.

In case the Tenderer is a Registered Society & Registered Trust: (i) a copy of the Certificate of Registration, (ii) Deed of Formation; and (iii) a copy of Power of Attorney in favour of the 1.4.4 individual to sign the tender documents and create liability against the Society/Trust. (iv) copy of PAN number of the Society/Trust.

Incase JV Firms are allowed to participate: Uploading of MEMORANDUM OF UNDERSTANDING as per the format given in "Documents attached with tender" and also below documents.

In case one or more members is/are Proprietary Firm or HUF, the following documents shall be enclosed:: A copy of notarized affidavit on Stamp Paper declaring that his/her Concern is a 1.5.1 Proprietary Concern and he/she is sole proprietor of the Concern OR he/she is in position of "KARTA" of Hindu Undivided Family (HUF) and he/she has the authority, power and consent given by other partners to act on behalf of HUF.act on behalf of HUF.

In case one or more of the members of the JV is/are partnership firm(s), following documents shall be submitted:]:(a)A copy of the Partnership Deed, (b)A copy of consent of all the partners or individual authorized by partnership firm, to enter into the Joint 1.5.2 Venture Agreement on a stamp paper, (c)A copy of Power of Attorney (duly registered as per prevailing law) in favour of the individual to sign the MOU/JV Agreement on behalf of the partnership firm and create liability against the firm.

In case one or more members of the JV is/are companies, the following documents shall be submitted: (a)A copy of resolutions of the Directors of the Company, permitting the company to enter into a JV agreement, (b) A copy of Memorandum and 1.5.3 Articles of Association of the Company. (c) A copy of Authorization/copy of Power of Attorney issued by the Company (backed by the resolution of Board of Directors) in favour of the individual to sign the tender, sign MOU/JV Agreement on behalf of the company and create liability against the company.

IN CASE THE TENDER VALUE MORE THAN RS. 50 LAKHS; Tenderers shall submit a notarized affidavit on a non-judicial stamp paper stating that all their statements / documents submitted along with bid are true and factual.

Uploading of Declaration regarding Employment of Retired Engineer/Retired Railway Officer as per clause no.17 of Part-I of IRSGCC. [in the format attached in - Documents]

Uploading of NEFT FORM - as per the format attached with the tender document.

The list of personnel / organization on hand and proposed to be engaged for the tendered work.

List of Plant & Machinery available on hand and proposed to be inducted and hired for the tendered work.

Uploading of Statement Showing the particulars of Works on Hand & Works Completed as per the format attached to the tender document.

Uploading of certificate by local suppliers in regard to meeting the Minimum Local Content requirement to avail benefits under Public Procurement Policy Order-2017 (A) for procurement order of value less than Rs. 10 crores: self certificate in accordance with Para-9(a) of Public Procurement(Preference to Make in India) Order 2017. (B) For Procurement Order of value more than Rs. 10 crores, the certificate from Statutory auditor/cost auditor/practicing CA as the case may be in accordance with Para-9(b) of Public Procurement (Preference to Make in India) Order 2017.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

IN CASE OF SINGLE PACKET TENDERS; CONSORTIUM AGREEMENTS, JOINT VENTURE FIRMS AND MOUS SHALL NOT BE CONSIDERED

IN CASE OF TWO PACKET TENDERS CONSORTIUM AGREEMENTS AND MOUS SHALL NOT BE CONSIDERED . BUT JOINT VENTURE FIRMS ARE CONSIDERED FOR ELIGIBILITY.

CONDITIONS FOR PARTICIPATION OF PROPRIETARY FIRM / PARTNERSHIP FIRM /PRIVATE LIMITED COMPANY / LIMITED COMPANY/ JV FIRMS:

In case the tenderer is an individual / proprietary concern, the experience and turnover shall be in the name and style of the Individual / Proprietary concern only.

In case the tenderer is a Partnership Firm, the experience and received contractual payments shall be in the name and style of the firm only. The other guidelines at Clause 18 of Part I of 4.1.1 IRSGCC shall be applicable . Note: The partner of a Partnership Firm cannot claim the credentials of Partnership firm to the extent of his share either during the subsistence of the Partnership firm or after its dissolution.

FOLLOWING DOCUMENTS SHALL BE ENCLOSED:

In case the Tenderer is a Partnership Firm: [i] Partnership deed . [ii]Power of Attorney (duly registered as per prevailing law) in favour of an individual to sign the tender documents and create 4.2.1 liability against the Firm. [iii] PAN / TAN number of Partnership firm (PAN / TAN number in the name of any of the constituent partners shall not be considered).

In case the Tenderer is a Company registered under Companies Act-2013:(i) the copies of MOA (Memorandum of Association) and AOA (Articles of Association) of the company; and (ii) A copy of Authorization/Power of Attorney issued by the Company 4.2.2 (backed by the resolution of Board of Directors) in favour of the individual to sign the tender on behalf of the company and create liability against the company.(iii) copy of PAN number of the Company.

In case of JOINT VENTURE (JV) FIRMS: Clause No.17 of Part-I of IRSGCC with upto date correction slip shall be applicable in all aspects for Participation of Joint Venture[JV] firms in works tenders. JV firm should submit Memorandum of 4.2.3 Understanding[MOU] as per the format attached as annexure to the tender in DOCUMENTS. Submission of all other documents by JV firm / Members of JV should also be as per Cl.No.17.14 of Part-I of IRSGCC.

In case the Tenderer is a LLP Firm registered under LLP Act-2008 (i) a copy of LLP Agreement, (ii) a copy of Certificate of Incorporation; and (iii) a copy of Power of Attorney/Authorisation 4.2.4 issued by the LLP Firm in favour of the individual to sign the tender on behalf of the LLP Firm and create liability against the Firm. (iv) copy of PAN number of the LLP Firm

In case the Tenderer is a Registered Society & Registered Trust: (i) a copy of the Certificate of Registration, (ii) Deed of Formation; and (iii) a copy of Power of Attorney in favour of the 4.2.5 individual to sign the tender documents and create liability against the Society/Trust. (iv) copy of PAN number of the Society/Trust.
