Outsourcing of Allied Electrical activities of unloading and loading of various equipments & cables in 120 Nos. LHB Non-AC Coaches during mechanical corrosion repair work at Shop-26/C&W/KPA under Dy.CEE(W)/KPA Organization, Kanchrapara Workshop, E. Rly. through Open Tender for a period of 02 years

Financial Eligibility Criteria:-The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; whereV= Advertised value of the tender in crores of RupeesN= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet

Technical Eligibility Criteria:-(a)The tenderer must have successfully completed or substantially completed any of the following during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or One similar work each costing not less than the amount equal to 60% of advertised value of the tender.

Work experience certificate from private individual shall not be considered. However, in addition to work experience certificates issued by any Govt. Organisation, work experience certificates issued by any Public listed company having average annual turnover of Rs.500 Crore and above in last 3 financial years excluding the current financial year, listed on National Stock Exchange or Bombay Stock Exchange, incorporated/registered at least 5 years prior to the date of closing of tender, shall also be considered provided the work experience certificate has been issued by a person authorized by the Public listed company to issue such certificates

In case tenderer submits work experience certificate issued by Public listed company, the tenderer shall also submit along with work experience certificate, the relevant copy of work order, bill of quantities, bill wise details of payment received duly certified by Chartered Accountant, TDS certificates, for all payments received and copy of final/last bill paid by company in support of above work experience certificate

For this Tender No. EC_T_Allied-Act_OT-04_26-27All the recent documents need to be submitted1.PAN card, 2.Tax clearance certificates [ITR forms, audited balance sheets and profit & loss statement for last three financial years regarding contractual payments], 3.Non-blacklisting declaration, 4.Insolvency declaration,5.Recent bank statements,6.Valid Electrical Supervisor's License,7.Partnership deeds / proprietorship declaration/MOA or AOA as applicable as per GCC April 2022 [Para 14, 15-second sheet-TENDER FORM], 8.List of proposed engagement of personnel and machineries for the tendering work - as per tender condition are mandatorily required in evidence of tenderer's capacity to carry out the work efficiently.

Eligibility of tenderers shall be decided solely on the basis of the documents submitted along with the tender offers any subsequent document whatsoever submitted in this connection would not be given any cognizance on any account.

Without such mandatory documents/certificates and testimonials & for incomplete tender document in any form [Like non submission of credentials, required information as asked for, Principal Chief Engineer/E. Rly/ Kolkata or Chief Planning & Design Engineer/E. Rly/Kolkata or Chief Works Manger/Eastern Railway, Kanchrapara, the accepting authority of these Tenders, reserves the right to reject such Offer of the tenderer.

The tenderer shall have submitted an undertaking that he is not blacklisted or debarred by Railways or any other Ministry / Department of Govt. of India from participation in tender on the date of opening of bids, either in individual capacity or as a member of the partnership firm or JV in which he was/is a partner/member (Format in Annexure- V). Concealment/ wrong information in regard to above shall make the contract liable for determination under Clause 62 of the General Conditions of Contract.

The tenderers shall submit a copy of certificate stating that all their statements/documents submitted along with bid are true and factual. Standard format of certificate to be submitted by the bidder is enclosed as Annexure-V. In addition to Annexure-V, in case of other than Company/Proprietary firm. Annexure -V(A) shall also be submitted by each member of a Partnership Firm / Joint Venture (JV) / Hindu Undivided Family (HUF / Limited Liability Partnership (LLP) etc, as the case may be. Non submission of above certificate(s) by the bidder shall result in summarily rejection of his/their bid. It shall be mandatorily incumbent upon the tenderer to identify, state and submit the supporting documents duly self-attested/digitally signed by which they/he is qualifying the Qualifying Criteria mentioned in the Tender Document.

Definition of Similar Nature of Work: "Electrical, air-conditioning & associated items of AC & non-AC coaches for POH: disconnection, stripping, unloading, scrapping, cleaning & washing with recommended cleaning agent, repairing as per condition, painting, shifting & transportation and loading & fitment along with disposal of unserviceable to nominated place"

Tenderer should submit the Bank details such as Name of the Bank along with Bank Branch code, account No., IFSC Code and PAN Number etc.

All the bidders/tenders should ensure that they are GST complaint and their quoted tax structure/rates are as per GSTLaw.(Please upload certificate of GSTIN registration).

The Authority reserves the right of declining / accepting the Tender or re-tendering without assigning any reason

In case any wrong information submitted by tenderer, the contract shall be terminated, Earnest MoneyDeposit(EMD), Performance Guarantee (PG) and Security Deposit (SD) of contract forfeited and agencybarred for doing business on entire Indian Railways for 5(five) years

Electric Contractor License: The contractor shall fulfill valid Electrical Contractor License requirement as per IE Rule 1956 clause no-45 along with Electrical Supervisory License. The same shall be submitted along with the offer, failing which the offer will summarily be rejected

Bid Security deposited by the successful tenderer will be forfeited if the tenderer shows resiliencies form his/her/their offer or modify the terms and condition thereof in a manner not acceptable to the Railway within the stipulated period of validity of offer. If the successful tenderer fails to execute the agreement bond/security deposit or start the work within the stipulated period, or as may be stipulated in the letter of acceptance, the entire earnest money shall be liable to be forfeited to the Rlys. Earnest money is liable to be forfeited in cases where any of the statements/declarations/information made by the tenderer is proved wrong/false/incomplete or such as to withhold any information relevant for consideration of the tenderer

The amount of Bid Security will be refunded to the un-successful tenders after finalization of the tender. The earnest money remitted by the successful tenderer, will be refunded on deposition of full security money of the contract or may be adjusted against security deposit

BOOK OF REFERENCE: General Conditions of Contract, 2022 with all advance correctional slips, hereinafter mentioned as GCC 2022, of Indian Railways. There will be an overall binding of Indian Railways; General Conditions of Contract, 2022; hereinafter or elsewhere mentioned as GCC, 2022 amended/revised/ modified/corrected from time to time, irrespective of before or after opening of this e-tender, upon the tender or contract.

Vide Railway Board's letter No. 2018/E(LL)/AT/CNR/3 dated24.01.2018, every contractor must abide by and ensurecompliance to statutory provisions of applicable Labour Lawand various Labour Legislations, as applicable, when they areengaging workmen for execution of Works Contracts awardedby Railways. Details of the above are clearly mentioned in the said letter of Railway Board; copy of which can be seen in theDocument Section of this Tender. 'Successful Bidder/tenderer' or'Contractor' shall have to submit an Undertaking stating that hey shall abide by the above instructions meticulously, to paythe Minimum Wages and others facilities as per provisions ofthe above Labour Legislations/Laws; and in case of anydeviation/noncompliance in respect of above laws/legislations;or any complaint is received to that effect, the Contractor willbe solely responsible and Railway will take up necessarypunitive/penal proceedings under relevant laws against thedefault/accused Contractor in consultation with LabourAuthorities and black list them nationally. All bidders are onceagain advised to take a serious note of these issues and followthe instruction laid in the said letter of Railway Boardthoroughly, both in letter and spirit. Copy of the said latter ofRailway Board is furnished at the Document Section

The contractor shall make his own arrangement for theaccommodations of his staff, materials; tools , yellow colouruniform etc, Electricity for the purpose of the execution of workagainst this contract may be arranged by Railway from itssources, if available near the work site on payment of Railway'sspecified charges

The Railway reserves the right to verify all statements,information and documents submitted by the bidder in histender offer, and the bidder shall, when so required by theRailway, make available all such information, evidence anddocuments as may be necessary for such verification. Any suchverification or lack of such verification, by the railway shall notrelieve the bidder of its obligations or liabilities hereunder norwill it affect any rights of the railway there under.

Contractor is to abide by the provisions of Payment of WagesAct & Minimum Wages Act in terms of Clause 55 and 54 ofIndian Railways General Condition of Contract, 2022. In order toensure the same, an application has been developed andhosted on website 'www.shramikkalyan.indianrailways.gov.in'.Contractor shall register his firm/company etc. and uploadrequisite details of labour and their payment in this portal.

Contractor shall apply for onetime registration of hiscompany/firm etc. in the Shramikkalyan Portal with requisitedetails subsequent to issue of Letter of Acceptance. TheCompetent Railway Authority shall approve the contractor'sregistration on the portal within 7 days of receipt of such request
