MANNING AND OPERATION INCLUDING REPAIR AND MAINTENANCE OF MAIN RECEIVING CUM DISTRIBUTION SUB STATION (MDSS) AT NAVAL BASE KARWAR UNDER GE (SB) KARWAR

Manning and Operation of Main Receiving cum Distribution Sub Station (MDSS), 11 KV HT supply including SCADA power monitoring system for 03 (three) shifts of 8 hours each on all days including Sundays and holidays including routine maintenance / checks & attending emergency breakdowns at distribution Sub Stations DSS 6, DSS 4, DSS 4A, DSS UC and connected feeder pillars all as specified and directed by Engineer-in-Charge. The installation comprises of following equipments: (a) 11 KV, 1250 Amps,indoor type HT VCBs - 42 Nos (b) SCADA power monitoring system with one industrial PC (c) LT distribution panel board for sub station lighting & CPP motors. (d) Battery bank - 1 No (e) Ventilation system.

NOTES: (a) Contractor shall employ One No skilled electrician/ operator having minimum ITI qualification in electrician trade from Govt recognized institute with adequate knowledge and minimum 2 years experience in Maintenance & Operation of HT & LT electrical installation in each shift of 8 hrs (total 03 shifts per day) and One No helper having minimum 10th pass certificate with adequate experience in each shift of 8 hrs (total 03 shifts per day). The operator must be competent to carryout the routine maintenance of MDSS, calibration and setting the IDMT relays and handle the power monitoring SCADA system all as directed by Engineer-in-Charge. (b) The rate is deemed to be inclusive of maintaining necessary records and documents for operation and maint of plant specified.Contractor will maintain proper records of all kinds of daily, weekly, monthly, quarterly, half yearly, yearly or whatsoever maintenance is carried out during contract period as per format issued by Engr-in-Charge in a binded book/register and will obtain the signature of Engineer-in-Charge every fortnightly. (c) The rate quoted deemed to include for daily routine maintenance like checking and rectification of loose connection, attending minor leakages,mixing of the chemiclas cleaning and general upkeep of plant room and swimming pool complex, removal of weed and vegetation in the complex. The contractor will ensure general area cleanliness and upkeep of the installation on daily basis. In case of failure, a penalty of Rs 2000/- per installation per month will be levied and recovered from dues. (d) The Contractor shall not employ same tradesman continuously for more than 11 months.

(e) The contractor shall provide 02 uniforms to each operator & helper and design of uniform shall be got approved from Engineer-in-charge. In case contractor fails to provide the uniform, recovery @ of Rs 1200/- per uniform will be recovered. (f) The rate quoted shall deemed to be inclusive of safety gear & required tools for minor maintenance. In case of failure to provide tools kit & safety kit (Gum boots- 02 pairs, hand gloves), a penalty of Rs 3000/- will be recovered and levied on the contractor for non compliance. (g) Stores required for maintaining the services shall be measured and paid separately under relevant item of this schedule. (h) In case of failure due to absence of operative staff, the contractor shall be liable to pay compensation at twice the cost of a day’s Manning & Operation derived from pro rata rate of Sch ‘A’ quoted rates (j) The operator must be well converant with functioning of the plant and shall be ompetent enough to routine maintenance of the installation incl main electric panel. (k) The contractor shall pay the wages to the Skilled operator through e payment i.e Aadhar linked bank accounts(Credit to their bank account). Engr-in-Charge shall ensure that e-payment made to Skilled operator and their wages shall not be less than minimum wages fixed by state Govt or central Govt whichever is more. Monthly e-banking statement shall be furnished by the contractor to the Engineer-in-Charge and the same shall be kept in record duly verified.

(l) It is the responsibility of contractor to deposit the employees provident fund (EPF) to the concerned authority as per the prevailing scales as laid down by the Ministry of labour for all Electrician/ operator/ helper (as applicable) and necessay proof to this regard shall be submitted to Engr-in-charge for verification and records. The quoted rate shall be deemed to be included of above provisions. In case contractor fails to produce the proof of EPF, shall be liable for action as deemed fit. Decision of GE in this regard shall be final and binding. (m) The contracotr shall maintain all the registers under various labour law rules, 2017 and shall be produced to GE and as well as officers detailed by labour department.

S & F end termination heat shinkable HT cable joint 11 KV 185 Sqmm size indoor type including all ascessories to make it serviceable of default cable where ever specified by Engineer-in-Charge.

Supply only in repairs the following items all as specified and directed:

(a) Low Tension HRC Fuse 2 Amps.

(b) Indication lamp.

(c) Ammeter analog type 0 to 150 Amps.

(d) Ammeter analog type 0 to 500 Amps.

(e) Voltmeter 11 KV/ 110 V 140 mm x 140 mm analog type range 0 to 15 KV.

(f) MCB SPN 6 to 32 Amps, C series.

(g) Distilled water for batteries, first quality in sealed container.

(h) HT Fuse 11 KV 3 Amps capacity.

(j) Panel door locks.

(k) Valve Regulated Lead Acid type Battery 2 Volt, 300 Ah of Make Exide.

M & L for opening the VCB Panel board cubical type located in MDSS, cleaning the Bus Duct chamber, inspect the complete panel, tighten the all incoming, outgoing VCBs/ ACBs/ MCCBs/ SFU of different capacity, nuts, bolts, bus bar insulator and replace with new one if required and heating up for removal of moisture, record its IR value with the help of 1.1KV megger including replacement of 3 mm thick gasket & closing all holes and charging the same of panels complete all as specified and directed.

M & L for painting (one coat) with spray Painting of HT VCB Panels/ equipments externaly with superior quality synthetic enamel paint of approved shade including cleaning & necessary preparation of surface and marking/ writing as per existing for 42 HT Panels Panels at MDSS NSRY complete all as specified and directed.

M & L for repairing 11 KV vaccum circuit breaker unservicable mechanical part of inside male and female limp with including HT VCB completely required greasing and make it in serviceable condition and refixing in the same VCB all as specified and directed by Engineer-in-Charge.

Supply and fixing in repair Potential transformer (PT) 11000/ 110 volts, 50 Hz all as specified and directed by Engr-in-Charge.

M & L in repair for synthetic insulating HT mat of size 2.0 m x 1.0 m x 12.0 mm complete all as specified and directed.

S & F in repair SFU of capacity 32 to 63 Amps complete all as specified and directed by Engineer-in-charge. Make L&T

S & F in repair Current transformer (CT) 150/1-1 Amps all as specified and directed by Engr-in-Charge.
