The Average Annual Financial Turnover of the Tenderer should not be less than the Amount Put to Tender (However it will be 50% in respect of Micro & Small Enterprises) during the 3 Financial Years i.e., 2022-23, 2023-24 and 2024-25. The audited balance sheets (including profit and loss account sheet) signed by CAs with UDIN and signed by the authorized signatory of the firm for each of the i.e., 2022-23, 2023-24 and 2024-25 shall be scanned and uploaded. Micro & Small Enterprises shall upload valid MSME (UDYAM) registration certificate obtained from the competent authority certifying that tenderer is a Micro and Small Enterprises.

The Liquid Assets as on last date of previous month of tender inviting date or at a later date before submission of the bid consisting of Cash at Bank Plus Term Deposits Plus availability of fund based credit facilities in any Nationalized/scheduled Bank shall not be less than 25% of the amount put to tender (However it will be 12.5% in respect of Micro & Small Enterprises). The cash at bank, term deposits and availability of fund based credit facilities shall be supported by a certificate issued by Nationalized/ scheduled Bank shall be uploaded in the prescribed format Annexure-B. If the Tenderer has banking with more than one Bank, then the available liquid assets mentioned above on a particular date i.e., as on last date of previous month of tender inviting date or any date before submission of tender shall be the same date for all the banks. In case of Fund based credit facility, the certificate issued by the Nationalized/ Scheduled Bank duly mentioning sanctioned limits, funds utilized so far and balance available as on last date of previous month of tender inviting date or at a later date, before submission of the bid shall be uploaded.

The Tenderer shall be individual Proprietorship firm or partnership firm or Company Registered under Companies Act 1956/2013.Registration certificate/ UDYAM certificate (MSME)/license issued by any Government statutory Authority shall be uploaded. For Proprietorship firm, PAN and GST registration certificate shall be uploaded.

The Tenderer shall be Manufacturer of material specified in the tender and shall have a minimum experience of 3 Financial years in manufacturing, testing and supply of material specified in the tender as on the date of bid submission. Purchase order/Order Completion certificates/ performance certificates demonstrating experience of minimum 3 financial years as Manufacturer of material specified in the tender, shall be uploaded.

The Tenderer should have manufactured and supplied at least 80% (40% in respect of Micro & Small Enterprises) of the tendered quantity of material of specified in the tender in any one of the 3 Financial Years (i.e. 2022-23 2023-24 and 2024-25) to ESCOMs/Distribution companies or any Government Electrical Utilities/PSUs. Order completion certificates issued by an officer not below the rank of Executive Engineer or equivalent officer of the concerned ESCOMs/Distribution Companies or any Government Electrical Utilities/ PSUs shall be uploaded in the sample format Annexure-A. However, with respect to the Annexure-A format, it is only a sample format and tenderer can upload any format, but it should cover all parameters as mentioned in Annexure-A. Micro & Small Enterprises shall upload valid MSME (UDYAM) registration certificate obtained from the competent authority certifying that tenderer is a Micro and Small Enterprises.

The Tenderer shall upload performance certificate for satisfactory operation of at least 80% (40% in respect of Micro & Small Enterprises) of required quantity of material specified in the tender for a period of at least one year in any one of the 3 Financial Years (i.e. 2022-23 2023-24 and 2024-25) from ESCOMs/Distribution companies or any Government Electrical Utilities/ PSUs. The performance certificate issued by an officer not below the rank of Executive Engineer or equivalent officer of the concerned ESCOMs/ Distribution Companies or any Government Electrical Utilities/ PSUs shall be uploaded in the sample format Annexure-A. However, with respect to the Annexure-A format, it is only a sample format and tenderer can upload any format, but it should cover all parameters as mentioned in Annexure-A. Micro & Small Enterprises shall upload valid MSME (UDYAM) registration certificate obtained from the competent authority certifying that tenderer is a Micro and Small Enterprises.

The Tenderer should have valid Bureau of Indian Standard (BIS) Certification.Valid BIS certificates issued by the Govt. of India shall be uploaded.

The Tenderer shall upload GTPs. GTP shall be uploaded.

The Tenderer shall upload the type test certificates for having conducted all the type tests mentioned in the relevant IS/technical specification on the tendered material at CPRI/ERDA/NABL accredited Government labs / NABL accredited Government testing centres & such type test reports shall not be older than five years as on the last date of bid submission. The type test reports from other than CPRI/ERDA/ NABL accredited Government labs/ NABL accredited Government testing centres shall not be considered and such bids will be treated as Non-Responsive.Valid type test certificates from CPRI/ERDA/NABL accredited Government labs/ NABL accredited Government testing centres shall be uploaded.

Any Tenderer from a country which shares a land with India will be eligible to bid in this tender only if the Tenderer is registered with the Competent Authority. A certificate for having read the clauses specified in Section-XVI of the tender documents under the heading Eligibility clauses in respect of restrictions on procurement from a Tenderer of a country which shares a land border with India shall be uploaded by the Tenderer in the following format I have read the clause regarding restrictions on procurement from a Tenderer of a country which shares a land border with India I certify that this Tenderer is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this Tenderer, fulfills all requirements in this regard and is eligible to be considered. (Where applicable, evidence of valid registration by the Competent Authority shall be attached/ uploaded.) I have read the clause regarding restrictions on procurement from a Tenderer/vendor having Transfer of Technology (ToT) arrangement. I certify that this Tenderer or does not have any ToT arrangement requiring registration with the competent authority. OR I have read the clause regarding restrictions on procurement from a Tenderer/vendor having Transfer of Technology (ToT) arrangement. I certify that this Tenderer/vendor has valid registration to participate in this procurement. Registration certificate issued by the competent authority shall be uploaded. Scanned copy of the self-declaration on notarized stamp paper of Rs.100/- in the prescribed format shall be uploaded.

The Tenderer should not have been DEFAULTED in supplies against Purchase Orders placed by any ESCOMs/Distribution companies or any Government Electrical Utilities/PSUs. Scanned copy of the self-declaration on notarized stamp paper of Rs.100/- by the Tenderer adhering to this clause shall be uploaded.

The Tenderer should not be under order of debarment/Blacklisting from participating in a Tender by any ESCOMs/Distribution companies or any Government Electrical Utilities/ PSUs, as on the last date of submission of bids.Scanned copy of the self-declaration on notarized stamp paper of Rs.100/- by the Tenderer adhering to this clause shall be uploaded.

Litigation History The Tenderer should provide detailed information on any litigation or arbitration arising out of contracts completed or under execution by it over the preceding five years, A consistent history of awards involving litigation against the Tenderer or any partner may result in rejection of Bid. Scanned copy of the self-declaration on notarized stamp paper of Rs.100/- shall be uploaded.
