CARRIAGE OF MATERIALS By Mechanical Transport including loading, unloading and stacking of Earth upto 1Km (The rates will be applicable to net quantities after deduction of prescribed percentage for voids mentioned in the specification under subhead "Carriage of materials")

Earth work in excavation by mechanical means (Hydraulic excavator) / manual means in foundation trenches or drains (not exceeding 1.5 m in width or 10 sqm on plan), including dressing of sides and ramming of bottoms, for all lift, including getting out the excavated soil and disposal of surplus excavated soil as directed, within a lead of 50 m. All kinds of soil.

Filling available excavated earth (excluding rock) in trenches, plinth, sides of foundations etc. in layers not exceeding 20cm in depth, consolidating each deposited layer by ramming and watering, lead up to 50 m and lift upto 1.5 m.

Clearing jungle including uprooting of rank vegetation, grass, brush wood, trees and saplings of girth up to 30 cm measured at a height of 1 m above ground level and removal of rubbish up to a distance of 50 m outside the periphery of the area cleared.

Providing and laying in position cement concrete of specified grade excluding the cost of centering and shuttering - All work up to plinth level : 1:2:4 (1 cement : 2 coarse sand (zone-III) : 4 graded stone aggregate 20 mm nominal size).

Providing and fixing aluminium work for doors, windows, ventilators and partitions with extruded built up standard tubular sections/ appropriate Z sections and other sections of approved make conforming to IS: 733 and IS: 1285, fixing with dash fasteners of required dia and size, including necessary filling up the gaps at junctions, i.e. at top, bottom and sides with required EPDM rubber/ neoprene gasket etc. Aluminium sections shall be smooth, rust free, straight, mitred and jointed mechanically wherever required including cleat angle, Aluminium snap beading for glazing / paneling, C.P. brass / stainless steel screws, all complete as per architectural drawings and the directions of Engineer-in-charge. (Only weight of grill to be measured for payment).

Providing and laying water proofing treatment on roofs of slabs by applying cement slurry mixed with water proofing cement compound consisting of applying:(a) after surface preparation, first layer of slurry of cement @ 0.488 kg/sqm mixed with water proofing cement compound @ 0.253 kg/sqm.(b) laying second layer of Fibre glass cloth when the first layer is still green. Overlaps of joints of fibre cloth should not be less than 10 cm. (c) third layer of 1.5 mm thickness consisting of slurry of cement @ 1.289 kg/sqm mixed with water proofing cement compound @ 0.670 kg/sqm and coarse sand @ 1.289 kg/sqm. This will be allowed to air cure for 4 hours followed by water curing for 48 hours. The entire treatment will be taken upto 30 cm on parapet wall and tucked into groove in parapet all around.(d) fourth and final layer of brick tiling with cement mortar (which will be paid for separately. For the purpose of measurement the entire treated surface will be measured.

Supply and Installation of polycarbonate multi-layer, multi-cell connectible modular panel system, a complete assembly of co-extruded UV protected polycarbonate panels incorporated into a complete system. Surface Prepration: The objective of the surface preparation is to achieve a clean sound surface with a good mechanical key. All substrates should be cleaned and free of dust, plaster, oil, paint, grease, corrosion deposits, and any other deleterious substances. Laitance should be removed by mechanical means. Smooth substrates must be mechanically roughened to provide an adequate adhesion of waterproofing material with the surface. Make sure access should be their undernaeth pipes so that waterproofing can be easily done and can be cured.

Construction Joint & Crack Treatment: Chase open construction joints in V shape of 15mm x 15mm using suitable means, later cleaning the same using water jet and applying a bond coat of SBR mixed with cement and water in a ratio of 1:1:3(Water : Polymer : Cement), followed by filling of Polymer modified mortar having atleast 40 MPA compressive strength. In case of structural cracks/poor or weak construction joints, injection grouting shall be carried out either using Cementitious Grout or Low viscous epoxy grout, depending upon the kind of cracks and shall be paid separately.

Waterproof coating: Providing and applying a two-component, polyurethane-based liquid-applied elastomeric waterproofing membrane (Nitoproof 650 PU), solvent-free and pitch-free, designed to form a tough, seamless, and flexible waterproof barrier. The system shall be applied strictly in accordance with the manufacturer’s technical datasheet and method statement. The work shall include thorough preparation of the substrate to ensure a clean, sound, and dry surface free from dust, laitance, oil, grease, or contaminants. Porous surfaces shall be primed with Nitoproof WB Primer at a coverage of 8–10 m²/litre, ensuring complete coverage and proper tack before application of the membrane. The polyurethane membrane shall be mixed in the prescribed ratio (Part A: Part B = 1:1) using a slow-speed drill and applied by brush, roller, or squeegee. The membrane shall be applied in two coats with a total material consumption of 2.0–2.25 kg/m² to achieve a uniform dry film thickness (DFT) of not less than 1.5 mm. The second coat shall be applied perpendicular to the first to ensure full coverage and eliminate voids. The cured membrane shall exhibit the following minimum technical properties: • Elongation at break > 600% (ASTM D412) • Tensile strength > 6 N/mm² (ASTM D412) • Adhesion to concrete > 2 N/mm² (ASTM D903) • Crack bridging capacity up to 3.7 mm (ASTM C836) • Shore A hardness: 67 (ASTM D2240) • Puncture resistance > 170 N (ASTM E154) • Water permeability: Nil under 5 bar pressure (DIN EN 1928) • Thermal resistance: Pass at 80°C for 100 days • Root resistance: Pass (EN 13948

Horizontal Protection :Supplying and laying 120 GSM non-woven polypropylene geotextile over waterproofing coating. Scaffolding

Providing and fixing double scaffolding system (cup lock type) on the exterior side, up to seven story height made with 40 mm dia M.S. tube 1.5 m centre to centre, horizontal & vertical tubes joining with cup & lock system with M.S. tubes, M.S. tube challies, M.S. clamps and M.S. staircase system in the scaffolding for working platform etc. and maintaining it in a serviceable condition for the required duration as approved and removing it there after. The scaffolding system shall be stiffened with bracings, runners, connection with the building etc wherever required for inspection of work at required locations with essential safety features for the workmen etc. complete as per directions and approval of Engineer-in-charge. Surface Preparation

Removing/chipping upto required depth and cleaning of existing loose concrete carefully by manual using low impact frequency hammer without damaging the existing sound concrete including cleaning the surfaces by compressed air jet complete including removing loose concrete around the reinforcement.. The entire surface will be checked by light hammering (using 1 kg hammer) for detection of loose concrete. Edges of chipped patch shall bear vertical reverse cut with minimum depth at edges as 10 mm.All loose /sound concrete around corroded bar has to be removed to prepare well defined patch

Rust Remover

Apply Reebaklens RR with brush for complete wetting of rusted metal surface and allowed to react it for 16-24 hours. Cleaning the bars with wire brush, finish by thoroughly washing down with clean water and completely drying the bars before application of Anti corrosive coating in 1 : 1 and 1 : 4 (Reebaklens RR {cleaning agent to water}).

Anti Corrosive Coating

Removal of loose concrete upto 20mm beyond reinforcement and treating the exposed reinforcement with rusted remover and then treat the steel with epoxy based zinc rich anti corrosive coating NITOZINC Primer over the steel rebars. The zinc rich primer shall be applied at 40 microns dry film thickness and shall have salt spray resistance of <5 mg for 96 hours as per ASTM B-117 and adhesive bond strength > 1.5 MPa as per ASTM D4541,etc,complete.

Shear connector

Supply and fixing reinforcement bar as shear connector with Heavy Duty rebarring chemical Fosroc LOKFIX E55S - Vinylester Styrene free Chemical anchor grout with ETA approval from DIBt for diameter range from 8 mm to 32 mm reinforcement bar at provided embedment depth as per the manufacturer's specifications. The Vinylester chemical should have the following properties and approvals. Fire resistance of 120 minutes tested in accordance with DIN EN 1363-1:2012 and Technical Report TR 020. Installation of Fosroc Lokfix E55S by using a static mixer provided which mixes in 10:1 ratio of resin to hardener and dispensing with the dispenser provided from Fosroc and insertion of rebar into drilled hole by rotating in clockwise direction. The applications like Installation of Insert Plate fixings, Steel plate jacketing, hand rails, Facade applications, Machine Foundations etc., are recommended.

Epoxy Bonding Agent

Providing and applying bonding agent Nitobond EP which shall be a solvent free epoxy based two component resin system . The bonding agent shall be applied by brush & should remain in tacky state after application for a minimum period of 5-6 hrs at 20 deg C & 2-3 hrs at 30 deg C. The product shall achieve 50 N/mm2 compressive strength, 20 N/mm2 tensile strength, 35 N/mm2 flexural strength and 10 N/mm2 shear strength as per BS 6319 standards. The adhesive bond to the concrete substrate shall exceed the tensile strength of the host concrete,etc complete. It shall not be used in the influence zone of the Fosroc Galvashield anodes in case of installation in the periphery of patch. No bond coat shall be applied in case of installation in a grid pattern.

Non Shrink Microconcrete

Providing and applying single component free flowing, non shrink cementitious microconrete (Renderoc RG) used at water powder ratio of 0.16, having mixed density of 2100 - 2200 kg/m3 and unrestrained expansion of 1 to 4% as per ASTM C827. The microconcrete used shall achieve compressive strength of 50 Mpa at 28 days, Flexural Strength of 5 Mpa at 28, young's modulous of 25 kN/mm2 and shall be "Class A1" fire rating as per EN 1504 Cl 5.5, etc, complete.

Fiber Reinforced Repair Mortars

Providing and applying dual shrinkage compensated fiber reinforced polymer modified repair mortar Renderoc HS Xtra on the prepared surface and curing with curing compound.The repair mortar used shall be single component and shall be mixed with water at water powder ratio of 0.16 and shall have drying shrinkage < 300 microstrain as per ASTM C 157-93; permeability < 5mm as per DIN 1048 Part 5 ; compressive strength > 70 MPa ; Flexural Strength > 9Mpa as per BS 6319 ; RCPT < 1800 Coulumbs and Class A1 fire rating as per EN 1504-3 Cl 5.5, etc complete.

No employee of POWERGRID, personally or through family members, will in connection with the tender, or the execution of the contract, demand, take a promise for or accept, for him/herself or third person, any material or other benefit which he/she is not legally entitled to.

POWERGRID will, during the tender process treat all Bidder(s) with equity and fairness. The Bidder/Contractor will not enter into any illegal agreement or understanding, whether formal or informal with other Bidders/Contractors. The Bidder/Contractor will, when presenting his bid, disclose any and all payments he has made, or committed to or intends to make to agents, brokers or any other intermediaries in connection with the award of the contract and/or with the execution of the contract.

The Bidder/Contractor will not misrepresent facts or furnish false/forged documents/informations in order to influence the bidding process or the execution of the contract to the detriment of POWERGRID.

If the Bidder, before contract award, has committed a serious transgression through a violation of Section II or in any other form such as to put his reliability or credibility as Bidder into question, POWERGRID may disqualify the Bidder from the tender process or terminate the contract, if already signed, for such reason.

If the Bidder/Contractor has committed a serious transgression through a violation of Section II such as to put his reliability or credibility into question, POWERGRID may after following due procedures also exclude the Bidder/Contractor from future contract award processes. The imposition and duration of the exclusion will be determined by the severity of the transgression. The severity will be determined by the circumstances of the case, in particular the number of transgressions, the position of the transgressors within the company hierarchy of the Bidder/Contractor and the amount of the damage. The exclusion will be imposed for a minimum of 12 months and maximum of 3 years.

If the Bidder/Contractor can prove that he has restored/recouped the damage caused by him and has installed a suitable corruption prevention system, POWERGRID may revoke the exclusion prematurely.

If POWERGRID has disqualified the Bidder from the tender process prior to the award under Section III, POWERGRID may forfeit the Bid Guarantee under the Bid.

If POWERGRID has terminated the contract under Section III, POWERGRID may forfeit the Contract Performance Guarantee of this contract besides resorting to other remedies under the contract.

The Bidder shall declare in his Bid that no previous transgressions occurred in the last 3 years with any other Public Sector Undertaking or Government Department that could justify his exclusion from the tender process.

If the Bidder makes incorrect statement on this subject, he can be disqualified from the tender process or the contract, if already awarded, can be terminated for such reason.

POWERGRID will enter into agreements with identical conditions as this one with all Bidders.

POWERGRID will disqualify from the tender process any bidder who does not sign this Pact or violate its provisions.

POWERGRID has appointed a panel of Independent External Monitors (IEMs) for this Pact with the approval of Central Vigilance Commission (CVC), Government of India, out of which one of the IEMs has been indicated in the NIT/IFB.

The IEM is to review independently and objectively, whether and to what extent the parties comply with the obligations under this agreement. He has right of access to all project documentation. The IEM may examine any complaint received by him and submit a report to Chairman-cum-Managing Director, POWERGRID, at the earliest. He may also submit a report directly to the CVO and the CVC, in case of suspicion of serious irregularities attracting the provisions of the PC Act. However, for ensuring the desired transparency and objectivity in dealing with the complaints arising out of any tendering process, the matter shall be referred to the full panel of IEMs, who would examine the records, conduct the investigations and submit report to Chairman-cum-Managing Director, POWERGRID, giving joint findings.

The IEM is not subject to instructions by the representatives of the parties and performs his functions neutrally and independently. He reports to the Chairman-cum-Managing Director, POWERGRID.

The Bidder(s)/Contractor(s) accepts that the IEM has the right to access without restriction to all documentation of POWERGRID related to this contract including that provided by the Contractor/Bidder. The Bidder/Contractor will also grant the IEM, upon his request and demonstration of a valid interest, unrestricted and unconditional access to his documentation. The same is applicable to Subcontractors. The IEM is under contractual obligation to treat the information and documents of the Bidder(s)/Contractor(s)/Subcontractor(s) with confidentiality.

POWERGRID will provide to the IEM information as sought by him which could have an impact on the contractual relations between POWERGRID and the Bidder/Contractor related to this contract.

As soon as the IEM notices, or believes to notice, a violation of this agreement, he will so inform the Chairman-cum-Managing Director, POWERGRID and request the Chairman-cum-Managing Director, POWERGRID to discontinue or take corrective action, or to take other relevant action. The IEM can in this regard submit non-binding recommendations. Beyond this, the IEM has no right to demand from the parties that they act in a specific manner, refrain from action or tolerate action. However, the IEM shall give an opportunity to POWERGRID and the Bidder/Contractor, as deemed fit, to present its case before making its recommendations to POWERGRID.

The IEM will submit a written report to the Chairman-cum-Managing Director, POWERGRID within 8 to 10 weeks from the date of reference or intimation to him by POWERGRID and, should the occasion arise, submit proposals for correcting problematic situations.

If the IEM has reported to the Chairman-cum-Managing Director, POWERGRID, a substantiated suspicion of an offence under relevant Anti-Corruption Laws of India, and the Chairman-cum-Managing Director, POWERGRID has not, within the reasonable time taken visible action to proceed against such offence or reported it to the CVO, the Monitor may also transmit this information directly to the CVC, Government of India.

POWERGRID recognizes and accepts its statutory responsibilities for ensuring construction, operation and maintenance of equipments and for the provision of safe methods of work and safe working conditions.

POWERGRID recognizes and accepts its statutory responsibilities for ensuring safety of not only its employees but also that of the Contracting Agencies as Principal Employer.

POWERGRID shall review the accidents in a structured manner and take necessary actions to ensure that the safety criteria are strengthened for safe construction as well as Operation & Maintenance of the Transmission Assets.

POWERGRID shall conduct necessary awareness and training programmes to its Employees to augment the various safety requirements to be followed during Construction and Operation & Maintenance of the Transmission Assets from time to time.

POWERGRID shall, from time to time, issue necessary guidelines,instructions and deterrents to its employees as well as to the Contracting Agencies, to update them to take necessary preventive measures to avoid repetition of similar accident attributes.

POWERGRID shall review and provide necessary guidanceto the Contracting Agencies, as and when, any abnormality / special situations are brought to its notice by the Contracting Agencies during execution of the Transmission Projects being executed by them.

POWERGRID shall conduct periodical surveillance site inspections / audits to identify the unsafe conditions and unsafe actions, and bring them to the knowledge of the Contracting Agencies for taking timely corrective actions.

POWERGRIDshall investigate all accidents, fatal as well as non-fatal, to identify the lapses, the reason for the accident / incident and suggest measures for prevention of recurrence of such accidents, and fix responsibility for the lapses leading to the accident.

POWERGRID shall augment the training to the workers and supervising personnel of the Contracting Agencies, as per schedules, upon nomination by the Contracting Agencies in reasonable time frame.

POWERGRID shall exercise the right to claim and recover compensation from the Contracting Agencies in case of any violation of the safety requirements / provisions during execution of the Transmission Projects, as built in the applicable Laws and contractual specifications / guidelines in vogue / issued by POWERGRID from time to time.

The Bidder / Contractor shall endeavour continuous development of safe methods of work to ensure that the effect of risks and perils are minimised to the extent possible and implement the same at their worksites.

The Bidder / Contractor shall conduct periodical Training to their Employees as well as to that of theirSub-contractors for safety awareness during construction works being executed by them.

The Bidder / Contractor shall provide all requisite Tools & Plants required for the work and ensure their healthiness by periodical inspections / testing as required. Unhealthy and sub-standard Tools & Plants will be immediately removed from site as and when they are identified.

The Bidder / Contractor shall,at their cost, provide all necessary Personal Protective Equipments such as Double Lanyard Safety Belts, Appropriate Fall Arrest Systems, Safety Helmets, Foot Wear, Hand Gloves, etc., as required for various activities pertaining to execution of the Projects / works, confirming to relevant Indian Standards.

The Bidder / Contractor shall ensure that dedicated qualified Safety Officers are posted in the construction projects being executed by them and ensure that the Safety Officer visits each and every gang periodically and conducts audits / inspections to identify the unsafe conditions and unsafe actions, to be rectified by the site supervising personnel promptly.

The Bidder / Contractor shall conduct appropriate medical checks-up for the workers before deploying them at their construction sites to ensure that only those who are medically fit are deployed in the Projects / works to be executed by them. The copy of the Medical Reports shall be provided by the Bidder / Contractor to POWERGRID, whenever requested by POWERGRID.

The Bidder / Contractor shall screen the workers before deploying them at their construction sites to ensure that only those with the skills, experience and competence to work at heightand also medically fitfor work at height are deployed for work at height in the Projects executed by them.

The Bidder / Contractor shall ensure daily before starting the work thattheir site Supervising Personnel / Safety Officer briefs the workers about the work for the day and the safety measures / precautions required to be taken by them.

The Bidder / Contractor shall investigate all the accidents at their working sites to ascertain the lapses leading to the incident and the precautionary / corrective measures required to be taken to avoid recurrence of such accidents. These accidents will be reviewed at the Board Management level of the Agencies and the findings / recommendations will be put up to POWERGRID Apex Safety Board within the stipulated period.

The Bidder / Contractor shall ensure that all accidents, whether fatal or non-fatal in nature, will be informed to POWERGRID, in writing, immediately on the occurrence of the same,and in any case, within not more than 24 hours of occurrence of the same.

The Bidder / Contractor shall ensure that in case of any accident, all necessary medical help / supportshall be provided to the victims / injured till they are completely fit to return to work.

The Bidder / Contractorshall ensure that in case of fatal accidents, all statutory Authorities, including Police, concerned Labour Dept. Officials, concerned Workmen Compensation Commissioner, etc., will be intimated in writing as required by the statutory Law, and followed up for compliance of all statutory obligations. The Bidder / Contractor shall own full responsibility of timely accident reporting to various authorities, including POWERGRID.

The Bidder / Contractor shall ensure that in case of fatality or serious injury leading to permanent disablement of the victims, the compensation amount will be deposited with the concerned authorities, as required by the Laws, and followed up for early disbursement to the beneficiaries of the victims.

The Bidder / Contractor assures that they shall co-operate to the fullest extent for carrying out any investigation of the accidents at their work sites by POWERGRID to identify the lapses, the reason for the accident / incident and suggest measures for prevention of recurrence of such accidents. All factual details of the occurrence of the accident will be provided to POWERGRID, as and when required.

The Bidder / Contractor assures that they take full responsibility of meeting the statutory obligations in case of accidents, and in case of any reference by any Statutory Body at a later date also, they shall provide all information to POWERGRID and meet all the statutory obligations, including payment of additional compensation, if any.

The Bidder / Contractor assures that in case of any inspection of their work site or Notice by any Statutory Authority, they shall comply promptly and inform POWERGRID Site Officials of the same, and also provide all necessary information and assistance for smooth compliance of the observations / instructions of such Authorities.

The Bidder / Contractor accepts the provisions regarding safety, including payment of compensation to POWERGRID, in case of any violation of the safety requirements / provisions during execution of the Transmission Projects, as built in the Contractual Conditions, Safety Planand the Safety Pact, and confirm to abide by the same.

POWERGRID will enter into agreements with identical conditions as this one with all Bidders.

POWERGRID will disqualify, from the tender process, any bidder/ take punitive actions on the bidder, who does not sign this Pact or violate its provisions.

This agreement is subject to Indian Law. Place of performance and jurisdiction is the establishment of POWERGRID. The Arbitration clause provided in the main tender document / contract shall not be applicable for any issue / dispute arising under the Safety Pact.
